AN ORDINANCE CREATING THE POSITION OF DIRECTOR OF PUBLIC SAFETY
AND SUCH OTHER POSITIONSAS ASSISTANTS TO THE SAID DIRECTOR OF
PUBLIC SAFETY AS THE BOARD OF PUBLIC WORKS AND SAFETY DEEMS NEC-
ESSARY AND ADVISABLE.
WHEREAS, the Board of Public Safety has been combined with the
Board of Public Works in the City of Richmond, Indiana, pursuant
to the Acts of 1933, State of Indiana, Chapter 233, Section 5, as
thereafter amended (Burns Indiana Statute 48-1504), and
WHEREAS, the Board of Public Safety has the power to appoint a
chief ofPolice , a chief of the fire force and all other officers,
members and employees of such fire and police forces, together with
a market -master, station -house keeper, and other officials that may
be found necessary for such department of Public Safety pursuant
to the Acts of 1965, State of Indiana, Chapter 129, Section 159, as
thereafter amended (Burns Indiana Statute 48-6102), and
WHEREAS, for the better coordination of the activities of the Richmond
Fire Department , the Richmond Police Department and of the activities
of the Inspector of Weights and Measures, it is advantageous to have
an officer whose power shall be to plan, to make policy, and to make
recommendations to the Board of Public Works and Safety with regard
to the management of the aforementioned three areas in the City of
Richmond, Indiana, to provide technical assistance to the Board of
Public Works and Safety in the area of Public Safety, and to perform
executive staff functions for the Board of Public Works and Safety.
NOW THEREFORE, Be it Ordained by the Common Council of the City of
Richmond, Indiana, that:
Section 1. There is hereby created the position of Director
of Public Safety and such other positions as assistants to the
said Director of Public Safety as the Board of Public Works and
Safety deems advisable and necessary.
Section 2. The powers of the said Director of Public Safety
shall be to plan, to make policy, and to make recommendations
to the Board of Public Works and Safety with regard to the man-
agement of the fire and police forces and the activities of the
Inspector of Weights and Measures, to provide technical assistance
to the Board of Public Works and Safety, and to perform executive
staff functions for the Board of Public Works and Safety.
Section 3. No provision herein shall be deemed to limit the
powers of the Board of Public Works and Safety as defined in the
Acts of 1905, State of Indiana, Chapter 129, Section 159, as
thereafter amended (Burns Indiana Statute 48-6102) or in the
Acts of 1905, State of Indiana, Chapter 129, Seciion 93, as
thereafter amended (Burns 48-1902).
Section 4. The appointment of any person to any position created
by this ordinance shall not operate to make any such person a
member of the fire and/or police force(s) for any purpose.
Section 5. This ordinance shall be in full force and effect
from and after its passage and publication as by law required.
