THE CITY OF RICHMOND, INDIANA, JULY 10, 2014
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, July
10, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana.
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Vicki Robinson, Tony Foster and Dick Foore.
Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City Clerk; Police Lt.
Donnie Benedict and Major Mark Connery; Sue Roberson; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Mr. Foore moved to amend the July 3, 2014 minutes by correcting three typos, supported by Mr. Foster
Upon a vote viva voce, the motion carried.
Mr. Foster moved to approve the amended minutes for the July 3, 2014 meeting with a second by Mr
Foore. Upon a vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Foster moved to approve the Claims for Payment in the amount of Three Hundred Twenty Seven
Thousand One Hundred Fifty Seven Dollars and fifteen cents ($327,157.15), supported by Mr. Foore.
Upon a vote viva voce, the motion carried.
REQUESTS

Mr. Foore moved to approve, supported by Mr. Foster. Upon a vote viva voce, the motion

Mr. Foster moved to approve, supported by Mr. Foore. Upon a vote viva voce, the motion

MISCELLANEOUS
An Executive Meeting has been scheduled for July 22, 2014; 10 am in the Council Chambers. This
meeting is to discuss a personnel issue of the Fire Department.

Mr. Foster moved to approve the Findings of Fact; Conclusions of Law and Final Order relative to the
dismissal of Fire Department Lieutenant Sidney Scott Simmons, supported by Mr. Foore. Upon a vote
viva voce, the motion carried.
FINAL ORDER OF THE BOARD:
Based on the preceding finds of fact and conclusions of law, the Board of Public Works and Safety, by a
vote of 3 -0 in a public meeting hereby concludes that the charges and notices of violations issued to
Sidney Scott Simmons from his rank and employment with the Richmond Fire Department should be
approved.
As such, IT IS THE FINAL ORDER OF THE BOARD OF PUBLIC WORKS AND SAFETY that Sidney
Scott Simmons be and hereby is dismissed from his rank as Lieutenant and is dismissed from his
employment with the City of Richmond Fire Department.
Pursuant to IC 36- 8- 3 -4(e) and (0, this decision may be appealed within thirty (30) days after the date in
which this decision is rendered with any bonds or other requirements set forth in said statute.
ADJOURNMENT
After a motion was duly made, the meeting was adjourned.
