BOARD OF HEALTH MEETING
TUESDAY, JUNE 21, 2011 AT 7:00PM
TOWN HALL, ROOM A
Present: Lem Skidmore, Vice Chairman, Keith Johnson, Dr. Mary Chaffee, Dr. Jose Fernandez, Nancy Ellis Ice,
Health Director and Tammi Mason, Senior Department Assistant
The Vice Chairman made an announcement that the meeting was not being taped or recorded and asked if
anyone else was doing so. No one in the room was taping or recording.
1. Lyme Disease presentation with Larry Dapsis, Cape Cod Cooperative Extension
Mr. Dapsis gave an overview of the program. It is divided into two sections, research and outreach. He spoke
about handouts that they have (The Health Dept has these in their office). He spoke about the deer stations
that they have on the cape that when a deer comes into feed from them, they are exposed to an insecticide,
which kills ticks instantly. There are about 42 stations around cape. He also recommended that people treat
their clothing with repellant and that there are places that sell clothing with repellant already in it.
2. Public Hearing on the proposed Recycling Regulation
A copy of the proposed regulation was sent out to all the licensed haulers in town and it was also published in
the paper.
Tammi Mason spoke about questions she had received from the public on this. Part of the problem is that the
regulation is written like the Brewster Landfill accepts trash from the private haulers, which it doesn't. Shawn
Delude, Nauset Disposal told the Board that he already mandates recycling for his customers. He also talked
about the issue with the Landfill. Robert Coffin, Coffin & Son's, handed out a long list of questions that he had
for the Board.
Kevin Pooler and Meg Morris from the Recycling Committee were present. They both thought it would be
appropriate to bring the proposed regulation back to their Committee to take a look at it again and change the
way it is worded.
Motion: MC-withdraw the proposed regulation to return it to the Recycling Committee for further
action. KJ seconded. 4 yes.
3. VNA-approval of contract for FY2012
Mary Devlin, Public Health Nurse and Kathy Berry-McDonagh, Contracts Coordinator were present to answer
questions about the proposed contracts. JF had questions about the insurance and indemnity issues. Mary
Devlin stated that she could not answer them and would have to refer the questions to VNA's Attorney.
Motion: JF-approve the contract. KJ seconded. 4 yes.

4. The Building Inspector-discussion on failure to test and exceedence of DEP's I/A requirements at 17
Russell's Path.
No one showed for this. NI will get in contact with him and reschedule.
5. Continued discussion of I/A systems
Noted.
6. Discussion on Mercury in Ponds
Chris Miller was present for this discussion. JH asked about posting of signs at the ponds. NI stated that back
in 2008 the State issued a Fish Consumer Advisory and asked if we would post it at Bakers Pond and Sheep
Pond.
CM stated that the State does test certain ponds and they do issue advisories for those ponds and they have a
general advisory about consuming fish.
Motion: MC-post advisory signs at named beaches (areas where there is identified public access) with
specific items to Bakers Pond. KJ seconded. 4 yes.
7. Discussion on Cyanobacteria at Walkers Pond
There was a brief discussion on this issue.
8. Discussion on Carson's Path and Planning Board requirement for I/A systems
This was only an FYI.
9. Discuss complaint on dogs at Drummer Boy Park&Animal Waste Removal Regulation
LS read the complaint that was submitted. Peter Johnson, citizen spoke about the Dog Committee and where
they were headed with their discussions. He stated that they were leaning towards having the park be behind
the Police Station.
MC spoke about the lack of enforcement and about signage.
John Dickson, Selectmen Liason thought that the signs that were put up should be educational.
CM spoke about his view on things.
The Board asked that the Police Chief be invited to the next meeting to discuss the issue of enforcement.
The Board agreed to move ahead with new signs.
Motion: KJ-given that animal waste is a significant health hazard in Brewster as evidenced by public
beach closures due to animal waste, the Board of Health supports the establishment of a single
use dedicated dog recreation area in a low sensitive area and also stricter enforcement of

existing regulations. MC seconded. 4 yes.
10. Discuss Pet's Banned from Beaches regulation
This was discussed under #9.

Bills to be paid were signed by the Vice Chairman
John Dickson asked that he be put on our email list.
A suggestion to have extra agendas at the meeting was made.
NI spoke about the July 19, 2011 meeting. The Board agreed that there will not be one.
