QUALIFICATIONS BASED SELECTION (QBS)
REQUEST FOR STATEMENT OF QUALIFICATIONS (SOQ)
PHASE III CONSTRUCTION ENGINEERING SERVICES FOR
127th Street/Plainfield-Naperville Road Intersection Improvements
(Section Number: 08-00044-00-WR)
• Are there more refined plans, special provisions, and permits to review?
Final Plans and Special Provisions have been uploaded to the Village website Current Requests for
Qualifications section. Copies of permits are not available at the time of the addendum.
• Is there an advanced tree removal contract?
A separate contract for tree removals will be prepared by the Village for the minor amount of tree
removals included in the project.
• What is the anticipated construction schedule (for staffing purposes)?
Project is currently scheduled for April 2024 IDOT Letting with Estimate of Time Required
specified at 110 working days to complete the project.
• For the criteria and weighting, specialized expertise is listed twice for a total of 25% in the event
this needs to be revised.

• Please confirm hard copies of the SOQ are necessary.
Yes, hard copies are required.
• Under Section 4. Staff Capabilities, it states, “The respondent must identify the following core key
staff that will be committed to the project:” But then nothing is listed. Please let us know what core
key staff you would like to see.
The word “following” should be omitted from the sentence. The engineering firms should provide
information on core key staff committed to the project.

• For Section 6 IDOT Prequalification form - Do we need to submit IDOT Prequalification Letters
for all our subconsultants?
The required Illinois Department of Transportation (IDOT) prequalification must be included for
either prime or sub consultant.
• Can Section 6 IDOT Prequalification form be excluded from the 20-page limit? Our IDOT
Prequalification Letter is over 2 pages.
Yes, the IDOT Prequalification form can be excluded from the 20-page limit.
