PRESENT: Chairman Melanie Shirling, Member Dee Johnson, Member John Lott, Member Bette Lovinus, Mayor Andersen, Council Member Dan Garren, Council Member Robert Geray and Clerk Shara Roberts. ABSENT: Member Roy Hobbs, Member Jake Lindsay, Council Member Kathy McNamara, and Council President Dan Gubler. VISITORS: Ethan Smith. Area of Impact Agreement Discussion: Members of the Planning and Zoning Commission and Iona's City Council met to discuss the Area of Impact Agreement with Bonneville County. Mayor Andersen commented the main purpose of the work meeting should be to clarify what Bonneville County's expectations are. He expressed it was his understanding they simply want to know what the area of land is and whether the City has the means to service it. Member Dee Johnson inquired if the City's intention was to propose enlarging the impact area. Mayor Andersen confirmed this was correct. Previously, Iona Bonneville Sewer District did not have the means to provide sewer services to the area of expansion. However, to date that doesn't seem to be an issue any longer. Chairman Melanie Shirling inquired if the proposed expansion would be to the north, and Mayor Andersen clarified they would like to see the agreement expand to both the north and east to the foothills. Council Member Dan Garren inquired if recently there has been any official confirmation from Iona Bonneville Sewer District whether they could provide services to the proposed area. Chairman Melanie Shirling reported that according to Member Roy Hobbs that no longer is a limiting factor. Clerk Roberts reported during the last Planning and Zoning meeting Member Roy Hobbs had informed the commission that he talked with a representative from Iona Bonneville Sewer District who informed him they could provide a letter stating they were capable to provide those services. Mayor Andersen commented that if the City is able to obtain the water rights that are currently on the table they will be able to show they can easily service the proposed area of expansion with water services. Member Dee Johnson referred back to a written letter that was submitted to Bonneville County by Iona's Planning and Zoning Commission that outlined a response date of February 11t 2015. He inquired what aspects of the revised agreement the County was not on board with. Council Member Garren commented that it came down to lot sizes. Members discussed possible negotiations that could take place to find a middle ground. Council Member Geray referred to Idaho State Code outlining the legal processes that are available if and when negotiations are not possible. 1 After further discussion it was determined that the next step forward would be scheduling a meeting with County Commissioner Dave Radford to identify what areas Bonneville County has issues with, and what the City's next steps would be. Council Member Dan Garren was assigned an action item to contact Dave Radford via e-mail to schedule a meeting with himself, Chairman Melanie Shirling, and Mayor Andersen.
