Call to Order Vice Chair Randy Allen called the meeting to order at 10:02 a.m. Approval of previous meeting minutes from August 24,2017. The meeting minutes were approved. Public Comments none Old Business -Continue process review of Building Regulations A brief discussion was held concerning the hiring of a new Plan Reviewer.Applications have been received and are under review. It is hoped that this new position will be able to coordinate the City's review of building plans submitted for permitting. Discussion continued of permit rates,particularly new residential construction.Since City Code allows the Building Official to set new construction valuation based on the current version of "RS Means Square Foot Costs,"an average square foot (sf)cost was derived after considerable discussion and review of available data.Part of the data reviewed was the City of Jefferson's issuance of 46 new single family home permits in FY 2017.The average home had 1,863 sf finished living space with a volunteered cost valuation of $95.34/sf.The group then decided to use the 2017 RS Means base cost of an average home of: wood siding- wood frame; 1,800 SF of living area;with a cost of $112.90/sf for new construction cost of homes.This cost would be revised annually based on the new publication. To give an idea of extra permit fees collected,the difference is:$112.90 -$95.34 =$17.56/sf Increase of valuation is:(85,720 total sf for FY 17) *$17.56/sf =$1,505,243.20 Projected Increase of permit fees collected: 0.0025 *$1,505,243.20 =$3,763.11 Average projected increase per permit:$3,763.11/46 =$81.81 New Business The Building Regulations Division had a review of their "Building Code Effectiveness"August 29, 2017.The initial review showed no change from previous years.Hopefully,the detailed report will be available by next meeting to discuss.
