AN ORDINANCE, transferring One Million Eight Hundred
Thousand Dollars ($1,800,000.00) from the Fee Fee Sewer Extension
and Improvement Fund to the Fee Fee Connection Fees Account;
transferring Seven Hundred Thousand Dollars ($700,000.00) as a
loan from the General Fund of the District to the Fee Fee
Connection Fees Account, and providing for repayment of said loan,
and appropriating Fifteen Million Eight Hundred Thousand Dollars
($15,800,000.00) from the Fee Fee Connection Fees Account of which
Three Million One Hundred Sixty Thousand Dollars ($3,160,000.00)
is to be used to pay the District's Twenty percent (20%) share; a
grant of Eight Million Six Hundred Ninety Thousand Dollars
($8,690,000.00) is anticipated from the Environmental Protection
Agency, and a grant of Three Million Nine Hundred Fifty Thousand
($3,950,000.00) is anticipated from the Missouri Department of
Natural Resources for Contracts E-461 (Engineering Services during
the design of the Missouri River Wastewater Treatment Plant and
Missouri River Flood Plain Pump Station and Force Main), E-481
(Engineering Services during construction of the Missouri River
Wastewater Treatment Plant Phase I) and C-1136 (Construction of
the Missouri River Wastewater Treatment Plant Phase I), Federal
Project C-291148-11.
WHEREAS, the District anticipates a fifty-five percent
(55%) grant from the Environmental Protection Agency of the United
States to pay fifty-five percent (55%) of the cost of said
project, and
WHEREAS, a twenty-five percent (25%) grant is
anticipated from the Missouri Department of Natural Resources to
pay Twenty-five percent (25%) of the cost of said project,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of One Million Eight Hundred
Thousand Dollars ($1,800,000.00) is hereby, transferred from the
Fee Fee Sewer Extension and Improvement Fund to the Fee Fee
Connection Fees Account.
Section Two. The sum of Seven Hundred Thousand
Dollars ($700,000.00) is hereby, transferred as a loan from the
General Fund of the District to the Fee Fee Connection Fees
Account.
Section Three. The Director of Finance is hereby
directed to repay the loan as specified in Section Two above as
funds become available from the collection of connection fees in
the Fee Fee Trunk Sewer Subdistrict.
Section Four. The sum of Three Million One Hundred
Sixty Thousand Dollars ($3,160,000.00) is hereby appropriated from
the Fee Fee Connection Fees Account to pay twenty percent (20%) of
the cost for Contracts E-461 (Engineering Services during the
design of the Missouri River Wastewater Treatment Plant and
Missouri River Flood Plain Pump Station and Force Main), E-481
(Engineering Services during construction of the Missouri River
Wastewater Treatment Plant Phase I) and C-1136 (Construction of
the Missouri River Wastewater Treatment Plant Phase I), Federal
Project C-291148-11.

Section Five. The anticipated grant from the
Environmental Protection Agency of the United States amounts to
Eight Million six Hundred Ninety Thousand Dollars ($8,690,000.00),
which will be deposited in the Fee Fee Connection Fees Account and
is to pay Fifty-five percent (55%) of the cost for Contracts E-461
(Engineering Services during the design of the Missouri River
Wastewater Treatment Plant and Missouri River Flood Plain Pump
Station and Force Main), E-481 (Engineering Services during
construction of the Missouri River Wastewater Treatment Plant
Phase I) and C-1136 (Construction of the Missouri River Wastewater
Treatment Plant Phase I), Federal Project C-291148-11; and said
amount is hereby appropriated to be used to make said payments
when due and payable under the terms of the contracts for said
project.
Section Six. The anticipated grant from the Missouri
Department of Natural Resources amounts to Three Million Nine
Hundred Fifty Thousand Dollars ($3,950,000.00), which will be
deposited in the Fee Fee Connection Fees Account, and is to pay
Twenty-five percent (25%) of the cost for Contracts E-461
(Engineering Services during the design of the Missouri River
Wastewater Treatment Plant and Missouri River Flood Plain Pump
Station and Force Main), E-481 (Engineering Services during
construction of the Missouri River Wastewater Treatment Plant
Phase I) and C-1136 (Construction of the Missouri River Wastewater
Treatment Plant Phase I), Federal Project C-291148-11; and said
amount is hereby appropriated to be used to make said payments

when due and payable under the terms of the contracts for said
project.
Section Seven. This Ordinance, being an appropriation
Ordinance, shall take effect immediately upon its enactment.
