The Committee on Personnel and Town Organization met on Monday, November 21st at 10:30am in the
Council Chambers. Present were committee members Councilor Steven Corbett, and Councilor John
Donohue, as well as Councilor Cecelia Lenk, Town Manager Michael Driscoll, and Councilor and Committee
Chair John Lawn.
The Committee met to discuss the recently completed Fiscal Year 2011 Performance Evaluation of the
Town Manager and related matters. Councilor Lawn passed out the Town Managers Composite Evaluation
and noted that this was provided to the Council and the public at the September 27, 2011 Town Council
Meeting.
Councilor Lawn stated that the employment agreement between the Town of Watertown and the Town
Manager requires an annual performance evaluation by the Council members.
Councilor Lawn read the following remarks from the evaluation:
*The Town Manager assumed the office in 1993 and is in his 19th year of serving the community
in this capacity and is in his 35th year of employment with the town of Watertown.
*eight of the nine councilors rated the Town Manager as Meets or Exceeds Expectation with an
average score of 4.0
*one of the nine councilors rated the Town Manager as below expectation, with a score of 2.9
*The overall rating of the Town Manager, Michael Driscoll is 3.9, which represents a score
description of meets Expectation to Exceeds Expectation.
• President Sideris commented that he has served as a Councilor at Large for thirteen years and
has always thought that the manager was a hard and diligent worker. The Council President
also noted that since becoming Council President in 2010 and working closer with Mr. Driscoll
that he was impressed with the way he runs Town. He also states that we have been well
served by the Manager who has guided the Town through come of the most difficult financial
times we have faced in generations.
Councilor Lawn then read the following statement from Town Manager Driscoll regarding the Fiscal Year
2011 Composite Evaluation:
"Mr. President and Members of the honorable Town Council; I appreciate your time and efforts in
completing the evaluation; and for providing the feedback contained within the individual
evaluations.
I look forward to working with the honorable Town Council and continue building on the progress
we have made in providing the highest level of service to the citizens of Watertown while utilizing
the tax payers' dollars as efficiently as possible".
At this point the committee decided to go into executive session. Councilor Corbett made the motion to go
into executive session to conduct strategy sessions in preparation for negotiations with non-union personnel
or to conduct collective bargaining sessions or contract negotiations with non-union personnel - Town
Manager.
Councilor Lawn called for a roll call vote. Councilors Corbett, Donohue, and Lawn all voted to go into
executive session with Councilor Lenk in agreement and invited to attend. The Committee would not be
returning to open session.
