IONA COMMUNITY CENTER
APRIL 13, 2016 6:30 P.M.
PRESENT: Chairman Melanie Shirling, Member Dee Johnson, Member John Lott, Member
Jake Lindsay, and Clerk Shara Roberts.
ABSENT: Member Roy Hobbs.
VISITORS: Dennis Bateman and Bryce Contor.
Chairman Melanie Shirling welcomed everyone and led with the Pledge of Allegiance.
Approval of Minutes: Member Dee Johnson moved to approve the minutes for March 9, 2016
as written. Member Jake Lindsay seconded the motion. All were in favor, motion carried.
Items of Business:
A. Area of Impact Discussion - Clerk Roberts reported County Commissioner Dave
Radford telephoned the City office informing her they would be back in touch once the
County had an opportunity to review the letter outlining the requested modifications to
the Area of Impact Agreement.
Member Dee Johnson asked the public if they had any questions, concern, or statements
they would like to share with the Planning and Zoning Commission regarding the
expansion of the Area of Impact and modifications to the current agreement.
Members of the Commission and the visitors discussed advantages and disadvantages of
annexing any future development into the City. Member Dee Johnson explained it could
be an advantage to the City as they would receive the tax revenue to maintain the City's
services and facilities.
Visitor Bryce Contor commented on the other side the City could also pull in expenses to
establish infrastructure for the new development and in his research he has found
annexation typically doesn't generate enough revenue to provide the services and
facilities, rather it costs. He encouraged the Commission to pay close attention to the
numbers before any decisions to annex or not annex are made. Mr. Contor also inquired
if the City was required to open up streets for access or if the developer could have the
access into the new subdivision coming off of Crowley Road. Members did not know the
answer to Mr. Contor's question, but noted it would be a good question to ask the County
when they meet with them.
Member Lindsay explained the purpose of the Area of Impact Agreement is to help aid in
managing the inevitable growth and make it as seamless as possible for everyone
involved. He closed by expressing it is important throughout this whole process to have
citizen input.
B. Approval of Area of Impact Representative — Clerk Roberts reported Mayor Andersen
provided her the name of an individual to bring to the Commission to fill the vacancy of a
representative from the Area of Impact. Mayor Andersen would like to recommend for

consideration Brady Belliston and he has accepted the position pending approval. Clerk
Roberts also reported Mayor Andersen had a second individual for recommendation.
However, they have not gotten back with him to date.
After further discussion, the Commission determined Mr. Belliston lived in Panorama
Hills area which was not currently part of the Area of Impact for the City and rather falls
in the proposed expansion. They concluded until the Area of Impact was expanded to
encompass that area they would not recommend Mr. Belliston for the position. Additional
individuals brought up by the Commission and the public for recommendations were as
follows: Jim Bird, Dave Southwick, Tracy Mockley, Rod or Susan Gardner, Shane
iPsHarrld, and Brian or Alane Stutzman. Clerk Roberts will provide the Mayor and the
City rouncil the information.
Reports:
A. AIC Spring Academy for City Officials — Clerk Roberts reported to the Commission
the Association of Idaho Cities (AIC) will be holding a spring academy in Idaho Falls on
Thursday, April 28th from 9:00 a.m. — 3:00 p.m. and inquired who would like to attend.
Chairman Shirling, Member Lott, and Member Lindsay expressed they would like to
attend the training. Member Johnson commented he would need to get back with Clerk
Roberts on whether he would be able to attend.
