Home My Public Portal About2776-1973 - Appropriation - Federal Revenue Sharing Trust Fund to Various DepartmentsORDINANCE NO. 2776-1973 AN ORDINANCE TO APPROPRIATE ONE HUNDRED SEVENTY FOUR THOUSAND, EIGHT HUNDRED THIRTY TWO DOLLARS ($i.74,$32.00) FROM THE FEDERAL REVENUE SHARING TRUST FUND, FOR CERTAIN ORDINARY AND NECESSARY MAINTENANCE AND OPERATING EXPENDITURES AND FOR CERTAIN ORDINARY AND NECESSARY CAPITAL EXPENDITURES AS AUTHORIZED BY THE LAWS OF THE STATE Or INDIANA AND BY THE ORDINANCES OF THE CITY OF RICHMOND, INDIANA. WHEREAS, the State and Local Fiscal Assistance Act of 1972, Title I of Public Law 92-S12 was approved Octo- ber 20, 1.972, WHEREAS, Section 51.40 of Part 51, Chapter I, Sub- title B, Title 3I of the Code of Federal Regulations provides as follows: A recipient government which receives entitlement funds under the Act shall: (C) Provide for the expenditure of entitle- ment funds in accordance with the laws and procedures applicable to the expenditure of its own revenues; WHEREAS, pursuant to the said State and Local Fiscal Assistance, the proper legal officers of the City of Rich- mond, Indiana, have established a trust fund known as THE FEDERAL REVENUE SHARING TRUST FUND, WHEREAS, revenues are available in said trust fund to be used fo'r certain ordinary and necessary maintenance and operating expenditures and for certain ordinary and necessary capital. expenditures, WHEREAS, there is a need for funds for certain ordi- nary and necessary maintenance and operating expenditures and for certain capital expenditures as authorized by law, and WHEREAS, certain extraordinary emergencies have de- veloped since the adoption of the existing annual budget so that it is now necessary to appropriate more money for the various functions of the City Government than was ap- propriated in the annual budget; NOW THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA: SECTION' 1. That for the expenses of the City Govern- ment and its institutions for the year ending December 31, 1973, the following amount of money is hereby approp- riated and set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and necessary maintenance and operating expenditures and certain ordinary and neces- sary capital expenditures, said sum being subject to all laws governing the same and such amount appropriated shall be held to include all expenditures authorized to be made during the year, unless expressly stipulated by law. SECTION 2. That for the said fiscal, period, there is hereby appropriated from the Federal Revenue Sharing Trust Fund for the hereafter enumerated purposes the fol- lowing specified amounts to meet the extraordinary emerg- encies hereby declared to exist: _ Amount 400"U't.
