AN ORDINANCE, transferring Seven Hundred Twenty-five
Thousand Dollars ($725,000.00) as a loan from the General Fund of
the District to the Clean Water Capital Improvement Trust Fund,
and appropriating One Million Four Hundred Forty-seven Thousand
Dollars ($1,447,000.00) from the Clean Water Capital Improvement
Trust Fund, for the Owner Controlled Insurance Program for Fiscal
Year 1989 during the construction of the Bissell Point Secondary
Treatment Improvements at the Bissell Point Wastewater Treatment
Plant, in the City of St. Louis, Missouri, and providing for
repayment of the aforementioned loan.
WHEREAS, the cost of the Owner Controlled Insurance
Program for Fiscal Year 1989 is Two Hundred Thirty-three Thousand
Dollars ($233,000.00) for Design, Implementation, Administration
and Loss Control Services; is Nine Hundred Twenty Thousand Dollars
($920,000.00) for Workers' Compensation and Commercial General
Liability Insurance; is Two Hundred Seventy Thousand Dollars
($270,000.00) for Excess Liability Insurance; and is Twenty-four
Thousand Dollars ($24,000.00) for Builders' Risk Insurance, and
WHEREAS, the Board of Trustees of the District has
heretofore adopted Ordinance No. 7543 (establishing a schedule of
Capital Improvement Surcharges to be deposited in the Clean Water
Capital Improvement Trust Fund) which will provide additional
revenues for the current budget year, and pursuant to Section
7.120 of the Plan of the District the Executive Director has
estimated that the amount to be actually received therefrom during
the current budget year will equal or exceed the amount of the
appropriation effected herein,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Seven Hundred Twenty-five
Thousand Dollars ($725,000.00) is hereby transferred as a loan
from the General Fund of the District to the Clean Water Capital
Improvement Trust Fund.
Section Two. The sum of One Million Four Hundred
Forty-seven Thousand Dollars ($1,447,000.00) is hereby
appropriated from the Clean Water Capital Improvement Trust Fund
to pay the costs for the Owner Controlled Insurance Program for
Fiscal Year 1989 during the construction of the Bissell Point
Secondary Treatment Improvements at the Bissell Point Wastewater
Treatment Plant, in the City of St. Louis, Missouri.
Section Three. The Director of Finance is hereby
directed to repay the loan as authorized in Section One above as
sufficient funds become available in the Clean Water Capital
Improvement Trust Fund.
Section Four. This Ordinance, being an appropriation
Ordinance, shall take effect immediately upon its enactment. The foregoing Ordinance was adopted December 14, 1988.
