AN ORDINANCE, establishing a special fund to be known
as the Stormwater Revenue Fund to be maintained on the books of
account of The Metropolitan St. Louis Sewer District for the
purpose of accounting for all revenues received by the District
from the Stormwater Service Charges.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. There is hereby created a special fund to
be known as the Stormwater Revenue Fund to be maintained by the
Director of Finance on the books of account of The Metropolitan
St. Louis Sewer District for the purpose of accounting for all
revenues received by the District from the Stormwater Service
Charges. All Stormwater Service Charges collected by the District
shall be credited to said Stormwater Revenue Fund and shall be
applied solely to pay the costs of operation (including billing,
administration and overhead), repair, maintenance, improvement,
renewal, replacement and reconstruction of the District's
Stormwater System.
Section Two. The Board of Trustees shall transfer
annually a portion of the monies credited in said Stormwater
Revenue Fund to the General Fund to fund the Stormwater System's
equitable share of the costs of billing, administrative and
overhead and the cost of operation and maintenance of the
Stormwater System. The amount of funds so transferred shall be
determined by the Board as part of its annual budget.
Section Three. The Board of Trustees shall transfer
annually a portion of the monies credited to said Stormwater
Revenue Fund to the Stormwater Replacement Fund and to the
Emergency Fund, respectively, to fund the repair, improvement,
renewal, replacement and reconstruction of the District's
Stormwater System. The amount of monies so transferred to each
fund shall be determined by the Board as part of its annual
budget.
The foregoing Ordinance was adopted June 16, 1993.
