AN ORDINANCE, appropriating Forty Thousand Dollars
($40,000.00) from the General Fund of the District to conduct the
first phase of a comprehensive evaluation and implementation of
the District's Employee Group Insurance programs through June 30,
1992; and authorizing the Executive Director and Secretary-
Treasurer, on behalf of The Metropolitan St. Louis Sewer District,
to enter into a contract with TPF & C, a Towers Perrin Company, to
act as the District's Employee Group Insurance consultant,
WHEREAS, the District staff has received and evaluated
written proposals from qualified firms to provide employee group
insurance consulting services and has conducted oral interviews
with selected firms, and
WHEREAS, the Director of Finance has certified that
there is an unencumbered balance in the above-named fund
sufficient to pay the obligation authorized herein,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF TRUSTEES
OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Forty Thousand Dollars
($40,000.00) is hereby appropriated from the General Fund of the
District to conduct the first phase of a comprehensive evaluation
and implementation of the District's Employee Group Insurance
programs through June 30, 1992.
Section Two. The Executive Director and Secretary-
Treasurer are hereby authorized on behalf of The Metropolitan St.
Louis Sewer District, to enter into a contract with the firm of

TPF & C, a Towers Perrin Company, to act as the District's
Employee Group Insurance consultant.
Section Three. The contract authorized in Section Two
of this ordinance shall be comprised of such terms and conditions
as are approved by the office of the General Counsel of the
District.
Section Four. This ordinance, being an appropriation
ordinance, shall take effect immediately upon its enactment.
The foregoing Ordinance was adopted May 8, 1991.
