AN ORDINANCE, transferring all funds in the Spanish
Lake Operating Fund and any monies received or to be received by
said fund, to the Mississippi River Construction Fund, and
transferring One Million One Hundred Thousand Dollars
($1,100,000.00) from the Watkins Creek Operating, Maintenance and
Construction Improvement Fund to the Mississippi River
Construction Fund and appropriating Three Million Dollars
($3,000,000.00) from the Mississippi River Construction Fund to be
used for project costs for the construction of the Spanish Lake
Wastewater Treatment Plant Interceptor (85086), in St. Louis
County, Missouri.
WHEREAS, the bid for the construction of the Spanish
Lake Wastewater Treatment Plant Interceptor is Five Million Two
Hundred Eighty-seven Thousand Seven Hundred Sixty-three and 70/100
Dollars ($5,287,763.70), and the cost of inspection, construction
staking and allowance for construction change orders is Six
Hundred Sixty-nine Thousand Two Hundred Thirty-six and 30/100
Dollars ($669,236.30), and
WHEREAS, the total project cost for the Spanish Lake
Wastewater Treatment Plant Interceptor if completed is Five
Million Nine Hundred Fifty-seven Thousand Dollars ($5,957,000.00),
WHEREAS, since the District does not have sufficient
funds to appropriate the total amount necessary to complete the
project at this time, the District will appropriate sufficient
funds to construct the project through Fiscal Year 1987, (Phase
I), this amount being Three Million Dollars ($3,000,000.00).

WHEREAS, additional funding of Two Million Nine Hundred
Fifty-seven Thousand Dollars ($2,957,000.00) for Phase II will
have to be appropriated at a later date or project construction
will have to be terminated.
WHEREAS, the Director of Finance has certified that
there is an unencumbered balance in the above-named fund
sufficient to pay the obligation incurred herein,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. All funds in the Spanish Lake Operating
Fund and any monies received or to be received by said fund are
hereby transferred to the Mississippi River Construction Fund.
Section Two. The sum of One Million One Hundred
Thousand Dollars ($1,100,000.00) is hereby transferred from the
Watkins Creek Operating, Maintenance and Construction Improvement
Fund to the Mississippi River Construction Fund.
Section Three. The sum of Three Million Dollars
($3,000,000.00) is hereby appropriated from the Mississippi River
Construction Fund to be used for project costs for the
construction of Phase I of the Spanish Lake Wastewater Treatment
Plant Interceptor (85086), in St. Louis County, Missouri.
Section Four. This Ordinance, being an appropriation
Ordinance, shall take effect immediately upon its enactment. The foregoing Ordinance was adopted October 8, 1986.
