a Letter of Agreement with the HPC, applicant, and Village staff to accept the following

Commissioner Derrick made a motion to approve the agenda. Seconded by Commissioner Rapp.

Commissioner Derrick made a motion to approve the minutes of the Historic Preservation
Commission held on May 11, 2023, as amended. Seconded by Commissioner Schmidt. The

NEW BUSINESS
24109 W. LOCKPORT ST. (CASE 2012-050823.FG.COA)
Mr. Proulx provided an introduction of the proposed Certification of Appropriateness
application.
Chairman Bortel swore in Eric Marsaglia, representing the applicant. Mr. Marsaglia explained
why they feel the building is ready for a refresh.
There was an extensive discussion about the history of the property, proposed gate, Village &
State Grants, Federal Tax Credit, timeline of the renovation, proposed exterior renovations,
painting the brick, signage, awning, replacement windows and murals.
Commissioner Olsen would like a rod iron gate, solid on the bottom of the gate to prevent debris
from blowing through. Commissioner Olsen suggested that the refresh should be more
commercial in appearance then residential. Commissioner Derrick agrees with Commissioner
Olsen wanting it to be more storefront in appearance.
Chairman Bortel would like the north façade to remain as like what it currently is now.
Commissioner Olsen asked if they would be open to some historic ornamentation on the north
façade. Commissioner Derrick suggested painting on representation of what was original there
and did not have an issue with the applicant painting the brick.
Commissioner Derrick explained what they commission is charged with and what standards they
use to review a Certificate of Appropriateness.
It was agreed mutually by the commission and the applicant that there would be no vote tonight,
so the State could be contacted for feedback, more historic pictures searched for, and possible
renderings from the applicant of the elevations.

East Plainfield Subdivision. Hager House appears on the 1931 Sanborn map, the first to show this block, as #19 and #20
W. Main. At that time, the lot extended the full depth back to what was then Water Street, now Naperville-Plainfield
Road. The house appears as a 2 story rectangular block with a central porch, a 1 story rear wing which extended in an L-
shape across the east elevation, a small rear reentrant angle porch, and a garage wing off the rear wing. A square garage
was on the west lot line, in about the center of the lot, but on the 1944 Sanborn, it has been removed. The house,
however, remained the same, with the address change taking place.

Integrity/Major Physical changes from original construction
Former single family house substantially reconstructed according to the Secretary of the Interior’s Standards for
Rehabilitation, with windows, front bay, and end porches/wings based on an 1873 atlas drawing of the house. Rear wings
added to provide more interior space for dental office. The project was reviewed by the Illinois Historic Preservation
Agency. Overall rehabilitation, 1987-88; porch additions, 1993-94; west addition, 1998 +/-.

Former deep lot subdivided approximately by half. Setback of house retained, with parking only to the rear of the
building.

Significance statement: Probably the best example of transitional stylistic use in the Village, with corner boards as

influence; and paired brackets and a semi-hexagonal bay reflecting Italianate style. Exceptionally rehabilitated. VP; EP;
MSC; EST.

Description
Limestone foundation; clapboard walls, water table, corner boards as pilasters, cornice; architectural asphalt shingle side
gable roof. 2 stories, irregular shape, 5 facade bays, 2 gable end piles. Main side gable section with central flat roof semi-
hexagonal bay with shuttered, shouldered openings on all sides. X-shaped open rail atop with narrow French doors to
access; shouldered drip cap. Single 6/6 double-hung sash in 1st story end bays. Single 2/2 double-hung sash in 2nd story
end bays. 1 story fenestration with shouldered drip caps; 2nd story with plain surrounds. Molded cornice with double
brackets, deep side returns with double brackets. Central steep gable wall dormer with triangular multi-light window. East
1st story with low pitched hip wing recessed from front/south; corner pilasters, single 6/6 front and side. A 1-1/2 story side
gable wing extends beyond from the rear of the house; blind south on single bay extending past hip wing. West elevation
with full-gable end hip roof porch; wood floor, open end posts, paired French doors in a shouldered surround. Rear with
series of 4 gable wings in stylized version of original house, with returns and cornier boards, water table. Main entrance
now at rear.
