MEDINA CITY COUNCIL SPECIAL MEETING MINUTES OF JULY 26, 2005
The City Council of Medina, Minnesota met in special session on July 26, 2005 at 6:05 p.m. at
the Hamel Community Building, 3200 Mill Drive. Mayor Bruce Workman presided.
Members present: Brinkman, Weir, Workman, Cavanaugh, Smith
Members absent:
Also present: City Administrator Chad Adams, City Planner Rose Lorsung, Police Chief Ed
Belland, Public Works Director Jim Dillman
Work Session — 2006 Budget
Adams provided a slide presentation that included an overview of the budgeting process, as well
as a review of the 2004 audit, 2005 budget year to date, budgeting strategies for 2005, previously
identified goals, department highlights, capital improvement projects, etc.
Cavanaugh and Weir expressed support for allocating funds for future facilities.
Discussion of future Council salaries was held. Consensus that an increase should occur in 2007,
with a flat rate percentage thereafter.
Smith encouraged a CIP be made more formal for fire and facilities.
Discussion was held on levy increases, budget increases and stabilizing the tax rate.
Discussion took place on the market value increases in Medina.
Discussion was conducted on the tax rate to be set at for the preliminary levy, with a focus on
15.5% or stabilizing at the current rate. Weir moved, Smith seconded to maintain the same tax
rate for 2005 as the preliminary levy. No vote was taken.
Consensus was reached to table the tax rate issue to the August 2 meeting.
Adjournment
Weir moved, Brinkman seconded to adjourn. Unanimous approval. The Special Council
meeting was adjourned at 8:15 p.m.
