George Riley-variance request for 85 Hamilton Cartway Mr. Riley asked that this be continued until the next meeting so that he has time to meet with Conservation first. This will be heard at the May 10, 2011 meeting. 2. Ocean Edge-food establishment permit application Norm De mers from Ocean Edge was present to discuss any issues. NI went over the recommendations that Sherrie McCullough (Inspector) had made. Motion: JR-grant food establishment permit. KJ seconded. 4 yes. 3. Discuss issues at 77 Stony Brook Road Ms. Leanne Trefrey resides at this residence. This situation came to the Town's attention when there was a rescue call made. It appeared that Ms.Trefrey had no water or heat in her home, and the home was so loaded with things that it was hard to move around in the house. Ms. Trefrey told the Board that she had a plumber come out and now has water. She does not have heat, but does have a fireplace that can be used and 3 space heaters. NI explained that according to the State code, heat is required between the months of September and May. A"Reach"form was filled out by the Fire Dept. stating what services Ms. Trefrey could use but so far she has not accepted any help from the Town. Ms.Trefrey did tell the Board that she is working on cleaning up the house and does have a friend helping. She also explained to the Board that she does not want heat and doesn't see why she has to have it. Charles Sumner,Town Administrator spoke about the situation and made the suggestion that the Board continue this hearing for a month and give Ms.Trefrey time to work on cleaning up and getting the heating system working. He stated that the Town really wanted to work with her to help her with the situation. Ms. Trefrey spoke to the Board about how she felt that this whole situation was an invasion of privacy. She was told again that the Town really just really wanted to help her with this situation. It was decided to continue this hearing until the May 10, 2011 meeting to give Ms.Trefrey time to take care of these issues. Ms. Trefrey will let the Health office know if she can make that meeting. 4. Applications for extension of sampling variance for Linnell Landing and Point of Rocks Beach Motion: JR-approve extension of sampling variance for both beaches. KJ seconded. 4 yes. 5. Discuss Planning Board application for 0 Thatcher Road Noted. 7. Discuss Marblehead Board of Health's Organic Pest Management Policy for Turf and Landscape There was no discussion on this. 8. Discuss Local Public Health Internships NI told the Board she had no projects in mind. Bills to be paid: JR-pay bills. KJ seconded. 4 yes. 1. VNA February expenses $1416.25 2. Nancy Ellis Ice DEP Seminar $35.00 Informational items: 1. Monthly report for Pleasant Bay 2. Monthly report for Epoch 3. Monthly report for Ocean Edge 4. "Fast is First" letter 5. Information on Animal Hoarding Add on's NI explained to the Board that they would need to change the May meeting schedule due to town meeting and election day.
