Coil Plus Drive, Plainfield, Illinois 60544. ANTICIPATED SCHEDULE OF EVENTS November 2, 2023 – RFQ posted to Village website November 10, 2023 – All questions due to Village November 13, 2023 – All questions answered via Addendum November 17, 2023 3 PM – Statement of Qualifications due to Village December 1, 2023 – Complete Evaluation and ranking of firms December 8, 2023 – Complete Firm selection and negotiations December 15, 2023 – Draft Phase III agreement GENERAL INFORMATION The Village of Plainfield invites Statements of Qualifications from IDOT prequalified engineering firms to assist the Village in completing the Phase III Construction Engineering for the 127th Street/Plainfield- Naperville Road Intersection Improvements. The Phase III portion of the project is being funded by the Surface Transportation Program Urban (STU), Rebuild Illinois funding, and local funds. Lockport Street Plainfield, IL 60544 Phone (815) 436-7093 Fax (815) 436-1950 Web www.plainfieldil.gov The project is located in the Village of Plainfield and the Village of Bolingbrook, Wheatland Township, Will County. The combined Net and Gross Length of the project is 3,446.26 feet (0.65 miles). The project involves the reconstruction of Plainfield-Naperville Road and 127th Street/Reagan Boulevard through the intersection and resurfacing 750’ of Plainfield-Naperville Road north of the intersection and left turn lanes will be added to all four approaches. Improvements will include curb and gutter, HMA and aggregate shoulder, concrete raised and corrugated median, guardrail, and drainage, traffic signal installation, roadway lighting, bridge deck HMA overlay removal, scarification and thin polymer overlay, deck and substructure repairs as well as all incidental and collateral work necessary to complete the project as shown on the plans and described herein. The estimated construction cost for this project is estimated at $4,380,000. PDF files of the most recent plans will be provided upon request to assist the Consulting Engineer in preparing the Proposal. The project is currently scheduled for spring 2024 IDOT Letting with construction anticipated to occur in 2024. PROPOSAL CONTENTS All SOQ submittals must be thorough, complete, and accurate. The .pdf submittal shall be a single .pdf document, no more than 20 8.5”x11” single-sided pages in length (including cover letter, tabs, section breaks, resumes, etc.; excluding conflict of interest statement). Tabs and section breaks are not required. The submittal should include the following information: Section 1. COVER LETTER Cover letter on the firm’s letterhead transmitting the qualifications. Include name of the firm, local address, telephone number and name of contact person (with email address). Indicate the names and phone numbers of personnel authorized to negotiate a contract with the Village on behalf of the Consultant. Section 2. COMPANY OVERVIEW Company Overview and Experience of the firm. Select up to a maximum of five projects of comparable scope and complexity undertaken during the last seven years. The project information should include a full project description, the firm’s role in the project, the total construction cost, and the amount of the engineering fee for the project. Section 3. TECHNICAL PROJECT APPROACH A brief (maximum of 3 pages) technical approach regarding the firm’s abilities to perform the required Phase III Construction Engineering Services. Section 4. STAFF CAPABILITIES Qualifications of key personnel committed to this project. Provide resumes for each of the key personnel and include information regarding educational background and professional licensure. An Organizational Chart showing the Project Team, including any sub-consultants, shall also be included. The respondent must identify the following core key staff that will be committed to the project: Section 5. PAST PERFORMANCE List of three (3) references including name, job title, telephone number, and email address. The references should not be current Village of Plainfield employees. The references should preferably have worked for a local agency on similar projects. Section 6. IDOT Prequalification form Current Illinois Department of Transportation (IDOT) prequalification status. SCOPE OF WORK The Village envisions that the consultant will provide the following professional services; however, this list may not be all inclusive. The Village is relying on the consultant to provide a brief approach to the project as part of their submittal. 1. Review of Bidding/Contract Documents and Engineering Drawings; 2. Attend an IDOT preconstruction meeting and any needed local preconstruction meetings with all interested parties to discuss goals, objectives, and issues. Submit meeting minutes for review and approval; 3. Develop and distribute regular Project Notifications (letters to impacted residents, businesses, schools, refuse and delivery companies, etcetera) and answering of questions and resolving issues and concerns from impacted property owners; 4. Review of all submittals to ensure conformance with the requirements set forth in the Contract Documents and Engineering Drawings and obtain material acceptance certifications as materials are incorporated into the project; 5. Permits Coordination; 6. Set up and maintain files, field books, quantity books, diary, job box and all other forms of proper project documentation including CMMS 7. Verify Construction Layout Performed by Contractor; 8. Construction Inspection of all Contract Work to ensure improvements are constructed safely with minimal impact on the public and in accordance with the project specifications; 9. Utility Coordination (Nicor, ComEd, AT&T, Comcast, etc.) as needed; 10. Performance of Quality Assurance Material Testing in conformance with IDOT requirements for QC/QA Material Testing; 11. Enforcement of Stormwater Pollution Prevention Plan (SWPPP) to ensure compliance with IEPA NPDES Permit; 12. Ensure that Construction Completion Schedule is adhered to; 13. Conduct Bi-Weekley Construction Progress Meetings; 14. Provide Weekly Progress Updates to Village Staff; 15. Review/Process Pay Estimates; 16. Develop and Process Change Orders as necessary including Final Balancing Change Order; 17. Perform final inspection and complete final punch list; 18. Field Office: Engineer's Field Office Type A (D1) will be provided by contactor. 19. Provide (1) electronic copy of the As-Built Topographical Survey and Engineering Drawings Detailing the “As-Built” conditions, 20. Close out project with IDOT within a reasonable time frame after all construction is completed. SELECTION CRITERIA AND WEIGHTING The selection criteria and weightings for project selection are as indicated below:  Technical Project Approach (10%)  Firm Experience (15%)  Specialized Experience (15%)  Staff Capabilities (Prime/Sub) (20%)  Workload Capacity (10%) 24401 W. The SOQs will be reviewed, evaluated, and scored using the criteria and weights defined above. The SOQ will be used by Village staff to select the three most qualified consultants. All consultants who submitted qualifications will be notified when the results are completed, along with the top three firms and their overall scores. Additional results and scoring breakdowns will not be provided. The top ranked firm will be notified and a final scope and hours will be negotiated. If an agreement cannot be reached with the top ranked firm, the Village will start negotiations with the next highest ranked firm. The engineering agreement format will be Cost Plus Fixed Fee in accordance with IDOT requirements. TERMS OF CONTRACT The Village reserves the right to reject any or all submittals, or any part thereof, as in its sole judgment will best serve the interests of the Village. The Village reserves the right to extend the response period for any reason, including but not limited to, requiring Consultants to supply further information, to conduct interviews for the purposes of further evaluating submittals, to revise the scope of work, or to solicit additional submittals from other Consultants. The selected consultant’s contract will utilize standard IDOT Contract for Cost Plus Fixed Fee (CPFF). No contract documents are to be submitted with this proposal, contract and negotiations will begin after the selection of the consultant. Negotiations will begin with the most highly qualified firm. If an agreement cannot be reached with the most qualified firm, negotiations will be terminated with that firm and the Village will undertake negotiations with the next most qualified firm. The selected Consultant and each professional consultant working on their behalf shall purchase and maintain during the life of this Contract insurance coverage that will insure them to the Village's satisfaction against claims and liabilities that could arise because of the execution of the Contract. Such policies shall name the Village as additional insured as appropriate. All of the reports, information, or data prepared or assembled by the Consultant under the resulting contract are confidential, and the Consultant agrees that said reports, information, or data shall not be made available to any individual or organization without prior approval of the Village.
