AN ORDINANCE, appropriating Twenty-four Million Thirty
Thousand Dollars ($24,030,000.00) from the Clean Water Capital
Improvement Trust Fund, of which Five Million Four Hundred Thirty
Thousand Dollars ($5,430,000.00) is to be used to pay the
District's share; a grant of Twelve Million Eight Hundred Thousand
Dollars ($12,800,000.00) is anticipated from the Environmental
Protection Agency of the United States, and a grant of Five
Million Eight Hundred Thousand Dollars ($5,800,000.00) is
anticipated from the Missouri Department of Natural Resources for
the project costs for the construction of the Bissell Point Final
Clarifiers (BP-5, C-1326) Federal Project C290641-06, at the
Bissell Point Wastewater Treatment Plant, in the City of St.
Louis, Missouri.
WHEREAS, the bid for the construction of the Bissell
Point Final Clarifiers is Twenty-two Million Eight Hundred
Nineteen Thousand Three Hundred Forty-nine Dollars
($22,819,349.00), and the cost of temporary power, closure
fencing, the remainder of the Union Electric tower relocation, and
allowance for change orders is One Million Two Hundred Ten
Thousand Six Hundred Fifty-one Dollars ($1,210,651.00), and
WHEREAS, the District anticipates a grant for a portion
of the eligible costs of said project from the Environmental
Protection Agency of the United States, and
WHEREAS, the District anticipates a grant for a portion
of the eligible costs of said project from the Missouri Department
of Natural Resources, and

WHEREAS, the Board of Trustees of the District has
heretofore adopted Ordinance No. 7543 (establishing a schedule of
Capital Improvement Surcharges to be deposited in the Clean Water
Capital Improvement Trust Fund) which will provide additional
revenues for the current budget year, and pursuant to Section
7.120 of the Plan of the District, the Executive Director has
estimated that the amount to be actually received therefrom during
the current budget year will equal or exceed the amount of the
appropriation effected herein,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Five Million Four Hundred
Thirty Thousand Dollars ($5,430,000.00) is hereby appropriated
from the Clean Water Capital Improvement Trust Fund to pay the
District's share of the project costs for the construction of the
Bissell Point Final Clarifiers (BP-5, C-1326) Federal Project No.
C290641-06, at the Bissell Point Wastewater Treatment Plant, in
the City of St. Louis, Missouri.
Section Two. The anticipated grant from the
Environmental Protection Agency of the United States amounts to
Twelve Million Eight Hundred Thousand Dollars ($12,800,000.00),
which will be deposited in the Clean Water Capital Improvement
Trust Fund, and is to pay for a portion of the eligible project
costs for the construction of the Final Clarifiers (BP-5, C-1326)
Federal Project No. C290641-06, at the Bissell Point Wastewater
Treatment Plant, in the City of St. Louis, Missouri; and said

amount is hereby appropriated from the Clean Water Capital
Improvement Trust Fund to be used to make payments as due and
payable under the terms of the contracts for said project.
Section Three. The anticipated grant from the Missouri
Department of Natural Resources amounts to Five Million Eight
Hundred Thousand Dollars ($5,800,000.00), which will be deposited
in the Clean Water Capital Improvement Trust Fund, and is to pay
for a portion of the eligible project costs for the construction
of the Final Clarifiers (BP-5, C-1326) Federal Project No.
C290641-06, at the Bissell Point Wastewater Treatment Plant, in
the City of St. Louis, Missouri; and said amount is hereby
appropriated from the Clean Water Capital Improvement Trust Fund
to be used to make payments as due and payable under the terms of
the contracts for said project.
Section Four. This Ordinance, being an appropriation
Ordinance, shall take effect immediately upon its enactment. The foregoing Ordinance was adopted December 14, 1988.
