VHB Update: • Dave Daltorio (DD) presented an overview of the Segment Description Spreadsheet developed jointly by his staff and VHB. He explained the ranking system that was applied to each of the 10 identified trail segments. These rankings suggest a relative importance, or priority, for the projects that are required for each of the ten segments. The higher the ranking, the higher the priority assigned to the underlying project. Using this system, the 10 segments were given priorities from 1 to 8 (because of two ties). DD also pointed out that by making “high end” estimates for segment parameters, such as trail width, trail cost, land alterations, etc., the town provides itself with more negotiation space around the funding for each project as grants are sought from state and local agencies. • Matt talked about the project terminology change from “phases” to “segments”. That change was endorsed by all members. • Barry asked about the “Construction Cost” that is associated with each segment and incorporated into the segment ranking. These are estimated structural costs. The engineering design costs are typically 10% to 25% of the construction costs. • The remainder of the meeting was a detailed examination, discussion, and often, revision/consolidation of the segments. The attached UCTC Meeting Notes, prepared by Matt and Christine provide a full account of the discussions and the decisions. 2. Liaison reports: deferred. 3. Draft minutes of the 4/21/21 meeting: deferred 4. The “on call services” appropriation that was authorized at the 4/21/21 meeting was renewed to be in effect for the current fiscal year. The committee voted unanimously for this renewal. 5. Agenda topics for next meeting (8/24/21): • Examine the revised Segment Description Spreadsheet • Work on the Environmental Notification Form (ENF) for the Hopkinton UCT 6. The public meeting was adjourned at 7:19PM.
