Present: Mayor, Thomas Anderson; Councilmembers, Anne Theis and Stephen Schmit; Clerk -Treasurer, Donna Roehl Absent: Councilmembers, Wilfred Scherer and Robert Mitchell 1. 1989 STREET SEALCOATING Donna Roehl reported that ads for bids were being published for sealcoating and the Hamel test well and council needed to approve the projects at this meeting because bids were scheduled to be received on August llth. Moved by Theis, seconded by Schmit to approve plans and specifications for 1989 Seal - coating and to advertize for bids on Friday, August 11, 1989 at 10:00 A.M. Motion declared carried 2. HAMEL TEST WELL Moved by Theis, seconded by Schmit to approve plans and specifications for drilling of a test well in the Hamel area and to advertize for bids on August 11, 1989 at 10:30 A.M. Motion declared carried 3. INDEPENDENCE ESTATES Anne Theis reported that blacktop and curbing had been completed for the Independence Estates project and that a work schedule for the second phase of the development should be provided so that everyone knows what work is to happen and when it is to be be completed. Moved by Theis, seconded by Schmit to release $20,109.00 of Escrow Funds to Dan Bar Homes,as recommended by the city engineer. Mike Melton of Dan Bar Homes, stated that the meeting that had been held at city hall was valuable as it had proven that the work was on schedule; that the city engineer and the Pioneer Creek Watershed Commission needed to make a finding regarding the size and location of the ponding area for Phase II and that Dan Bar employees are accessible if a problem develops in the future. Thomas Anderson asked what needed to be done regarding issuing building permits. Anne Thes stated that before the second phase begins a work schedule is needed, prior to issuance of any building permits. Regarding use of the street in Independence Beach, Mike Melton stated that he had sent a letter to everyone he knew that was working on the project, notifying them not to use the Independence Beach streets as access to the project.
