IONA COMMUNITY CENTER
MARCH 9, 2016 6:30 P.M.
PRESENT: Chairman Melanie Shirling, Member Dee Johnson, Member John Lott, Member
Bette Lovinus, Member Roy Hobbs, Member Jake Lindsay, and Clerk Shara Roberts.
ABSENT: None.
VISITORS: Mayor Andersen.
Chairman Melanie Shirling welcomed everyone and Member Bette Lovinus led with the Pledge
of Allegiance.
Approval of Minutes: Member John Lott moved to approve the minutes for February 10, 2016
as written. Member Bette Lovinus seconded the motion. All were in favor, motion carried.
Mayor Andersen presented flowers and a gift card to Member Lovinus as a token of appreciation
for all her years of service to Iona's Planning and Zoning Commission. This was Member
Lovinus's last meeting as she submitted her resignation in January of 2016.
Items of Business: None.
Reports:
A. Area of Impact Discussion — Chairman Melanie Shirling reported on a recent discussion
with Bonneville County Commissioner Dave Radford. Chairman Shirling first addressed
Clerk Roberts inquiry from the last meeting in regards to the notices and agendas sent
from Bonneville County's Planning and Zoning Commission. She explained a
representative either from Iona's Planning and Zoning Commission or a citizen from the
Area of Impact can be present at these meetings. Mr. Radford expressed to her very
rarely these representatives have something to report, but when they do it is in regards to
updates or improvements that are being made within their impact areas. Chairman
Shirling explained to get on the agenda they need to contact Susan Stoddard with
Bonneville County's Planning and Zoning Commission. Additionally, Mr. Radford
explained he has been assigned to work with the City of Iona to update the Area of
Impact of Agreement. Mr. Radford agreed to research other city and county agreements
within Idaho which outline larger lot sizes in the impact area.
Member Hobbs outlined next steps for moving forward with updating the Area of Impact
of Agreement and handed out a paper for reference, "Exhibit A".
Member Hobbs inquired if Clerk Roberts sent the copy of the letter regarding the Area of
Impact Agreement requested by Dave Radford certified mail. Clerk Roberts reported she
sent it via email. Member Hobbs requested Clerk Roberts to follow up with Mr. Radford
to ensure he received it, and send a copy certified mail.
Chairman Melanie Shirling discussed working with the companies that service all the
utilities in the area to put in writing if they can service the new growth and development

and quantify how much growth they can service. Chairman Shirling will work with Iona
Bonneville Sewer District, Rocky Mountain Power, Intermountain Gas, Qwest/Century
Link, and City of Iona regarding water and road services. Members discussed working
with the City Engineer Paul Scoresby and Public Works Director Zech Prouse regarding
projections on water and road services within the Area of Impact.
Members discussed outlining the percentage of lot sizes within the Area of Impact
Agreement the Planning and Zoning Commission would like to see. Additionally,
language would need to be included on what the impact would be on school services.
Member Hobbs inquired if the City had on file the agreements with Rockwell
Development in regards to Country Haven or Mountain Ridge. Clerk Roberts indicated
she wasn't sure, but would look into it.
Member Hobbs discussed setting up advisory committees under the Planning and Zoning
Commission to help with the work that needs to be done on updating the Area of Impact
Agreement.
Member Hobbs discussed the importance of public involvement in this process. He
discussed with Clerk Roberts publicizing the information in the City's newsletter and the
City's website with a map which outlines the City's Impact Area and a notification for
the citizens that Iona's Planning and Zoning Commission is updating the Area of Impact
Agreement with Bonneville County.
Members discussed having the Area of Impact Agreement as an item for discussion on all
future meetings until it is completed.
Chairman Shirling inquired if Mayor Andersen has found a representative from the Area
of Impact Agreement to replace Member Lovinus's position. Clerk Roberts explained she
talked with Mayor Andersen about it today. Member Lindsay expressed he may know of
some individuals to recommend. Chairman Shirling requested all members to have any
recommendations to Mayor Andersen by next week. Chairman Shirling discussed the
possibility of recruiting two members from the Area of Impact, one which would be a
member of the Commission and one who could just serve as the representative to
communicate at the Bonneville County Planning and Zoning meetings.
Chairman Shirling expressed she would like Mayor Andersen to have a recommendation
for appointment by the next Planning and Zoning Meeting on April 13th, 2016 in the
interest of the Commission being compliant with what the City Code book outlines.
B. Alleyway Discussion — Member Johnson reported he presented the information during
the last City Council Meeting on February 16, 2016 regarding the discussion on the
consistency of alleyways. City Council explained to Member Johnson the topic has been
discussed in the past in which it was determined the public would rather handle alleyways
on a case by case basis. Mr. Johnson indicated that he inquired about possible liability
concerns and was advised that claims could arise if access was not available.
