HomeMy Public PortalAbout2792-1973 - Creating position of Administrative & Financial Assistant to the MayorORDINANCE NO. 2792-1973 AN ORDINANCE CREATING THE POSITION OF ADMINISTRATIVE AND FINANCIAL ASSISTANT TO THE MAYOR. WHEREAS, amongst other duties of the office of the Mayor, it is the duty of the Mayor to: (1) "Communicate to the council at least once a year a statement of the finances and general con- ditions of the city..." [Acts of 1905, ch. 129, Section 80, p. 219 (Second Power) as thereafter amended or superseded], and (2) "...Be responsible for the good order and ef- ficient government of the City" [Acts of 1905, ch. 129, Section 80, p. 219 (Fifth Power) as thereafter amended or superseded], and (3) "Call together the heads of departments ...for consultation and advice upon the affairs of the city at least once a month" [Acts of 1905, ch. 129, Section 80, p. 219 (Tenth Power) as thereafter a- mended or superseded], and (4) Present to common council an itemized statement or estimate of city expenditures for the ensuing year [Acts of 1905, ch. 129, Section 84, p. 219 as thereafter amended or superseded], and WHEREAS, in the interests of economy and efficiency in government, it would be for the public benefit to create the position of Administrative and Financial Assistant to the Mayor of the City of Richmond, Indiana, and WHEREAS, the Mayor has the duty to make such appointments to such offices as are provided for by law or by the ordinances of the City [Acts of 1905, ch. 129, Section 80, p. 219 (Seventh Power) as thereafter amended or superseded]. NOW THEREFORE, Be it resolved by the Common Council of the City of Richmond, Indiana, that: Section 1. Pursuant to the Acts of 1971, P.L. 250, Sec- tion 1, p. 955, there be and is hereby created the po- sition of Administrative and Financial Assistant to the Mayor, the said Assistant to be appointed by and serve at the pleasure of the Mayor, in accordance with the Acts of 1905, ch. 129, Section 80, p. 219 as thereafter amended or superseded. Section 2. The powers of the said Administrative and Financial Assistant to the Mayor shall be as hereafter stated: A. To make recommendations to the Mayor regarding the Mayor's submission of the annual itemized state- ment or estimate of city expenditures for the en- suing year, and B. To study and make recommendations to the Mayor regarding city expenditures and purchases, and C. To study and make recommendations to the Mayor regarding the present and current use of federal assistance monies, and D. To he responsible for the carrying out of good hiring practices, and for the administration of sound personnel practices within the city government, such duties in this area including, but not being limited to the following: 1.. Accepting applications from prospective employees and maintaining files of said applications. 2. Setting standards for job qualifications. 3. Administering such tests as would be relative to the position for which the applicant is applying, as well as any other tests which the Administrative and Financial Assistant should deem necessary. 4. Determining whether or not the applicant possesses the necessary qualifications for the position for which he is applying, and E. To perform such other tasks as are prescribed by the Mayor, Section 3. Nothing herein contained shall be construed to alter, contravene or in any way limit any provision of the statutes of the State of Indiana, now or here- after enacted, relating to the powers and duties of any other municipal office or board. Section 4. This ordinance shall be in full force and effect from and after the date of its passage and approval by the Mayor as by law required.
