APPROVAL OF AGENDA Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Rapp. The motion carried unanimously by voice vote: Ayes: Derrick, Olsen, Rapp, Schmidt, and Bortel Nays: None APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the minutes of the Historic Preservation Commission held on March 9, 2023, as presented. Seconded by Commissioner Rapp. The motion carried unanimously by voice vote: Ayes: Derrick, Olsen, Rapp, Schmidt, and Bortel Nays: None CHAIR’S COMMENTS Chairman Bortel provided information about a CLG Grant available for a CAMP Training. COMMISSIONERS COMMENTS No Commissioner Comments. PUBLIC COMMENT No Public Comments. OLD BUSINESS No Old Business. 3 Historic Preservation Commission Minutes May 11, 2023 Page 2 of 3 NEW BUSINESS DISCUSSION OF POTENTIAL CERTIFICATE OF APPROPRIATENESS REQUESTS Mr. Proulx advised the commission that there are two (2) Certification of Appropriateness applications that will be submitted shortly. 24109 W. Lockport St. Staff stated the owner wants to make façade improvements which include removing the vinyl siding, replacement the windows, removing the awning, and painting the front façade. Staff indicated that the owner has documentation that the brick on the front façade is replacement brick. There was discussion about what work is being proposed. 23842 W. Main St. Staff and the commission discussed what documentation regarding the existing and replacement windows would be appropriate to be presented at the COA application meeting, which includes the following: • Applicant to explore using Marvin Windows • Existing window inventory, including o Photos of each window o Condition of window o Status of window (original or replacement) • Product specifications for the replacement windows • Match the number of lights in the existing windows • Quote for repair vs. replacement for windows that are original. SITE VISIT OF 15916 S. ROUTE 59 Staff explained why the commission is touring the property and the status of the potential commercial development of the property. The commission and staff discussed if there could be stipulation for the developer to move the farmstead and where it could be moved to. There was a brief discussion regarding the Farmhouse West proposed project. Chairman Bortel indicated the north barn on the property could be landmarked. The commission asked if staff had any update on the Flanders House, the Clifton, and the former Baci building, and former Tawny Tortoise building. Mr. Jon provided an update on the properties. The commission left to tour the farmstead located at 15916 S. Route 59. Hoag’s Subdivision/Original Town plat. This building first appears on the 1931, appearing to replace an earlier 2 story rectangular shaped building which was setback from the Village sidewalk. The building was labeled as a auto repair shop on both the 1931 and 1944 Sanborn maps, first as 531, then as 608. Historically, an auto repair shop also occupied the building adjacent to the west, with a machine shop two buildings to the west. The Village Hall was adjacent to the east. Description Foundation not visible; brick (replacement) facade with synthetically sided side elevations (narrow gauge beige); steep shed composition roof. Tall 1 story, rectangular shape, 4 facade bays, 4 east elevation piles. Two small 1/1 double-hung sash set low in left bays of facade. Entrance with large light door at-grade with another small 1/1 on right/west. Steep canvas awning nearly full-facade serves more as a sign than as an entrance cover. Central concrete parapet inset with varied soldier course cornice over central two bays only. Concrete cornice with dentils. East elevation with blind front. 4 1/1 double-hung sash toward rear. Blind to west where 610 is set close, about 18", from the elevation. Integrity/Major Physical changes from original construction Facade and side elevations appears to have undergone a modern rehabilitation. Facade without a storefront aspect, with modern windows more residential in nature. Subsidiary Building(s)/Site Asphalt parking lot to west, where the former Village Hall once stood. No setback.
