There is an algae bloom in Upper Mill Pond. (Water is like pea soup) He gave photos to the BOH and they have contacted someone at the State. Leven got a call from someone who noticed their dogs were green after swimming in the Pond. Leven talked to Ed Eichner and will give an update at the end of the meeting. Gallagher visited Walker Pond and Slough Pond and they are not green. These ponds have murky water and weeds. Storm water Mapping Project Update: Kirsten Ryan, SEA Ryan updated the committee and presented results of GIS mapping storm water drainage project. Presentation Agenda: • Project Drivers and Goals Scope of Phase I Mapping Methods&Type of Data Collected Areas and Structures Mapped Key Project findings Deliverables Recommendations Discussion/Questions Committee& Audience Comments: Lewis asked about DEP or EPA enforcing permits or fining. Ryan explained they have done this in some communities. Schell stated the 2003 permit had similar requirements. The 2003 permit included an annual report that detailed the Town's progress on each item. It is his perception that the second time around the requirements will be more prescriptive. Schell asked Ryan if she agreed. Schell hopes this time around it will be more prescriptive. Ryan agreed and stated it is watershed specific. Ryan commented further. Schell asked differentiating culverts, open ditches, he does not understand how it does not include connectors between water bodies. Isn't the town concerned about storm water and tracing contaminants? Ryan explained and shared example of Upper Mill Pond, water goes under the road. Pipes coming out into a stream are considered the outfall. The committee discussed outfalls, pipes, definitions, storm water concerns, etc. Leven explained SMAST is looking at Ponds and how water gets from point to point. (Mill Ponds) SMAST project. Schell asked about additional questions about connectors and scope of work. He shared a few examples. There was continued discussion with Leven, Hughes, P and Schell. Ryan explained the first point is finding the outfalls and mapping them so you can take samples during the permit phase. EPA requires you map them (GPS point)then going forward meet sampling requirements. Schell is concerned about Phase I, Phase II, Bridge projects, etc. At one point do we acknowledge this integrated problem of contamination caused by storm water? Skidmore explained this is one part of the total plan. Ryan explained the process further. (Sources of data) Hughes, J asked Ryan about pipes with streams coming to the Bay(streams out of rocks between houses) Ryan explained this was not part of the scope of work. (Ellis Landing) Taylor asked about most recent flyover. The Town does not have the money to map it. Gallagher said it would cost$50- 100k. Taylor asked about making a comparison. There was a discussion regarding updated available information, private development vs. town areas and location of outfalls. Miller asked Ryan a question about Ellis Landing outfall. He explained temporary fix. Illegal discharge? Ryan explained if EPA were to question it, you could explain erosion, etc. Ryan shared photos of outfalls. Lewis asked about catch basin water flow. Ryan explained further and explained deliverables. Key protect findings Few total outfalls, MS4 sampling less costly Visible erosion issues at beaches Pond parking areas many improvements but some ongoing impacts Less visible issues—drain structures on private land needing maintenance, some catch basins needing repair/cleaning, vegetation removal, one potential illicit discharge observed. Skidmore asked about private development storm water into a town catch basin. Lewis mentioned there is a program where a contractor cleans catch basins for the Town; homeowner associations can pay$50 a piece to have catch basins cleaned. This is done through DPW. Ryan reviewed recommendations and shared an example of a GIS map, map#10. She showed how you can click on an area and see the forms. Taylor asked about deliverables such as a CD or file transfer station on server or maps, Ryan confirmed. Schell is considered about criteria being excluded for outfalls. Miller explained further. Channelized stream. Taylor asked about final maps having water bodies labeled. Ryan confirmed. Hughes, J asked about ground water flow. Ryan explained no. The committee discussed further. GHD is coming in Wednesday to see Leven. Leven asked the committee to read the proposal again and make sure the scope of work is acceptable. Leven will send a reminder email message. Skidmore asked about a start date. Leven replied early to mid November. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location Leven shared emails from Ed Eichner(SMAST) 10/24/11 & 10/13/11. Leven asked the committee to review and send comments. Skidmore suggested taking up at next meeting. Re: Dissolved Oxygen Meter- Miller suggested reviewing regarding the algae bloom. Hughes, Pat suggested leaving it in the hands of Town staff to make a recommendation. Schell stated that the area he identified on the map is not included in this. Storm water over flow to Walker's Pond. Leven explained Eichner is having difficulty finding the underground pipes. Miller read Eichner's response. Taylor asked about what is involved with the bird count. Miller explained the exercise. (Upper, Lower and Walker Ponds) He needs volunteers. Taylor will do Upper Mill Pond and Walker's Pond. Miller needs a few volunteers. Hughes, P made a Motion to approve the change in scope with the contractor(SMAST), to halt further examination of up to 11 sites noted in 10/13/11 E. mail message to Leven, Miller and Burch. Reallocate funding for 1 to 2 dissolved oxygen meters. The contractor will provide us with data analysis. Gallagher and Miller to determine how frequently. Taylor Second, All Aye, Vote 7-0 Hughes, J asked if there is anything on the recent report that may contradict what Eichner is saying. Ryan said mapping was done during dry weather. The committee continued general discussion. Schell asking about#3 on 10/24 email, and#1.10/13 email, Cranview —Are they the same? Miller stated they are different. He is not trying to rule out the pipe. He is trying to rule out the catch basin. Leven explained an update was distributed by HWG. Skidmore asked the committee to review and submit any comments. Review minutes from 10/11/11, Review action items Pat Hughes submitted edits via email. Taylor made a Motion to accept minutes as corrected (Hughes edits) Ryan Second, All Aye, Vote 7-0 The committee reviewed action items. Leven will contact the Cranberry Growers Association. Topics the Chair did not reasonably anticipate—None. 1) Schell made an announcement that if anyone has pyrotechnic flares in their vehicle they should submit to the Brewster fire station. The approved devices are now electronic strobe flashers which are battery operated. 2) Schell made another announcement that on Tuesday night the Conservation Commission is hearing a proposal from Canoe Pond Association for the use of an aeration system in Canoe Pond. This aeration system was considered for Long Pond several years ago. Schell asked if the town has an agency to take the data if offered. Would it be appropriate for this material (volunteered by Canoe Pond Association)to be given to a department? Design, cost, monitoring data. Miller explained the Conservation Department could track this information. Hughes asked about record keeping for this. CD or paper. Gallagher confirmed paper files. Leven mentioned the People GIS system. There was a discussion regarding data availability and options. Lewis stated the Finance committee voted against the the illicit discharges by-law. Lewis encouraged people to come to Town Meeting. Ryan mentioned a memo that was prepared to help answer rebuttals about this by-law at town meeting. Leven will Email talking points to the committee.
