City of Jefferson Code Review Steering Committee
March 20, 2017

1. Call to Order
Chair Kittrell called the meeting to order at 10:01 a.m.
2. Approval of previous meeting minutes from February 23,2017.
The meeting minutes were approved.
JCFD guest presentation
Donna Henson was a special guest speaker for the presentation of"Common Voices—Loss of a
Loved One." The group is an advocate of safety. The presentation centered on how fire
sprinklers can save lives.
3. Public Comments
None were made.
4. Code review progress updates from the subcommittee chairs and vice chairs
a. The Building and Energy Conservation code committee is pretty well finished with its review
and is ready to start its review of the draft adoption bill.
b. The Existing Building committee has finished its review and has recommended a draft
adoption bill be reviewed by the Steering Committee.
c. The Mechanical, Fuel Gas, and Energy code committee bill has been reviewed and accepted
by the Steering Committee.
d. The Residential and Energy Conservation code committee has finished its review and has
recommended a draft adoption bill be reviewed by the Steering Committee.
e. The Fire and Property Maintenance code review is wrapping up its review and should be
ready soon to review a draft adoption bill.
5. Old Business—review timeline of proposed bills for code adoption
The schedule was reviewed and revised. It is attached to the minutes.
6. Review proposed bills for adoption of the 2015 IEBC, IRC and ISPSC.
The draft bills were reviewed and approved unanimously by the committee.

7. New Business
The East Capitol Avenue overlay district and restrictions were discussed with respect to
residential work exempt from permits. More information will need to be provided to determine
extent of any impact.
8. Public Comments
No public comments were made.
9. Next Meeting Date? ~April 27th?
The next meeting date will be from 10am to 12pm on April 27,2017.

Possible amendments to Chapter One of the 2015 Building Code:
1. Section 105—revisit exempt work from permit.
2. Section 106—posting of structural design live load—delete section.
3. Section 113—delete
4. Section 114—amend violation to meet current city standard
5. Section 116—compare against Dangerous building city code sections

New Building Code Proposed Timeline
As a planning guide, below is a proposed timeline for the approval process of the adoption of the
new building codes.
Overview:
In general, the technical sub-committees will make recommendations to the Steering Committee.
Upon code adoption approval by the Steering Committee, a public comment period will be held that
includes 2 to 3 public forums. After any adjustments, the proposed ordinances will then be
submitted to the City Council by city staff for their consideration and possible approval. Since this
is an Ad Hoc Committee made by resolution, all meetings are public and will have time allocated
for public comments within their agendas.
Codes under consideration for adoption:
A. 2014 National Fire Protection Association (NFPA) 70 or the National Electric Code (NEC)*
B. 2015 International Code Council (ICC) versions:
1. International Fire Code (IFC)
2. International Residential Code (IRC) - recommended
3. International Building Code (IBC)
4. International Existing Building Code (IEBC) -recommended
5. International Mechanical Code (IMC) -recommended
6. International Fuel Gas Code (IFGC) - recommended
7. International Property Maintenance Code (IPMC)
8. International Swimming Pool and Spa Code (ISPSC) - recommended
9. International Wildland-Urban Interface Code (IWUIC)
10. International Plumbing Code (IPC)*
11. International Energy Conservation Code (IECC)**
12. International Green Construction Code (IGCC)**
13. ICC Performance Code (ICCPC)**
*-recommendation from Electrical and Plumbing Licensing Boards
**-potentially will not be adopted
The adoption of the new codes will need to be in at least three (3) bills—one for modifications to
City Code Chapter 8 (Buildings and Building Regulations), one bill for new building codes and the
other for Chapter 13 (Fire Prevention and Protection). The IFC is administered by the Fire
Department and the remaining codes by Planning and Protective Services Department.
Process and Tentative Timeline:
February 23, 2017—Review draft bills for adoption of the IMC and IFGC (DONE, bills approved)
March 20, 2017—Special guest plus review draft bills for adoption for the IRC, ISPSC and IEBC
(DONE, bills approved)
April 27, 2017—Review draft bill for adoption of the IBC
May 11, 2017—Review draft bill for adoption of the IFC, IPMC and IWUIC and any other revisions
to other codes plus finalize plans for public comment period
May-June—Hold public comment meetings—dates to be determined
June 22, 2017—Review and revise bills based on public comments
July 17, 2017— Introduce adoption bills into City Council agenda (first reading).
August 7, 2017—Approval of pending adoption bills
New Codes Effective date— 60 days after approval of City Council
