RESOLUTION NO. 75 -1451
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY, CALIFORNIA, APPROVING THE ADOPTION
OF THE 1995 FUNCTIONAL CLASSIFICATION STUDY AS
THE HIGHWAY ELEMENT OF THE TRANSPORTATION PLAN
WITHIN THE CITY OF TEMPLE CITY BUT OPPOSING
SPECIFICALLY THE •INCLUSION OF STATE ROUTE 164
WHEREAS, in 1970 the 1968 National Highway Functional
Classification Study was updated to 1970, and expanded to define
a projected 1990 National Highway Functional Classification
System; and
WHEREAS, in 1973, the California Department of Public
Works initiated an update and further projection of that Study
from 1990 to 1995 as first step in complying with Chapter 1253,
Statutes of 1972 (AB 69) for the development of the highway
element of the California Transportation Plan; and
WHEREAS, the Metropolitan Transportation Engineering Board
(MTEB) Vice Chairman coordinated the 1995 Functional Classification
Study within their respective jurisdictions; and
WHEREAS, the 1995 Functional Classification Study would
provide the Federal Department of Transportation with facts re-
quired to make recommendations to Congress on specific changes
considered desirable with respect to the character and size of
Federal aid systems and programs; and
WHEREAS, the 1995 Functional Classification Study would also
provide the California Legislature with the facts required to
form an objective approach to determination of criteria for future
highway, road and street systems and programs; and
WHEREAS, Council approval of the 1995 Functional Classifi-
cation Study will not preclude future adjustments of street classi-
fications due to changing population, travel and land use; and
WHEREAS, the Functional Classification Study Map is consistent
with the Select Street System and with the 1995 Functional Classi-
fication Systems of contiguous jurisdiction; and
WHEREAS, the 1995 Functional Classification Study for the
City has been completed and found to be satisfactory to the Cali-
fornia Department of Transportation; and
WHEREAS, the City has been asked to approve its portion of
the 1995 Highway Functional Classification Plan; and
WHEREAS, the proposed 1995 Functional Classification Plan
is agreeable to the City with the exception of the proposed new
alignment of State Route 164,
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of Temple City does resolve as follows:
This City Council does hereby approve the 1995 Functional
Classification Plan as it is proposed for the City of Temple City
but opposing specifically the inclusion of State Route 164.
APPROVED and ADOPTED this 6th day of May, 1975.
