AN ORDINANCE, accepting the certified results of the
special election called by The Metropolitan St. Louis Sewer
District on August 2, 1988.
WHEREAS, on the 18th day of May, 1988, the Board of
Trustees of The Metropolitan St. Louis Sewer District did adopt
Ordinance No. 7456, calling a special election in The Metropolitan
St. Louis Sewer District on the proposition to approve a schedule
of Capital Improvement Surcharges to be collected for a period not
to exceed seven years for the purpose of financing certain sewage
treatment facilities and other capital improvements required by
the federal Clean Water Act and the Missouri Clean Water Law to
remove pollutants in wastewater discharges to the Mississippi,
Missouri and Meramec Rivers.
WHEREAS, said election was duly held on the aforesaid
2nd day of August, 1988 by the Board of Election Commissioners of
the City of St. Louis, Missouri, and the Board of Election
Commissioners of St. Louis County, Missouri, respectively, and
WHEREAS, the ballots furnished for and used at said
special election were in substantially the form as set forth in
the aforesaid Ordinance No. 7456, as adopted by this Board, and
WHEREAS, said Board of Election Commissioners of the
City of St. Louis, Missouri, on the 8th day of August, 1988, did
certify to this Board of Trustees the results of the aforesaid
election, and
WHEREAS, said Board of Election Commissioners of St.
Louis County, Missouri, on the 12th day of August, 1988, did
certify to this Board of Trustees the results of the aforesaid
election, and
WHEREAS, this Board of Trustees has now canvassed the
returns of said election, as certified by the Board of Election
Commissioners of the City of St. Louis, Missouri, and the Board of
Election Commissioners of St. Louis County, Missouri,
respectively, and
WHEREAS, it appears upon said canvass, that at said
election there was cast a total of Fifty Thousand Fifty-eight
(50,058) votes on the aforesaid proposition in the City of St.
Louis, Missouri, of which Thirty Two Thousand Seven Hundred Fifty-
seven (32,757) votes were cast "Yes", and Seventeen Thousand Three
Hundred One (17,301) votes were cast "No"; and there was cast a
total of One Hundred Forty-five Thousand Nine Hundred Four
(145,904) votes on the aforesaid proposition in St. Louis County,
Missouri, of which Ninety-seven Thousand Eighty-seven (97,087)
votes were cast "Yes", and Forty Eight Thousand Eight Hundred
Seventeen (48,817) votes were cast "No", and
WHEREAS, more than one-half of all of the votes cast on
the aforesaid proposition were cast in favor thereof;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The proposition as submitted to the
qualified electors in the City of St. Louis, Missouri, and St.
Louis County, Missouri, as set forth more particularly in said
Ordinance No. 7456, at a special election held on the 2nd day of

August, 1988, was assented to by more than one-half of the
qualified electors of the District voting on said proposition at
said election, the total vote on said proposition having been One
Hundred Twenty-nine Thousand Eight Hundred Forty-four (129,844)
votes for said proposition to Sixty-six Thousand One Hundred
Eighteen (66,118) votes against said proposition, and the Board of
Trustees of The Metropolitan St. Louis Sewer District hereby
accepts the results of said election as certified by the Board of
Election Commissioners of the City of St. Louis, Missouri, and the
Board of Election Commissioners of St. Louis County, Missouri,
respectively; and that the Board of Trustees of The Metropolitan
St. Louis Sewer District is authorized to establish by ordinance
the schedule of Capital Improvement Surcharges to be collected for
a period not to exceed seven years for the purpose of financing
certain sewage treatment facilities and other capital improvements
required by the federal Clean Water Act and the Missouri Clean
Water Law. The foregoing Ordinance was adopted August 24, 1988.
