BOARD OF HEALTH MEETING
TUESDAY, OCTOBER 18, 2011 AT 7:00PM

Present: Joanne Hughes, Chairman, Lem Skidmore, Vice Chairman, Mary Chaffee, Jose Fernandez, Nancy Ellis=Tce,
Health Director and Tammi Mason, Senior Department Assistant.
1. Bennett Environmental-continued variance hearing on 27 Captain Dunbar Road
This was put on the agenda for the November 1, 2011 meeting.
2. Continued discussion on Email from David Bennett re: Captain's Golf Course Turf Mgmt
There was no new information from David Bennett. Will discuss again at the November 1, 2011 meeting.
3. Discuss proposed variance application form
MC had some changes she proposed. Application form will be re-done with changes and brought back again for the next
meeting.
4. Discuss variance findings form
The Board looked at a few other Town's and agreed to use it for their variance applications.
5. Discuss a proposed Nitrogen Loading Regulation
The Board discussed this and decided that they would use the same as the Town of Dennis, which states that the PPM
must be at 5 and if that cannot be met, and I/A system must be put in.
Motion: LS-add this to Brewster's regulation, send to Town Counsel for review and have a public hearing. MC
seconded. 4 yes.
6. Discuss Town of Dennis Regulations for Subsurface Disposal of Sewage
This was discussed under #5
7. Discuss Town of Orleans Nutrient Management Regulations
This was discussed under #5
8. Discuss"Pets banned from beaches"regulation
MC suggested that more research should be done with regards to dates that are in the regulation. The Board thought
that because of the number of dogs and bathers and the change in temperature after the summer season was over that
the dates of May 1st— October 1st would be appropriate. It was brought up that enforcement shouldn't be limited to the
Animal Control Officer. The Board agreed to have some changes made to the regulation and bring it back again for
review.

Dogs at Drummer Boy Park was brought up. The Board asked that it be put on the next work meeting agenda. JH will
talk with the Dog Park Committee people.
9. Minutes from 9/6/11 meeting
The Board asked that the initial date of failure for 98 Ebenezer Lane be put into the minutes.
Motion: LS-approve minutes with change. MC seconded. 4 yes.
10. Minutes from 9/20/11 meeting
Motion: LS-approve minutes as written. MC seconded. 4 yes.
11. Minutes from 10/4/11 meeting
Motion: MC-approve minutes as written. JF seconded. 3 yes. LS abstained.
Bills were signed by the Chairman.
