Loudoun Street Improvements Begin Construction in July
Work will be done primarily at night, with Loudoun Street closed between South
King Street and Church Street during work hours.
Leesburg, VA (June 17, 2013) – After July
4, 2013, construction will begin on street
improvements to Loudoun Street,
between South King Street and Church
Street, in downtown Leesburg. This
project begins Phase 2 of the Downtown
Improvement Project. Phase 1 included
improvements to the alley and pedestrian
walkways between the Town Hall Parking
Garage and South King Street, and a new
gateway to the historic district at Mom’s
Apple Pie.
The Loudoun Street improvements will
include installation of a new water line, new curb and gutter, new brick sidewalks, street trees
and pavement resurfacing. In addition, a stone wall will replace the current board fence over
the Town Run crossing on the south side of the street. Construction of the section between
South King Street and Church Street is expected to be completed in mid-October.
All work for this section of the project will be done at night, between the hours of 7pm to 5am,
Sunday through Thursday. During these work hours, Loudoun Street will be closed between
South King Street and Church Street. Traffic will be detoured around the construction zone via
East Market Street or Royal Street. Loudoun Street will be open to traffic during the day and
on weekends. Access to the Loudoun County Government Center Parking Garage will not be
affected.
“There are only two businesses on that stretch of Loudoun Street that are open in the evening,”
explained Scott Parker, Assistant Town Manager. “We have worked with both The Cajun
Experience and Bull Run ASAP to identify customer parking locations that can be accessed via
Royal, King or Market Streets.”

This project is the first of three phases of improvements to Loudoun Street from South King
Street to Mom’s Apple Pie. The second and third phases will include similar streetscape
elements, including completing several “missing links” in existing sidewalks. New decorative
streetlights will be installed during the final phase of the project, which is expected to be
completed in Summer 2014.
