Call to Order Chair Kittrell called the meeting to order at 10:02 a.m. 2. Approval of previous meeting minutes from December 1,2016. The meeting minutes were approved. 3. Review proposed draft bill proposed timeline A proposed timeline was handed out as to when draft bills would be reviewed. The bills are for the adoption of the various codes. The various subcommittees will review and discuss the timeline. 4. Updates from the subcommittee chairs and vice chairs a. The Building and Energy Conservation code committee is starting its review of Chapters 16 and 17. Discussed if the committee would be finished by April 13th. That might be possible. b. The Existing Building committee is through the code book and are now reviewing the proposed amendments. They should be ready to review their draft bill on March 9th c. The Mechanical, Fuel Gas,and Energy code committee is ready to review a draft ordinance. They should be able to present on February 23`d. As for the IECC,the commercial side of the code is acceptable and is recommended. The Steering Committee discussed partial adoption. d. The Residential and Energy Conservation code committee has gone through the draft bill for the IRC. They are ready for the review on March 9th e. The Fire and Property Maintenance code review is through Chapter 11.They are considering meeting more often to meet the proposed bill review date of April 27th. 5. Old Business—review list of proposed amendments to code Discussed status of fire sprinkler adoption. 6. New Business It was requested by JCFD to consider meeting on March 20`h since they will have a special guest visiting that day for the City Council. Page 1 of 4 7. Public Comments No public comments were made. 8. Next Meeting Date? "'February 23rd? The next meeting date will be on the 23rd of February 2017. 9. Adjourn The meeting adjourned at 11:40 am. Page 2 of 4 Possible amendments to Chapter One of the 2015 Building Code: 1. Section 105—revisit exempt work from permit. 2. Section 106—posting of structural design live load—delete section. 3. Section 113—delete 4. Section 114—amend violation to meet current city standard 5. Section 116—compare against Dangerous building city code sections Page 3 of 4 New Building Code Proposed Timeline As a planning guide, below is a proposed timeline for the approval process of the adoption of the new building codes. Overview In general, the technical sub-committees will make recommendations to the Steering Committee. Upon code adoption approval by the Steering Committee, a public comment period will be held that includes 2 to 3 public forums. After any adjustments, the proposed ordinances will then be submitted to the City Council by city staff for their consideration and possible approval. Since this is an Ad Hoc Committee made by resolution, all meetings are public and will have time allocated for public comments within their agendas. Codes under consideration for adoption: A. 2014 National Fire Protection Association (NFPA) 70 or the National Electric Code (NEC) B. 2015 International Code Council (ICC) versions: 1. International Fire Code (IFC) 2. International Residential Code (IRC) 3. International Building Code (IBC) 4. International Existing Building Code (IEBC) 5. International Plumbing Code (IPC) 6. International Mechanical Code (IMC) 7. International Fuel Gas Code (IFGC) 8. International Property Maintenance Code (IPMC) 9. International Swimming Pool and Spa Code (ISPSC) 10. International Wildland-Urban Interface Code (IWUIC) 11. International Energy Conservation Code (IECC)* 12. International Green Construction Code (IGCC)* 13. ICC Performance Code (ICCPC)* *- potentially will not be adopted The adoption of the new codes will need to be in at least two (2) bills—one for City Code Chapter 8 (Buildings and Building Regulations) and the other for Chapter 13 (Fire Prevention and Protection). The IFC is administered by the Fire Department and the remaining codes by Planning and Protective Services Department. Process and Estimated Timeline January 26, 2017— Proposed review timeline proposed to Steering Committee February 23, 2017— Review draft bills for adoption of the IMC and IFGC March 9, 2017— Review draft bills for adoption for the IRC, ISPSC and IEBC March 23, 2017—Review draft bills for adoption for the IPC and NEC (assumes the Electrical and Plumbing Licensing Boards have approved proposed bills) April 13, 2017— Review draft bill for adoption of the IBC April 27, 2017— Review draft bill for adoption of the IFC, IPMC and IWUIC May 11, 2017—Review draft bills for adoption that required any revisions. May-June— Hold public comment meetings July 10, 2017— Introduce bills into City Council agenda. Page 4 of 4
