PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Melanie Shirling, and Clerk Julie Hammond. ABSENT: Member Bette Lovinus. VISITORS: None. Chairman Garren welcomed everyone and Member Hobbs led with the Pledge of Allegiance. Minutes Approved: Member Shirling motioned to approve the Planning & Zoning (P&Z) Minutes of September 10, 2014 as written. Member Hobbs seconded the motion. All were in favor, motion carried. Bonneville County Area of Impact Agreement/Area of Expansion: Chairman Garren reported that Iona's City Council had agreed with the proposed impact area boundaries. Council's recommendations to add Bonneville County's RP Zone to Section 9 #4 and R-1.5 meeting City of Iona RT Zone requirements to Section 9 #10 of the Iona/Bonneville Impact Area Agreement were withdrawn after further investigation of the proposal. P&Z Member Hobbs reported that the City of Idaho Falls had sent a letter to the Iona Bonneville Sewer District (IBSD) stating that Iona's proposed boundaries would not be supported. Iona and IBSD would need to look at bringing the boundaries back in -line with supported services. Chairman Garren will draft a letter regarding the Impact Area Agreement with updated verbiage on Section 9 of the agreement. He will send to P&Z Members for review and comment, then to Council, and finally City Attorney Storer prior to presenting to Bonneville County. Reports Council suggested looking at Iona's R-A Zone in comparison to the R-1 Zone. P&Z asked for suggested recommendations. Training would be held on January 14, 2015 for both P&Z and Council during P&Z's regularly scheduled meeting. Chairman Garren suggested cancelling P&Z's December Meeting, everyone agreed. Member Hobbs would attend IBSD's next Planning & Zoning meting. Based on that exchange, I am okay not adding the R-1.5 on #10 of Section 9. Just wanted to make sure people knew. If need be, we can discuss again, but Dan has some valid points. Council just approved the direction of the Impact Area Boundaries and verbiage of the lona/Bonneville Impact Area Agreement. Please let me know if this has cleared things up.
