A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD TO
RATIFY AN APPLICATION WITH THE ENVIRONMENTAL PROTECTION
AGENCY TO ACQUIRE BROWNFfELDS ASSESSMENT GRANT FOR
HAZARDOUS SUBSTANCES AND PETROLEUM ALONG THE
LONG BEACH SPECIFIC PLAN AREA.
WHEREAS, the City of Lynwood approved the Long Beach Specific Plan to
encourage development along its major commercial corridor; and
WHEREAS, a major disincentive to development along this corridor is the
potential existence of hazardous substances and petroleum contamination at various
locations along this corridor; and
WHEREAS, the City of Lynwood proposed a plan with the Environmental
Protection Agency on October 11, 2007 to create an inventory of potentially
contaminated sites, create a Geographic Information System (GIS) to give developers
detailed information to invest in Lynwood, prioritize potentially contaminated sites, and
investigate and assess up to three projects in the Long Beach Specific Plan Area; and
WHEREAS, on April 10, 2008, EPA advised the City that its proposal had been
approved and invited the City to apply fora $200,000 grant to assess petroleum
contamination and $200,000 grant to assess hazardous substances; and
WHEREAS, pursuant to the proposal, community groups were contacted
regarding the proposal; community outreach in Spanish and English occurred,
workshops were conducted, and notices were posted in all public areas within the
jurisdiction of the City; and
WHEREAS, the application for the Brownfields Grant was submitted by the June
2, 2008 deadline considering community input; and
WHEREAS, the City of Lynwood should have in its records an affirmation of its
desire to accept the Brownfields Grant to assess Hazardous Substances and Petroleum
along the Long Beach Specific Plan Area;
NOW THEREFORE, the City Council of the City of Lynwood does hereby find,
determine, order and resolve as follows:
Section 1. Approve and ratify the application for a Brownfield Assessment
Grant for Petroleum and Hazardous Substances in the total amount of $400,000
submitted on June 2, 2008.
Section 2. Ratify the City Manager's execution of the application for the
Brownfield Assessment Grant for Petroleum and Hazardous Substances in the total
amount of $400,000 submitted on June 2, 2008.
Section 2. This resolution shall become effective immediately upon its
adoption.
PASSED, APPROVED and ADOPTED this 3rd day of June, 2008.
