HomeMy Public PortalAbout2018-01-021 REGULAR COUNCIL MEETING, JANUARY 2, 2018 CALL TO ORDER The Regular Council Meeting of January 2, 2018, was convened at 6:05 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Henry A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward, seconded by Councilwoman Wiseman, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Tergin presented a retirement proclamation to Phyllis Powell, City Clerk. PUBLIC HEARINGS a. Amending Chapter 8 Pertaining to Historic Preservation Review of Demolition Proposals i. Associated Pending Bill 2017-105 A staff presentation was made by Senior Planner Eric Barron. Following the staff presentation, the following persons came forward to speak on the issue:  Steve Veile spoke in favor of the bill.  Tammy Boeschen spoke in favor of the bill.  Art Hernandez expressed his concerns and the need for understanding the Historic Preservation ordinance. At the conclusion of the public testimony, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2 REGULAR COUNCIL MEETING, JANUARY 2, 2018 2017-105 sponsored by Councilmen Henry and Ward, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING CHAPTER 8, BUILDINGS AND BUILDING REGULATIONS, PERTAINING TO REVIEW OF DEMOLITION PERMITS BY THE HISTORIC PRESERVATION COMMISSION AND ESTABLISHMENT OF PUBLIC HEARING PROCEDURES. Bill 2017-105 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15760: Aye: Fitzwater, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Ward Nay: Graham, Wiseman b. Amending Chapter 35 and Chapter 17 Pertaining to Short Term Rentals i. Associated Pending Bill 2017-106 A staff presentation was made by Senior Planner Eric Barron. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF 3 REGULAR COUNCIL MEETING, JANUARY 2, 2018 Mayor Announcements and Events Mayor Tergin provided details of the following activities and events in which she had recently participated, and events which would occur in the near future:  Reminder that all events are posted on the City’s calendar at jeffersoncitymo.gov.  A reflection on the City’s progress in 2017 and excitement for 2018 projects, including the MSP redevelopment, a potential conference or civic center as a part of the redevelopment, the legal process in regards to the homes on Capitol Avenue, possible riverfront access, and potentially a downtown parking garage.  The Mayor’s 2018 Resolution for everyone is to “Buckle Up, Phone Down”.  A special thanks to those working in the cold weather conditions including Public Safety, Police, Fire, and Public Works employees.  Thank you to the Parks and Recreation Department for the outstanding Mayor’s Christmas Tree. Finance Committee Announcements  The January Finance Committee meeting has been cancelled due to the scheduled auditor’s visit. Packets will be distributed after the week of the audit .  Councilman Mihalevich announced that the City’s year-end sales numbers came in above projections. Planning and Protective Services Announcement Sonny Sanders, Director of Planning & Protective Services presented information on Affirmatively Furthering Fair Housing Citizen Engagement. Meetings are scheduled for: 1. January 3rd, 4 P.M. – 6 P.M., Council Chambers 2. Minutes of City Council Meetings: December 18, 2017 b. $117,691.07 Grant Acceptance from FEMA for Flood Repairs and Flood Proofing of the Green Meadow Wastewater Pump Station 4 REGULAR COUNCIL MEETING, JANUARY 2, 2018 c. $434,971.50 Grant Acceptance from FEMA - Reimbursement for work performed to reconstruct the Lincoln Street roadway d. Renewal (Year 4) Contract with Tow Pro, LLC for Towing and Storage of Vehicles A motion was made by Councilman Schreiber to approve the Consent Agenda as presented, seconded by Councilman Graham, and approved unanimously. Councilman Mihalevich made a motion to remove bill 2017-102 from the Informal Calendar and place it on final passage. Councilman Prather seconded the motion.
