PRESENT: Chairman Melanie Shirling, Member Roy Hobbs, Member Dee Johnson, Member
John Lott, Member Jake Lindsay, Member Bette Lovinus and Clerk Shara Roberts.
ABSENT: None
VISITORS: Mike and Susan Wilkerson, Murray Longhurst
Chairman Melanie Shirling welcomed everyone and Member Dee Johnson led with the Pledge of
Allegiance.
Minutes Approved: Member Dee Johnson moved to approve the minutes as written. Member
John Lott seconded the motion. All were in favor, motion carried.
Amending Section 11-4A-11 Prohibiting Storage of Recreational Vehicles upon Lots with
Patio Homes (R-T) Zone Ordinance — Public Hearing 6:30 pm:
Chairman Melanie Shirling welcomed the public and explained the public hearing process.
Chairman Melanie Shirling introduced the ordinance being presented for approval. Clerk Roberts
explained that on page 2 of "Exhibit A" Council Member Rob Geray provided a comment
regarding the 2 hour timeframe and believes this should be no more than a 24-hour period.
Member John Lott questioned if the recreational vehicles were being parked upon the neighbor's
property or just on the home owner's property. Clerk Roberts explained that it was her
understanding they are being parked on the owner's property, however, complaints have been
received.
Chairman Melanie Shirling opened the hearing up for public comment, and asked for individuals
present in support towards adopting this ordinance. No public responses.

Chairman Melanie Shirling asked for individuals present who were opposed to the ordinance.
Chairman Melanie Shirling read aloud a written comment submitted by Maggie McLaughlin
located at 3183 Quaky Aspen, "Exhibit B".
Mike Wilkerson located at 2505 Barnes Way expressed he is against the ordinance and is
concerned the City will start prohibiting storage of recreational vehicles on patio homes, as well
as, other zoning areas. He explained he is on a fixed income and can't afford the storage fees.
Chairman Melanie Shirling asked if there were any other questions. The public hearing was
closed for committee discussion.

Concerns were discussed with the 2 hour time limitation due to the logistics of enforcement and
the difficulties it would cause for working families to have to pick up a recreational vehicle from
a storage yard and then have adequate time to pack.
Member Dee Johnson asked if there are any current ordinances that prohibited the storage of
recreational vehicles in any of the zoning areas. Member Bette Lovinus explained she read
through the City Code and found there is nothing that prohibits the storage of recreational
vehicles except under miscellaneous use regulations that outlines recreational vehicles not be
used for human habitation. Member Bette Lovinus explained there is a concern when neighbors
are backing out from the driveway their vision becomes decreased and it could be a safety issue.
Member Jake Lindsay asked why the ordinance was drafted. Clerk Roberts clarified complaints
have been received. Member Lindsay commented the complaints were not present here in written
or verbal form.
Member Dee Johnson made a motion to recommend postponing any action on this ordinance
until more information is presented from the citizens that are complaining or City Council
provides more clarification. Member Jake Lindsay seconded the motion. All were in favor,
motion carried.
Ordinance 199-10-15 Amended Section 11-15-8 of the Iona City Code relating to the
composition of the Planning and Zoning Commission. Approve 10-20 by City Council:
Clerk Roberts provided an updated copy of the new ordinance approved by City Council in
regards to the composition of the Planning and Zoning Commission. She explained the amended
ordinance outlines for one member to be from the City's Impact Area so there was proper
representation.
Chairman Melanie Shirling asked for clarification on what the commission needed to do if they
currently do not have a member representing the City's Impact Area. Clerk Roberts explained
the City attorney recommended the commission operates as is until representation from the
Impact Area is found. Chairman Melanie Shirling directed members that have recommendations
to communicate that with Mayor Andersen.
Murray Longhurst located at 3725 Olsen and 5077 Rockwood — Property Options:
Murray Longhurst located at 4010 Sykes Drive in Idaho Falls explained that he is representing
his mother as power of attorney. Their family is looking at two parcels of land bordering
Rockwood Avenue and Olsen Street to divide two lots into 1/3 acre lots.
Mr. Longhurst explained that Eagle Rock Engineering came out to measure the property and
found out they are just 1,000 square feet short of being able to split them into two 1/3 acre lots
required by the City. He furthered explained, on the west border of the property there is an
irrigation ditch that has not been used in a quite a long time. Eagle Rock Engineering inquired if
the City would be interested in deeding the ditch and there would be more than enough to
accommodate the 1,000 square footage that is needed. Member Roy Hobbs inquired who had the
water rights on the back ditch. Mr. Longhurst indicated he didn't know. Member Roy Hobbs
inquired if Public Works Director Zech Prouse would have any information.

Mr. Longhurst explained the other possibility is to apply for a variance for the lots to be slightly
smaller than the 1/3 acre requirement.
Mr. Longhurst expressed he is seeking suggestions on what option is more viable before he goes
through the process of either applying for a variance or looking into deeding the ditch. Chairman
Melanie Shirling informed him that either option is equally viable depending on what they would
like to do as a family.
Member Bette Lovinus suggested Mr. Longhurst communicate with Public Work Director Zech
Prouse and ask for his opinion. Mr. Longhurst indicated he would contact Clerk Roberts for his
contact information.
Alleyway Discussion:
Member Dee Johnson explained he is concerned the City is not being consistent when it comes
to establishing and maintaining alleyways. He would like to see the Planning and Zoning
Commission to come up with a recommendation for consistency for City Council. Member Jake
Lindsay moved to recommend to City Council a discussion and development of language
regarding the consistent maintenance of alleyways. Member Dee Johnson seconded the motion.
All in favor, none opposed.
Reports
Chairman Melanie Shirling reported she spoke with Steve Sear with Bonneville County's
Planning and Zoning. She requested he come and talk at January's meeting. He asked that Iona's
Planning and Zoning Commission have a list of points to discuss so everyone can be prepared for
the discussion. Members discussed asking one of the county commissioners such as Roger
Christensen to accompany Mr. Sear. Clerk Roberts will work on sending an official invitation to
Steve Sear and Roger Christensen.
Member Roy Hobbs shared with the committee the Comprehensive Plan and suggested looking
at getting an intern from a university to help with this project.
Chairman Melanie Shirling asked members of the committee to send a list of bullet points to
Clerk Roberts prior to the meeting in January.
Chairman Melanie Shirling reported there will not be in a Planning and Zoning Meeting in
December. Clerk Roberts will verify how many cancelled meetings there have been in the
calendar year to determine if the quota has been met.

ORDINANCE NO.
AN ORDINANCE OF THE CITY OF IONA, IDAHO;
AMENDING SECTION 11-4A-11 OF THE IONA CITY CODE
PROHIBITING STORAGE OF RECREATIONAL VEHICLES
UPON LOTS WITH PATIO HOMES; RELATING TO THE USE
OF PATIO HOMES IN THE R-T ZONE; PRESERVING PRIOR
ORDINANCE; PROVIDING FOR METHODOLOGY;
PROVIDING FOR SEVERABILITY AND ESTABLISHING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF IONA,
IDAHO THAT:
Section 1. Amendment of Section 11-4A-11 of the lona City Code: Section
11-4A-11 of the Iona City Code is hereby amended as follows:
11-4A-11: PATIO HOMES:
(A) For the purposes of this section, a "patio home" shall mean a residential structure
which occupies a substantially greater portion of the lot in comparison to other
residential structures allowed within the zone. The use is characterized by small
yards, modest landscaping, and no gardens or accessory buildings. A minimum
structure size is also established in order to ensure such use is not characterized
by entry level homes.
(B) Such use shall be permitted subject to the following requirements:
(1) The minimum lot area shall be not less than six thousand five hundred
square feet (6,500).
(2) The minimum building size, excluding basements, open patio areas,
attached garages and carports shall be not less than one thousand two
hundred square feet (1,200).

No building or structure shall be erected nearer than thirty feet (30) from the
front property line adjacent to the street.
Accessory uses and structures shall not be permitted.
Each patio home shall have a basement.
(C) It shall be unlawful for anv person to store. or@used to be stored or narked

(1) For the purposes of this section. the _term "recreational vehicle" shall have
the following meanina: A motor home, travel trailer. fifth wheel trailer. truck
camper or camping trailer. with or without motive power, designed for human
habitation for recreational or emergency occupancy. Such term shall include
school buses or van -type vehicles which have been converted into temporary
living quarters for recreational use. The term does not include Dick -up
hoods, shells or canopies designed. created or modified for occupational
use
Section 2. Methodology. Text that is underlined in the preceding sections
means new text added to the former Ordinance or City Code Section, and text that is
stricken through means text that is being deleted from the former Ordinance or Code
Section. Text that is moved from one location in the former Ordinance or Code Section to
another location is similarly shown as underlined text.
Section 3. Severability. The sections and subsections of this Ordinance are
severable. The invalidity of any section or subsection shall not affect the validity of the
remaining sections or subsections.
Section 4. Preservation of Prior Ordinance. The sections of the City Code
repealed or amended by this Ordinance shall be preserved to the extent necessary to allow
the arrest, prosecution and punishment of any person who violates such provisions prior
to the effective date hereof.
Section 5. Effective Date. This Ordinance shall become effective upon its
passage, execution and publication in the manner provided by law.

I believe this is too short. I believe the main objective here is to prevent people from parking the RVs at patio homes for extended periods. That
being the case, and having an RV myself, I can tell you at least some people would probably like to pick up their RV the day before, load it, and
leave in the moming. I'm inclined to lean more toward this being "...no more than a 24-hour period while such..." or similar language.
PLEASE MAKE THE FOLLOWING COMMENTS PART OF THE CITY OF IONA RECORD:
Due to illness, I will not be attending the meeting regarding water issues being held today,
November 11, 2015, nor will I be attending the following meeting on November 17, 2015,
regarding RV parking on patio -home lots. Nevertheless, I have strong opinions about both
issues. I hope such my comments will be lead, noted in the City record and made available for
public review - and considered seriously.
Re water issues, meters, increased monthly charge:
As I stated in a meeting some weeks ago — regarding water issues _
prior to my purchase of my
home at 3183 Quakey Aspen Drive- I was assured by the owner, the Broker/Agent handling the
sale, and City of Iona employees (and other utilities entities), that "the property is fully
metered" and that billings were averaged with an "adjustment month indicating whether the
averaged billing was adequate or needed supplementing.
The only thing vvhich has been .true is that I pay $23.00 a month to the City — for water — yet
have no idea whatsoever if this is my actual usage cost.
I actually water only two days per week of the three allotted formproperty
the sprinkler completely on rainy days — so I am actually y —and shut off or
of my annual billing, because I do not use 1/3 of the water.r.Since Ili alone and aam$92.00 per ysurrounded
by multi -occupant households, I know for a fact I probably use the least water of any family on
my street!
I certainly am of the opinion that one of the ten meters being contemplated for installation by the
City — to obtain a sampling of actual usage — should be installed on my property. If the powers -
that -be disagree, that will certainly inform my conclusion that the City would prefer we owners
not question whether current $23.00 a month billings are valid, let alone the contemplated
increase to $30.00 a month. That would just mean I would be gifting the city $120.00 a year
rather than $92.00• No thank you I would rather use that money for airfare to go visit my
children!
As to RV parking on patio -home lots:
Who cares? If an owner has appropriate space on a lot they own or on which they are making
mortgage payments and paying taxes and insurance — and the parking or lot space is kept free of
trash and/or general clutter — why should any owner be prohibited from parking an RV or similar
vehicle? If not located on an owner's own property, parking and/or storage must be obtained
elsewhere — and paid for.
I think Iona City property owners already have enough unnecess
unexplained/unjustified expenses incurred b City�' —and often
more — at least until a way is discovered so we no longer have to worry e as it �whethe o ter s no
drinkable or not!!
