PRESENT: Chairman Melanie Shirling, Member Dee Johnson, Member John Lott, Member Bette Lovinus, Member Roy Hobbs, Member Jake Lindsay, and Clerk Shara Roberts. ABSENT: None. VISITORS: None. Chairman Melanie Shirling welcomed everyone and Member John Lott led with the Pledge of Allegiance. Approval of Minutes: Member Bette Lovinus moved to approve the minutes for January 13, 2016 as written. Member John Lott seconded the motion. All were in favor, motion carried. Alleyway Discussion: Clerk Roberts reported the topic was on January's City Council Meeting for discussion as a request from the Planning and Zoning Commission. City Council requested Clerk Roberts bring it back to the Planning and Zoning Commission for further discussion and specific details. Member Dee Johnson described Wilde Avenue as a two way paved alleyway that crosses Main Street. However, going the other way there are two lots that backup to that alleyway. One of the lots the City has told the developer Jerry Hansen if he sells the back lot they would improve the alleyway so the backlot could have access. The second lot is owned by the Harts, which Planning and Zoning and the City Council approved to do a flag lot at the request of the developer. Member Johnson inquired if the plan is to improve the alleyway all the way from the property to Dayton or is it going to be improved from the property clear to Main Street. Clerk Roberts explained she believes that is the alleyway project they are going to pave this summer. Member Dee Johnson described Longhurst as the alleyway that goes from 55 E. to Olsen St. It is a two way unpaved alleyway. Member Dee Johnson described Walker as the alleyway that goes from Main Street to Olsen Street. It is a one way paved alleyway. Member Dee Johnson explained because of the importance of emergency vehicles needing to use alleyways to access people's home it seems to him they should all be one way. It seems just leaving them alone and dealing with it on a case by case basis as it comes up seems inconsistent. He further suggested Longhurst be made into a one way alleyway to be consistent with Walker and Wilde. Chairman Melanie Shirling commented in the City of Iona there are not that many alleyways, and probably won't be in the future so taking them by a case by case basis might be the way to go. 1 Member Dee Johnson commented when you make decisions by a case by case basis with no language outlining standards then there is no precedence. The City is doing different things on different alleyways. Chairman Melanie Shirling directed Planning and Zoning Commission to sum up in a few sentences specific recommendations for Clerk Roberts to take back to the City Council meeting. Clerk Roberts asked the Commission if the concerns were the inconsistency with maintenance, and the general establishment of alleyways throughout the City. Members acknowledged that was correct. Member Dee Johnson outlined specifically he thinks it would make sense because of the width of the alleyways to have them all one way traffic specifically for emergency vehicles, city maintenance, snow removal, and winter driving. In conclusion, the Planning and Zoning Commission recommended establishing consistent language regarding the creation and maintenance of alleyways. Clerk Roberts was assigned an action item to take the specific information requested back to City Council during the February 16th, 2016 meeting. Member Dee Johnson will attend the meeting if he is able. Reports: Clerk Roberts shared copies of Bonneville County's Planning and Zoning Commission legal notices and asked if this was something Clerk Hammond use to provide to Iona's Planning and Zoning Commission. Members expressed no. Clerk Roberts outlined on the agendas that there is a report from each of the cities within Bonneville County. Chairman Melanie Shirling was assigned an action item to find out if the City of Iona was supposed to be providing a report during Bonneville County's Planning and Zoning Commission. Chairman Melanie Shirling entertained a motion. Member Jake Lindsey motioned to adjourn. Member Dee Johnson seconded the motion.
