Gabrielle Sakolsky-Cape Cod Mosquito Control Project presentation GS gave a power point presentation to the Board and talked about the program and what they did for control measures. She did tell the Board that homeowners can call if they are having problems and they will come out and do an investigation. 2. Discussion with VNA Attorney re: Contract No one showed up. NI said she would try and reschedule. JH suggested that Town Counsel look over the contract. 3. J.C. Ellis-Variance request for 216 Sheep Pond Drive JE stated that this house is being sold and the septic failed. It is about 150 feet away from the pond and is an existing 4 bedroom home. The following variances are requested: 1. SAS to be 256'from pond 2. No reserve area JE also stated that the water line will be relocated. Motion: LS- grant variances. KJ seconded. 5 yes. 4. Discussion with Police Chief regarding "Pet's banned from Beaches" regulation The Chief told the Board that the problem is the"warning" part of the signs. It has to be posted in a very obvious place and well seen from any entrance area. He asked why the dogs were banned seasonally, and asked about banning at Drummer Boy Park also. He felt that the regulations needed to be more consistent. Chris Miller, Natural Resource Director was present and made some suggestions about when to ban the dogs. There was discussion on "mean high tide"and where it starts with regards to the regulation. The Board agreed that education of the public was a key factor. W W W.TOWN.BREWSTER.MA.US BOH 7/5/11 Minutes `. Page 2 NI stated that she could ask to have Town Counsel make sure the signage was appropriate and maybe have a public hearing. The Chief asked that whatever signage the Board comes up with, if they could run it by him. 5. Ryan Scovil-Ocean Edge-discussion on failure to test pools Ryan Scovil was present as well as Michael Mederois who is the Club Manager at Ocean Edge. RS stated that he did have the test results and does not know why the BOH didn't receive them. MM stated that Enviro Tech had put the wrong name on the form so that when the BOH received it they wouldn't have known. There was discussion on the 7 pools at Ocean Edge that had to be shut down due to bad test results. They have cleared it all up and should be fine for the summer season. 6. The Building Inspector-discussion on failure to test and exceedence of DEP's I/A testing requirements at 17 Russell's Path A report was submitted. The Board asked that NI just keep an eye on things. 7. Discuss 98 Ebenezer Lane NI gave the new members an update on the situation. The Board asked that NI find out if the Town is going to put a lien on the house for non-payment of taxes. The Board asked that NI send a letter to Charlie Sumner explaining the issues and see what the Town can do. 8. Health Director's annual review JH will do the review and then new objectives can be done. NI gave an update of where she was with the last set of objectives. The Board will try and come up with some ideas for new objectives to discuss at the next meeting. 9. Minutes from June 7, 2011 Motion: LS-approve minutes as written. MC seconded. 5 yes. Bills to be paid were signed by the Chairman. NI spoke about the VNA and that they are purchasing flu vaccine. A joint clinic will be help on September 14, 2011. The Board also spoke about the letter from the County with regards to the underground oil storage tank. It is 28 years old and is the only active tank in Brewster. The Board asked NI to write a letter letting the BOS know that they are concerned. The Board asked that NI forward a letter with regards to the motion the Board made on dogs to Ed Lewis, Chairman of the Dog Park Committee and our Liason, John Dickson.
