Absent: Pat Hughes, Dan Ryan Also Present: Jim Gallagher, Sue Leven, Ed Lewis, Chris Miller, Bob Bersin Recording or Taping Notification As required by the Open Meeting Law we are informing you that the Town will be audio taping this public meeting. In addition, if anyone else intends to audio tape this meeting they are required to inform the chair." Documents: 110911_A HWG 10/31/11 Progress Report Citizen Forum None Status of Phase II Leven gave an update to the committee. Leven had a meeting with Geraldine Gemelli and Mark Nelson of Horsley Witten (HWG)to discuss scope of work. Nelson stated they were not going in that direction (re: Schell's questions) HWG is talking to Ed Eichner of SMAST. Everyone is talking and being updated regarding projects. HWG will present to the committee on 11/28/11. Joanne Hughes will not be at the 11/28 meeting. The scope has been agreed to and the contract is being drawn up. Leven will confirm the 11/28 meeting date with HWG. Questions after reviewing the HWG scope: Skidmore asked if Schell was satisfied with questions addressed by the consultants. Schell asked for answers from Leven. Schell's questions are regarding storm water considerations. He is concerned about the transfer of water between ponds. Schell believes that part of the storm water problem should include the flows indentified in the Phase I report. Schell questioned the criteria being used to look at the storm water problem. Leven stated that MS4 is connected but not part of what the consultants and the committee are looking for Phase II. There was continued discussion about storm water into the ponds, etc. with Lewis, Leven and Schell. Bersin from the DPW defined MS4 as storm water entering the waters of the U.S.A. The objective is to identify and treat. Bersin commented on the consodine ditch under Route 6 and that it is the responsibility of Mass Highway. The State has the same objectives. Schell referenced the flow channel of the consodine ditch through culvert under Route 6. Another example is the School House Pond storm water channel into Freeman's Pond. Schell believes that the impending MS4 permit will require the CWPC 11-14-11.doc Page 1 of 3 Town to map road culverts and flow channels which convey storm water to waters of the United States and that such mapping should be included in current storm water planning. Schell doesn't understand why they are being excluded. Skidmore questioned if these three questions from Schell are covered in the HWG scope. Questions cover consodine, well number 6, and one other(not mentioned in discussion). Hughes, J asked Bersin about the SEA report. There was continued discussion with Bersin, Skidmore, Hughes, J. Bennett is in general agreement with Schell. Leven will send an email to the committee and they can discuss with Mark Nelson at the 11/28 meeting with HWG. Status of Bridge Projects: Data Synthesis-GIS/Build-out, Ponds, Storm water Geo-location Leven presented an update from HWG. It was emailed and handed out to the committee. Skidmore asked about the septic data, Task 1. Leven explained it might be pumping records. HWG is talking with SEA regarding GIS format. There will be GIS training for staff in January. Hughes, J asked about easements on private property, Ocean Edge, storm water and catch basins. Leven explained that we are not addressing private property yet. There was continued discussion. Re: bridge projects and Phase II - Lewis asked about a public information hearing with HWG. Leven and Skidmore explained it will happen in January and there will be supporting information available on the Town Web site. Bennett asked Bersin about direct outfalls as identified as untreated. Bennett would like to know how many found, direct discharges, illicit discharges. Leven explained further and offered to send him numbers in an email Bennett asked about a list of priorities to address at end of bridge projects. Gallagher addressed various pipes leading to the beach. (Near Linnell Landing)The committee discussed the SEA report. Bersin explained Mill site, Saints Landing, Paines Creek are the only ones being treated. Bennett asked about the completion of the SEA data study? Leven stated it is almost done. There was continued discussion. The committee discussed Linnell Landing and various pipes. Bersin explained that there are many discharges on the beach and many are private (not part of the MS4 program) Lewis questioned why not all the pipes discharging into public areas. Leven explained this it is eventually coming. Skidmore commented that the committee will have to deal with it eventually. Lewis stated it has to be part of the budget some day. There was continued discussion with Leven, Miller, and other committee members. Miller explained they are working on storm water problems through grant work and they are documenting what they find. Miller and Bennett discussed further. Gallagher asked if the SEA mapping includes the DPW binder of catch basin maps. Links to the PDF's? Bersin explained that preparing the links is not part of the project. Leven stated she has paper maps. There was continued discussion. Leven can send CD to Bennett. Bennett asked about the SEA completion date. Leven explained SEA needs information from HWG and it will be done in time for GIS training in January. Leven and Bersin both stated that the Town does not have version 10 of ARC GIS. Taylor stated that it bothers her that fresh water outfall is going into the Bay at Ellis Landing. Miller, Bersin discussed further and explained status. There was continued discussion regarding control on private land. Taylor asked about opening culverts. Bennett asked if GIS maps are available on the Web site yet. Leven explained not yet, depends on the upgrade and licenses. The committee discussed the cost. Orleans CWMP DRI Update CWPC 11-14-11.doc Page 2 of 3 No update. Brewster has a nonvoting seat on the committee. This topic will be removed from future agendas. Leven announced that on Wednesday 11/16 in Hyannis, 1 pm there will be a Scientific Panel, MEP Methodology at Barnstable Town Hall. There was continued discussion about this meeting. Leven will attend the meeting. Review minutes from 10/17/11, Review Action Items I Hughes, J made a Motion to accept the 10/17/11 minutes as written, Taylor Second, All Aye, Vote 5-0-1, Evans abstain. There was no discussion regarding the Action Items in the minutes. Topics the Chair did not reasonably anticipate The committee discussed the results of the recently released Silent Spring Well Study. Taylor made a Motion to adjourn, Bennett Second, All Aye, Vote, 6-0 The meeting ended at 5:45 pm.
