HomeMy Public PortalAbout07358 O R D I N A N C E NO. 7358 AN ORDINANCE CALLING A SPECIAL ELECTION IN THE METROPOLITAN ST. LOUIS SEWER DISTRICT ON THE PROPOSITION TO APPROVE A SCHEDULE OF RATES, RENTALS AND OTHER CHARGES FOR SEWER AND DRAINAGE SERVICES IN THE DISTRICT; DESIGNATING THE TIME OF HOLDING SAID ELECTION; AND AUTHORIZING AND DIRECTING THE SECRETARY-TREASURER OF THE DISTRICT TO GIVE NOTICE OF SAID ELECTION. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT AS FOLLOWS: Section 1. That a special election is hereby ordered to be held in The Metropolitan St. Louis Sewer District, Missouri, on Tuesday, March 8, 1988, on the following proposition: PROPOSITION Shall the following schedule of rates, rentals and other charges to be collected from all the real property served by the sewer and drainage facilities of The Metropolitan St. Louis Sewer District be approved? SEWER SERVICE CHARGES WASTEWATER USER CHARGE Residential Property (per month) Single Unit Residence $ 4.18 Multiunit Residence $ 3.15/unit Non-residential Property (per month) Base Charge $ 4.40 Volume Charge All Volume $ 0.29/100 cubic feet Extra strength surcharges if water usage equals or exceeds 8000 cubic feet per month: Suspended Solids (SS) over 350 mg/liter $88.40/ton Biochemical Oxygen Demand (BOD) over 300 mg/liter $47.60/ton Chemical Oxygen Demand (COD) over 600 mg/liter $23.80/ton STORMWATER SERVICE CHARGE (To be collected only in those areas within the boundaries of The Metropolitan St. Louis Sewer District where the District has assumed or may in the future assume responsibility for operation and maintenance of stormwater and drainage facilities.) Residential Property (per month) Single Unit Residence $0.24 Multiunit Residence $0.18/unit Non-residential Property $0.24 per month The above charges shall be in addition to any applicable charges for the payment of debt service on or required by the provisions of any outstanding subdistrict revenue bonds. Yes ( ) No ( ) Section 2. That form of the Notice of Election for said special election is hereby approved in substantially the form attached hereto. Section 3. That the Secretary-Treasurer of the District is hereby authorized and directed to notify the Board of Election Commissioners for the City of St. Louis, Missouri and for St. Louis County, Missouri of the passage of this Ordinance no later than 5:00 o'clock P.M. on January 12, 1988, and to include in said notification all of the terms and provisions required by Chapter 115 of the Revised Statutes of Missouri, as amended. Section 4. That the Secretary-Treasurer of the District be and he is hereby directed to give notice of said special election by advertisement published once a week for at least three (3) consecutive weeks in two newspapers of general circulation and published within the bounds of The Metropolitan St. Louis Sewer District, the first publication in each of said newspapers to be made at least twenty-one (21) days prior to the date of the election and the last publication to be made not more than seven (7) days prior to the date of said election, and to include in said notification all of the terms and provisions required by the District's Plan. Section 5. That this Ordinance shall be in full force and effect from and after 15 days following its passage and approval. NOTICE OF ELECTION THE METROPOLITAN ST. LOUIS SEWER DISTRICT Notice is hereby given to the qualified voters of The Metropolitan St. Louis Sewer District that the Board of Trustees has called a special election to be held in the District on Tuesday, March 8, 1988, commencing at 6:00 o'clock a.m. and closing at 7:00 o'clock p.m., on the proposition contained in the following sample ballot: OFFICIAL BALLOT SPECIAL ELECTION, THE METROPOLITAN ST.
