Conditional Use Permit No. 2008-07 & Variance 2008-04 APPLICANT: Jack Ku 10838 Long Beach Boulevard APN 6191-004-029 Proposal Applicant Jack Ku is requesting approval to construct a 5,300 square foot one-story commercial retail building with two restrooms and seventeen (17) parking stalls and a Variance to reduce front and side yard setbacks. The property is located at 10838 Long Beach Boulevard in the C-2A (Medium Commercial) zone. The subject property totals 15,912 square feet in area and is located on the west side of Long Beach Boulevard, between Alma Avenue and Elizabeth Avenue. Recommendation Staff recommends that the Design Review Board & Art in Public Places Committee review and provide recommendations to the Planning Commission. 2 DESIGN REVIEW BOARD & ART IN PUBLIC PLACES COMMITTEE ORALS STAFF ORALS ADJOURNMENT Adjourn to the regular meeting of the Lynwood Design Review Board & Art in Public Places Committee on September 24, 2008 at 5:00 p.m. in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, California, 90262. 3 LYNWOOD DESIGN REVIEW BOARD MEETING, MAY 28, 2008 The Lynwood Design Review Board met in regular session in the City Hall Council Chambers. Chair Lopez called the meeting to order at 5:08 p.m. Board Member Esparza led the flag salute. Board Members Esparza, Hernandez, and Chair Lopez were present. Board Member Webb was absent. Chair Lopez inquired if the Agenda had been duly posted. Planning Assistant Figueredo indicated the agenda had been duly posted in accordance with the Brown Act. Item #5 Minutes December 26, 2007 Chair Lopez asked if anyone had corrections to the minutes from the December 26, 2007 Design Review Board meeting and asked if there were any revisions, questions or comments. He also questioned the minutes from the April 30, 2008 meeting. Planning Assistant Figueredo stated that the last meeting was official but staff had a problem with the cassette. The Board Members may approve the minutes of the December 26, 2007 and continue the April 30, 2008 minutes. Motion by Board Member Hernandez to approve the minutes from December 26, 2007, seconded by Board Member Esparza. Planning Assistant Figueredo called the roll. The motion to approve passed 3-1-0. PUBLIC ORALS NONE CONTINUED ITEMS FOR CONSIDERATION 1 NONE NEW ITEMS FOR CONSIDERATION Conditional Use Permit No. 2008-01 APPLICANT: Roberto Vara 11846 Wilson Avenue. Planning Assistant Figueredo stated that the applicant Roberto Vara is requesting approval of Conditional Use Permit No. 2008-01 to construct two detached residences, two stories in height with two attached two-car garages and a guest parking carport on property located at 11846 Wilson Avenue, in the R-3 zone. The floor plan identifies 2-two bedroom units, attached 4-car garage and one guest carport. A 1,125 square foot addition would be added to the existing house with an attached two-car garage. The elevation identifies 2-two-story residences, with stucco siding and composition shingle roof. The window trim color is winter garden and the stucco color is nude. The applicant is present to provide an overview of the project and answer questions. We have provided a rendering. Board Member Esparza stated he liked the project. Applicant Roberto Vara 11846 Wilson Avenue Lynwood, Ca. 90262 was present and spoke in favor. Chair Lopez asked where the garages were located on the property. Applicant Vara stated that the garage is below the units facing each other on the back portion. Chair Lopez questioned about the visitors parking. Applicant Vara stated that it's on the side of his garage, on the driveway. Chair Lopez questioned if the front house is the only existing right now. Applicant Vara stated that only the front house. Member Hernandez asked if the project would have security bars on the windows. Applicant Vara briefly answered that the windows won't have bars. Chair Lopez stated that he likes it because it's a good source of space and really nice and questioned the applicant if there is something that he would like to add. 2 Applicant Vara answered that there's nothing to be added. Motion by Board Member Esparza, seconded by Board Member Hernandez. Planning Assistant called the roll. The motion to approve passed 3-1-0. DESIGN REVIEW BOARD & ART IN PUBLIC PLACES COMMITTEE ORALS Board Member Hernandez inquired about the superior project since the minutes were not included in the agenda. Chair Lopez stated that those will be added to the staff report of the planning Commission and questioned staff if there were given to the Commissioners. Planning Assistant Figueredo stated that it was given today by the applicant, it will be presented to the Commissioners as a recommendation in the report. STAFF ORALS Planning Assistant Figueredo stated that it was a nice meeting the new Board Members. AF.70URNMENT Motion by Board Member Hernandez to adjourn, seconded by Board Member Esparza. APPLICANT: Jack Ku Recommendation Staff recommends that the Design Review Board consider the design, provide recommendations and support the project to the Lynwood Planning Commission. Background The applicant is requesting approval to develop a 5,300 square foot one-story commercial retail building with two restrooms and seventeen (17) parking stalls and a Variance to reduce front and side yard setbacks. The property is located at 10838 Long Beach Boulevard in the C-2A (Medium Commercial) zone. The subject property totals 15,912 square feet in area and is located on the west side of Long Beach Boulevard, Alma Avenue and Elizabeth Avenue. Discussion & Analysis The site plan identifies the structure would be located at the rear of the property and would provide seventeen (17) parking stalls including two handicap stalls. Vehicle access would be provided from a twenty four foot (24') driveway along Long Beach Boulevard and twenty five foot (25~ driveway along Elizabeth Avenue. The project provides the minimum 7% landscape. A trash enclosure is located to the rear and screened from the street. The floor plan identifies three retail units to include: • Unit ~~A" 3,000 square feet (approximately) • Unit ~~B" 1,160 square feet (approximately) • Unit ~~C" 1,140 square feet (approximately) Elevations indicate a structure one-story in height consisting of exterior finishing, including plaster finish, stone veneers, and exterior fixtures. In addition, the project includes fabric awnings, window glass, and a Spanish clay roof tile. In addition to the Conditional Use Permit, the applicant is requesting a Variance from the side yard setbacks to allow a reduction from a ten foot (10~ setback on the sides to a zero foot (0~ setback on the westerly property line, and a five foot (5~ setback on the easterly setback.
