Seeking a motion to recommend approval of the requested Certificate of
Appropriateness for replacement of the second-floor windows at 24038 W. Lockport
Street, subject to execution of a Letter of Agreement with the HPC, applicant, and
Village staff to accept the following conditions of approval (conditions to be provided by
the Commission).

CALL TO ORDER
Chairman Bortel called the meeting to order at 7:02 p.m.

PRESENT: Commissioners Barvian, Derrick, Olsen, Hagen, Rapp, Schmidt, and Chairman

Chairman Bortel led the pledge to the flag.
APPROVAL OF AGENDA
Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner
Barvian. The motion carried unanimously by voice vote:
Ayes: Barvian, Derrick, Olsen, Hagen, Rapp, Schmidt, and Chairman Bortel
Nays: None
APPROVAL OF MINUTES
Commissioner Derrick made a motion to approve the minutes of the Historic Preservation
Commission held on July 14, 2022, as amended. Seconded by Commissioner Olsen. The
motion carried unanimously by voice vote:
Ayes: Barvian, Derrick, Olsen, Hagen, Rapp, Schmidt, and Chairman Bortel
Nays: None
Commissioner Derrick made a motion to approve the minutes of the Historic Preservation
Commission held on September 8, 2022, as amended. Seconded by Commissioner Olsen. The
motion carried unanimously by roll call vote:
Ayes: Barvian, Derrick, Olsen, Hagen, Rapp, Schmidt, and Chairman Bortel

CHAIR’S COMMENTS
Chairman Bortel stated there will be a grant available for CAMP and he will be applying for it.
Commissioner Rapp asked what the cost is to host a CAMP. Chairman Bortel explained cost
and what the grant amount is.

Commissioner Derrick asked the commission to remind the applicant to speak into the
microphone so the testimony can be recorded. Chairman Bortel also asked commission to make
sure the Commissioners’ microphones are on when they are speaking.

OLD BUSINESS
1979-071122.COA - 24136 W. LOCKPORT ST.
Ms. Riemenschneider provided an overview of the request for a Certificate of Appropriateness.
Chairman Bortel read information from the Archi Search survey.
Ben DeVee, applicant, provided details on the proposed changes to the building.
The commission voiced their concerns regarding the proposed roof change to section of the
house that was believed to originally be an open porch.
Commissioner Derrick voiced that the proposed work has changed since the applicant’s last
presentation before the HPC and the proposed work does not comply with the standards and is
not appropriate for a COA. Commissioner Derrick indicated the proposed lights are fine; the
replacement of the door needs to be historically sensitive and would like to see a cutsheet; and
would prefer a retractable window with no faux divided lights since it would mimic an open
porch. Commissioner Derrick indicated that she does not support the changing of the pitch of
the roof or pediment over the door.
The commission discussed their concerns with the proposed doors/windows for the eastside of
the front elevation.
The commission and staff discussed conditions for the letter of agreement.
Commissioner Derrick explained the why it is important to maintain the integrity of the original
features of the house.
Commissioner Barvian suggested the applicant only install the deck on the east side of the house
so the integrity of the structure will remain. Mr. DeVee explained why the porch would be good
for the restaurant and why there is not enough room for a full deck on the east side of the house.
Commissioner Derrick made a motion to recommend approval of the requested Certificate
of Appropriateness for the property located at 24136 W. Lockport Street, subject to
execution of a Letter of Agreement with a detailed scope of work, executed between the
HPC, applicant, and Village staff to accept the following conditions of approval:
1. Lighting – The Historic Preservation Commission approves of the lighting as proposed.

2. Front (south) Door – The Historic Preservation Commission approves of applicant
replacing the existing door, but not the style proposed. The Historic Preservation
Commission approves a wood door (or a door with the appearance of wood) with a panel
detail. The Historic Preservation Commission has provided examples of appropriate
doors for this structure; the applicant will coordinate with staff on final selection of an
appropriate door.
3. Signage - The Historic Preservation Commission approves of the signage as proposed.
4. Deck, Porch Roof, and Porch Windows – It is staff’s understanding that, at this time,
no modifications are being made to the porch roof or porch windows. Additionally, at this
time, no deck or other additional structures are being constructed on the front of the
building. Should the applicant desire at a future date to make changes to any of these
items, detailed plans should be submitted for review by the Historic Preservation
Commission through a COA submission.
Second by Commissioner Rapp. Vote by roll call: Barvian, yes; Derrick, yes; Olsen, yes; Rapp,
yes; Schmidt, yes; and Bortel, yes. Motion carried 6-0

DISCUSSION
Commissioner Olsen asked the status of Big Sammy’s window. Mr. Melrose explained the
status.
Chairman Bortel asked for update on 24012 W. Lockport St., House of Harvest, and The
Flanders House. Mr. Melrose provided an update on the projects.
Chairman Bortel provided an update on the landmark nominations he is working on.
Commissioner Olsen asked the status of the commission vacancy. Chairman Bortel provided an
update.

Commissioner Schmidt made a motion to adjourn. Commissioner Olsen seconded the motion.
The motion carried unanimously by roll call vote:

Assessor’s Subdivision. Appears on the 1893 Sanborn map as a drug store; shown the same on the 1898 Sanborn map.
On the 1912 Sanborn map, the use has changed to a grocery store. On the 1931, the building is generically listed as
“store,” but on the 1944 Sanborn, “restaurant” is indicated, despite most other buildings retaining only a generic reference
to use; the address changed from 516 to 515 on the 1944 Sanborn map.
Description
Foundation not visible; red brick facade wall in running bond; continuous stone sill on 2nd story, deteriorating
(sandstone?); flat or shed composition roof. 2 stories, rectangular shape, 3 facade bays. Left/west bay large light door at-
grade and recessed. At plan are two large storefront sash. Stair door right/east with 5-panel original door, original knob
with plate. Storefront with replacement brick, failing beneath right/east window. Iron storefront beam visible under steep
canvas awning. Exceptional 2nd story with broad replacement 1/1 double-hung sash. Windows divided by fluted iron
pilasters. rounded dentil-like terra cotta course above with tall header round arches above, blind with rosette panel insets.
4 course stretcher corbels and highly enlivened cornice with varied patterned bricks or tile including bull’s eye and Greek
key patterns.
Integrity/Major Physical changes from original construction
2nd story windows replaced. Some alterations to storefront, including windows and bulkhead, but it is not entirely without
a historic pattern.
