INITIATION:
1. Mayor Beckley called the regular meeting of the City Council
2. to order at 7:30 P. M. Invocation was given by Rev. Delwin
Thigpen of the First Methodist Church of Temple City, following
3. which the Mayor led the Pledge of Allegiance to the Flag.
4. ROLL CALL:

5. APPROVAL OF MINUTES:
A. Regular meeting of June 20, 1967.
Mayor Beckley corrected the second paragraph under item 5
to read, "Mr. Ted Stortz, Chairman of the 'Miss Temple City'
Committee of the Junior Chamber of Commerce." Councilman Briggs
moved to approve the minutes of June 20, 1967, as corrected,
Councilman Merritt seconded, and the motion was unanimously
carried.
B. Special meeting of June 29, 1967.
Councilman Harker moved to approve the minutes of the
special meeting of June 29, 1967, Councilman Tyrell seconded,
and the motion carried by the following vote:
AYES: Councilmen - Harker, Tyrell, Beckley
NOES: Councilmen -None
ABSTAINING: Councilmen - Briggs, Merritt, who were not in
attendance at the meeting.
PRESENTATION OF CERTIFICATE OF APPRECIATION FROM MARCH OF DIMES TO
THE CITY COUNCIL BY RALPH GUNST.
This presentation was held over until the regular meeting of
August 1, 1967.
7:30 P. M. PUBLIC HEARING: RALPHS INDUSTRIES, APPEAL FROM PLANNING
COMMISSION DECISION: Re conditions imposed.
City Manager Koski presented the appeal from Ralphs Industries
from the Planning Commisslon decision, Variance Case #67 -224.
Mayor Beckley declared the public hearing opened, and requested
the report from the Planning Director.
Planning Director Dragicevich reported to the Council that
a public hearing was held before the Planning Commission on
the above variance request. At that time the Planning Commis-
sion granted the zone variance request subject to conditions,
all of which were accepted by the applicant except three
conditions which resulted in the appeal now before the City
Council. The following are the unacceptable conditions:
1. Sub - section (c) of Section 2 of Resolution No. 67 -260PC
"that the applicant shall provide one additional covered
parking stall ";
2. Sub - section (d) of Section 2, same Resolution, "that the
applicant shall construct and install sidewalks and a
concrete driveway approach on Workman Avenue in accordance
with specifications of the Public Works Department ";
"That the buildings to be located upon subject property
shall be reconstructed as necessary to comply with all
applicable laws, including city ordinances."

The Planning Director advised under item 1 that the additional
required stall for parking would be attached to the prb:pos:e_d
garage and it was to be covered and enclosed. Also under item
3 that the duplex to be moved is a relatively new building but
the single family residence to be moved is an old building which
would have to be checked by the building inspector for plumbing,
wiring, fire walls, etc., and brought up to code. Councilman
Tyrell asked if this meant the entire building had to be brought
up to the present code and the Planning Director advised that
upon inspection only hazardous conditions regarding safety had
to be corrected.
Mr. John Barr spoke on behalf of the applicant and requested
the parking stall be covered but not enclosed under item 1,.
and under item 2 that they be allowed to submit a bond for
sidewalks in lieu of construction at this time in order to pre-
serve the trees, and that this construction and driveway approach
be constructed at the time the other properties adjoining con-
struct sidewalk. He also requested clarification of item 3 re-
garding reconstruction of the buildings to be located on the
property.
Mr. Joseph Rabb representing Ralphs Industries stated the owner
preferred not to have a car port or garage as it would leave
more open space for lawn and landscaping, but if required
would request a car port not enclosed. Also they request the
rear set back of 15 ft. be reduced to 10 ft. to allow more
open area.
Under item .2 the City Attorney was asked if "covered parking
stall" included under roof and enclosed. He advised that
covered would not include enclosure. Councilman Tyrell moved
that "covered" means roof only, Councilman Harker seconded,
and the motion carried unanimously.
Discussion followed regarding the required construction of .
sidewalks which in this case would not connect with any ex-
isting sidewalks. The Public Works Director_ advised he had
no objection to a bond being furnished in lieu of installa-
tion of sidewalks at the present time, the amount to be deter-
mined by the Public Works Department.
The Mayor asked if anyone else wished to speak for or against
the requests of the applicant and no one came forward to speak.
Councilman Tyrell moved to close the public hearing, Council-
man Briggs seconded, and the motion carried unanimously.
Councilman Tyrell moved that the Resolution of the Planning
Commission be adopted except that the requirement of a parking
stall be eliminated which would take care of the requested
change in rear yard setback, and that electrical corrections
be limited to hazardous and not necessarily brought to code
pursuant to inspection by the building department, hazards as
used here shall be determined by the building inspector subject
to appeal to the City. Council, and the sidewalk .re.q.uirement.be
waived and that the parties be required to execute an agreement
to include their property in any petition presented concerning
construction of sidewalks, Councilman Harker seconded the
motion, and the motion was carried by the following roll cal.1

The City Manager asked the applicants if waiting until adoption
of a Resolution by the Council at the August 1 meeting would
be a problem in the development, and was advised it would delay
them.

City Attorney Martin advised the Council resolution would read
the same as the resolution of the Planning Commission with the
changes noted here and read title to Resolution No. 67 -764

Mayor Beckley declared the public hearings opened.
Public Works Director presented the proposed assessments and
recommended the properties be so assessed.
The Mayor asked if anyone wished to speak for or against these
proposed assessments.
Mrs. Mack, 9079 Woolley St., stated she had circulated. the
original petition and that the costs were much greater than the
estimates. Also that Mr. Ochinto, the contractor at that time,
gave them a figure of $2.50 per ft. The petition was signed and
turned in in June of 1966 and the work was done in June of 1967
and by the Road Dept. of the County, and the billing from the
City was a much larger amount .
The Public Works Director advised Mr. Ochinto had gone out of
business, and the petitioners had not had the work done during
the 60 days following Council approval so the City constructed
the project at a cost to the property owner of $2.65 per ft.
plus $44. for driveway approaches, which is a separate item.
He also advised that the code says any time curb and gutter is
put in that driveway approaches are to be put in.
Mrs. Mack, stated they were not notified, nor were they asked
if they wanted driveway approaches but they were put in.
Following considerable discussion Cbunalmath Ty re;l,l, ;moved. to
continue the public hearing on Item C to the next. Council
meeting on August 1, 1967, at 7:30 P. M., Councilman Harker
seconded, and the motion. carried unanimously.
Councilman Briggs. moved to close the public hearing on items
A and B, Councilman Harker seconded, and the motion carried
unanimously.

Councilman Briggs moved to approve the assessments and direct
that the properties be so assessed, Councilman Merritt seconded,
and the motion carried unanimously.
7:30 P. M. PUBLIC HEARING: PROPOSED CHANGE OF ZONE FROM C -M TO C -2
The City Manager presented the proposed change of zone for
Lots 1 - 21 inclusive on the north side of Las Tunas Dr.
from C -M to C -2, Tract #8526, Oak to Cloverly
Mayor Beckley declared the public hearing opened.
The Planning Director stated this area contains 1.96 acres,
and this zone change is recommended by the Planning Commission
to comply with present zoning in the surrounding areas. The
existing lumber yard would be a non - conforming use and not
subject to abatement unless an abatement date is set. The
intention of the Planning Commission was to prevent incorporat-
ing other uses not compatible to the area.
The Mayor asked if anyone in the audience wished to speak for
or against this, proposed . zone change. No one came forward to
speak.
Councilman Merritt moved to close the public hearing, Councilman
Briggs seconded, and the motion carried unanimously,
Councilman Merritt moved to instruct the City Attorney to prepare
an ordinance changing the zoning on the subject property from
C -M to C -2, Councilman Harker seconded, and the motion was un-
animously carried.
6. ORDINANCE NO. 67 -239: Urgency Ordinance, extending Ordinance
No. 67 -233 from August 1, 1967, for an additional 90 days.
City Attorney Martin presented Ordinance No. 67 -239 AN ORDI-
NANCE OF THE CITY OF TEMPLE CITY EXTENDING ORDINANCE NO. 67 -233.
As this extends the interim zoning on the properties considered
in the public hearing for zorte change from C -M to C -2, Councilman
Merritt moved to close the public hearing, Councilman Briggs
seconded, and the motion carried unanimously. Councilman Merritt
moved to adopt Ordinance 67 -239 as an urgency ordinance, Council-
man Harker seconded, and the motion carried unanimously.
7. ORDINANCE NO. 67 -237: 2nd read. Curfew Ordinance.
City Attorney Martin presented Ordinance No. 67 -237 AN ORDINANCE
OF THE CITY 'OF TEMPLE CITY AMENDING SECTION 4242 OF THE TEMPLE
CITY MUNICIPAL CODE, ESTABLISHING A JUVENILE LOITERING LAW APPLI-
CABLE TO-PERSONS UNDER THE AGE OF EIGHTEEN YEARS. Councilman
Merritt moved to waive further reading and adopt Ordinance No.
67 -237, Councilman Harker seconded, and the motion was unani-
mously carried.
8. ORDINANCE NO. 67 -238: 2nd read. Comprehensive zoning ordinance.
City Attorney Martin presented Ordinance No. 67 -238 AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ADOPTING COMPRE-
HENSIVE ZONING REGULATIONS FOR SAID CITY. Councilman Merritt
moved to waive further reading of Ordinance No. 67 -238 and to
adopt, Councilman Harker seconded, and the motion was unanimously
carried.
NEW BUSINESS:
9. ORDINANCE NO. 67 -240: 1st read. Re Shopping Carts.
City Attorney Martin presented Ordinance No, 67. -240 AN ORDINANCE
OF THE CITY OF TEMPLE CITY ADDING SECTION 4276 TO THE TEMPLE CITY
MUNICIPAL CODE RELATING TO SHOPPING CARTS. Following considerable
discussion as to the merits of the ordinance Councilman Harker
moved to waive further reading of Ordinance No. 67 -240, Council-
man Merritt seconded, roll call vote as follows:

ABSENT: Councilmen -None
The City Attorney advised the vote not being unanimous required
the reading of the ordinance in full. Councilman Tyrell changed
his vote to "AYE" so the ordinance would not have to be read in
full.
As this was the first reading no further action was taken.
10. RESOLUTION NO. 67 -756: Setting No Tax Rate for fiscal year 1967 68
City Manager Koski presented Resolution :No. ....67- 756.A RESOLUTION
OF THE CITY COUNCIL OF THE .CITY OF TEMPLE CITY INDICATING NO
CITY TAX "RATE FOR THE FISCAL YEAR .1967- 68....Councilman Merritt
moved to adopt Resolution No. 67 -756, Councilman Briggs second-
ed and the motion was unanimously carried.
11. PARKS & RECREATION COMMISSION RECOMMENDATIONS:..
A. Recommend "Religious and" be.stricken from.the last.sentence
of page 2 of Schedule of Fees and Charges of the Temple City
Department of Recreation
Recreation Director Kobett presented the above. recommendation.
Considerable discussion followed. Councilman Tyrell felt if
opening the door to religious it would also have to be opened
to political, and the minimum charge is a safeguard to many
things. Councilman Tyrell moved to deny the recommendation,
Councilman Merritt seconded, and the motion carried by a
unanimous vote.
12. REVIEW OF BIDS FOR CONSTRUCTION OF TENNIS COURTS AND AWARD OF
BID.
The Public Works Director advised the bid opening on the above
project was at 10 A. M. on July 17, and three bids were received
as follows:
Norman Phillips $38,699.00
R. E. Job Construction Co. 40.,89.4.0.0
Ben F. Smith 41,680.00
He advised the qualifications c a l l l..for..5 year_s work. on . tennis
courts or comparable work and Mr. Phillips has been ...licensed
for three ..years and did business as Hahn Constr.uction, Co.. for
eighteen years . Mr.. Smith's references .. were checked and he
was given an outstanding recommendation. Also Ben Smith, the
highest bidder indicated Mr. Phillips would do a fine job.
Based on this information he recommended the contract be
awarded to the low bidder,.. Norman Phillips.
Mr. Krelle of Krelle & Lewis, Engineers, who drew up the plans
and specifications, stated that the qualifications for this
project were very rigid and in analyzing the qualifications as
submitted by the two low bidders they felt the low bidder did
not meet the specified requirements, but the second bidder did
qualify, and recommended the low bid be rejected for this reason
and the contract be awarded to R. E. Job Construction Co..
Discussion followed regarding the surface of the tennis courts
and Mr. Phillips agreed that any way the Council wants it
finished is the way it will be done. It was suggested that
during construction the Council inspect the surface and if not
what they want they could inspect a tennis court done in the
manner they desire and Mr. Phillips can then duplicate it, to
which Mr. Phillips agreed.
The City Manager advised there was enough savings in the appro-
priated amount to cover the expense of the nets, back -drop, etc.
which can be purchased through the City Hall.
Following considerable discussion Councilman Merritt moved to
accept the recommendation of the low bidder, Norman Phillips
Construction Co., and that he be awarded the bid, Councilman

Briggs seconded and the motion carried unanimously.
13. REVIEW OF BIDS FOR CONSTRUCTION OF CURB & GUTTER, & DRIVEWAY
APPROACHES, SIDEWALK & PREMIX PAVEMENT, & RELATED WORK FOR
ONE YEAR PERIOD ENDING JUNE 30, 1968, AND AWARD OF CONTRACT
The Public Works Director advised two bids had been received,
one of which was clocked in at 10:01 A. M. on July 17, with
scheduled opening at 10:00 A. M. The City Attorney has indicated
since no bids were opened on this project until 10:20 A. M.
that this would be no problem. The Public Works Director
recommended the bid be awarded to D. & G. Construction Co.
of Azusa, the low bidder.
Councilman Tyrell moved to accept the bids and to award the
contract to D. &,.G. Construction Co., and to instruct the
City Attorney to prepare the contract, Councilman Harker second-
ed the motion, and it was carried unanimously.
14. AGREEMENT BETWEEN CITY AND COUNTY FOR RECREATION PROGRAM FOR
1967 -68 FISCAL YEAR, EMPEROR SCHOOL, $2250.
Recreation Director Kobett presented the above agreement for
the coming fiscal year, which is the same as presented last
year, and recommended approval. Councilman Tyrell moved to
approve the agreement and to authorize the Mayor and City Clerk
to sign on behalf of the City, Councilman Briggs seconded, and
the motion carried unanimously.
15. INITIATE PROCEEDINGS FOR GRANTING OF A 40 YEAR FRANCHISE TO
SOUTHERN CALIFORNIA WATER CO.
Public Works Director Pizzorno advised a request had been re-
ceived from the Southern California Water Co. for a forty year
franchise, and that he and the City Attorney had studied this
and it was being presented to the Council for consideration.
Discussion followed regarding the length of time requested,
what improvements would be made to upgrade existing conditions
and to better meet Fire Department standards. It was agreed
to hold this over for a study session and in the meantime to
get a report from the Fire Dept. and any other information that
can be used.
16. APPROVAL OF FLOOD CONTROL PROJECT FOR RECONSTRUCTION OF
DAMAGED CHANNEL "ARCADIA WASH" AT DAINES DRIVE
Public. Works Director Pizzorno presented the request from the
Flood Control District and recommended the City Council approve
the specifications, and authorize the Flood Control District
to proceed with the construction as described in the specifica-
tions, and to grant permission to occupy and use the public
streets in the City of Temple City to construct, operate and
maintain said installation.
Councilman Tyrell so moved in accordance with the recommenda-
tion, Councilman Briggs seconded, and the motion was unani-
mously carried.
17. TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of July 5, 1967.
A. Item 7. La Rosa Dr. & Agnes Ave. - "Dip" signs.
Recommend placement of "DIP" signs on La Rosa Dr. at east
and west approach to Agnes Avenue.
Traffic Engineer Envall presented the above recommendation.
Councilman Merritt moved to approve, Councilman Tyrell second-
ed, and the motion carried unanimously.

B. Item 10. Baldwin Ave. - Median Island Signing.
Recommend that median island street name signs be placed
at approaches to Olive St., La Rosa Ave., and Lower Azusa
Rd. for southbound Baldwin Ave. traffic, and for northbound
Baldwin Ave. traffic at La Rosa Ave., Olive St., Broadway,
and Live Oak Ave., at an approximate cost of $525.
Traffic Engineer Envall presented the above recommendation.
He advised they would be about 62 ft. tall with green background.
Discussion followed and it was brought out that the streets were
signed on the cross streets. Councilman Tyrell moved to deny
the recommendation, Councilman Briggs seconded, and the motion
was unanimously carried.
C. Item 11. Broadway at Baldwin Ave. Additional Regulations.
Recommend intersection at Baldwin & Broadway be upgraded
with placement of "stop ahead" pavement markings approxi-
mately 300 ft. west of Baldwin on Broadway. Also W -21R
9 unit reflector be placed on the existing one -way sign post.
Traffic Engineer Envall presented the above recommendation.
Councilman Tyrell moved to grant, Councilman Harker seconded, and
the motion carried unanimously.
18. PLANNING COMMISSION RECOMMENDATION: Meeting of April 25, 1967.
A. Recommend Ordinance relating to Minor Land Subdivisions
be adopted simultaneously with the revised zoning ordinance.
(Ordinance No. 67 -242)
Planning Director Dragicevich presented the above recommendation.
He explained this ordinance was to simplify procedures for minor
land subdivisions.
City Attorney Martin read title to Ordinance No., 67 -242 AN
ORDINANCE OF THE CITY OF TEMPLE CITY ADDING CHAPTER 3 TO
ARTICLE IX OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO MINOR
LAND SUBDIVISIONS. Councilman Tyrell moved to waive further
reading of Ordinance No. 67 -242, Councilman Merritt seconded,
and the motion carried unanimously.
As this was the first reading of the ordinance no further action
was taken.
19. RESOLUTION NO. 67 -757: Warrants & Demands
City Manager Koski presented Resolution No. 67 -757 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS
AND. DEMANDS IN THE SUM OF $139,181..10, DEMAND NOS. 9790 THROUGH
9876. Councilman Tyrell moved to adopt Resolution No. 67 -757,
Councilman Harker seconded, and the motion was unanimously
carried.
20. COMMUNICATIONS:
The City Manager presented an application from the United Crusade
for a permit for charitable solicitation from Sept. 15 to Dec. 15.
Councilman Tyrell moved to grant, Councilman Merritt seconded,
and the motion carried unanimously.
The City Manager presented a request for a charitable solicitation
permit from the Boys Christian League for solicitation of adver-
tising. Councilman Tyrell moved to grant, Councilman Harker
seconded, and the motion carried unanimously.
The City Manager presented a request from the Merchants Committee
of the Chamber of Commerce,.. to hold a sidewalk sale August 12,
and for "No Parking" signs to be installed from Primrose to
Camellia on Las Tunas on that date. Councilman Tyrell moved to
approve, Councilman Briggs seconded, and the motion was unanimous-
ly carried.

21. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mrs. Madeline Cerneli, 6138 Kauffman Ave., advised a tree on
her property should be removed as the roots had gone into the
sewer line and turned up the driveway. She requested the City
to remove the tree.
Following discussion Councilman Tyrell moved that if Mr. Ristow,
the Park Superintendent, and the Public Works Director inspected
the tree and felt it should be removed that a permit be granted
to Mrs. Cerneli to remove the tree at her expense, Councilman
Briggs seconded, and the motion carried unanimously.
22. MATTERS FROM CITY OFFICIALS:
At this time the Public Works Director introduced his Secretary,
Judy Fleming, to the City Counci11.
Public Works Director Pizzorno brought up the removal of trees
on the west side of Temple City Blvd. in connection with the
sidewalk installation, and was advised the Council already had
approved the sidewalk project. This project is to be completed
before school starts. The re- planting of the trees will begin
in Sept., also for Baldwin Ave., and Double Dr.
The Public Works Director presented a set of specifications for
an aerial ladder and proposals for a lump sum purchase or a
lease price. He recommended the Council waive going to bid as
the lease purchase expenditure is less than $2500., and the
rental would be less than payments. Councilman Tyrell moved
to waive going to bid, Councilman Briggs seconded, and the motion
carried unanimously.
Following discussion it was decided to hold further action on
the aerial ladder over for further consideration at a study
session.
City Manager Koski presented an Agreement between the Temple
City Unified School District, the City of Temple City, and
Daniel, Mann, Johnson & Mendenhall, Architects,to provide a
plot plan and comprehensive written report for use of existing
facilities on the Longden Elementary School Area for City -
School use. He requested Council approval and authorization
for the Mayor and City Clerk to sign the Agreement. Councilman
Tyrell so moved if the contract is approved by the City Attorney,
Councilman Harker seconded, and the motion carried unanimously.
City Attorney Martin presented Ordinance No. 67 -243 AN ORDINANCE
OF THE CITY OF TEMPLE CITY AMENDING SUBSECTION (b) OF SECTION
3115 OF THE TEMPLE CITY MUNICIPAL CODE RELATING TO FIREWORKS
PERMITS. Councilman Tyrell moved to waive further reading of
Ordinance No. 67 -243, Councilman Briggs seconded, and the motion
carried unanimously. No further action was taken as this was
the first reading of the ordinance.
City Manager Koski presented Resolution No. 67 -760 A.RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING
TEMPORARY EMPLOYEE (Recreation Dept.) Councilman Tyrell moved
to adopt Resolution No. 67 -760, Councilman Merritt seconded,
and the motion was carried unanimously.
The City Manager presented Resolution No. 67 -761 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY APPOINTING PER-
SONNEL (Custodian- Caretaker). Councilman Tyrell moved to adopt
Resolution No. 67 -761, Councilman Briggs seconded, and the motion
was unanimously carried.

The City Manager presented Resolution No. 67 -762 A RESOLUTION

to adopt Resolution No. 67 -762, Councilman Merritt seconded, and
the motion was unanimously carried
City Manager Koski presented Resolution No. 67 -758 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY COMMENDING THE
Temple City Lions Club. Councilman Briggs moved to adopt
Resolution No. 67 -758, Councilman Tyrell seconded, and the
motion was carried unanimously. A copy of this Resolution will
be sent to the Lions Club.
The City Manager presented Resolution No. 67 -759 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY EULOGIZING
RONALD L. LAKE, AND EXPRESSING CONDOLENCES TO HIS FAMILY.
Councilman Tyrell moved to adopt Resolution No. 67 -759 and
to send an executed copy to the parties involved, Councilman
Briggs seconded, and the motion carried unanimously.
City Manager Koski presented Resolution No. 67 -763 A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY EULOGIZING CRAIG
R. SCHOENBAUM, U. S. ARMY, AND EXPRESSING CONDOLENCES TO HIS
FAMILY. Councilman Tyrell moved to adopt Resolution No. 67 -763
and to send an executed copy to the parties involved, Councilman
Merritt seconded, and the motion was unanimously carried.
City Attorney Martin presented Ordinance No. 67 -244, an urgency
ordinance, to extend Ordinance No. 67 -232, AN ORDINANCE OF THE
CITY OF TEMPLE CITY EXTENDING ORDINANCE NO. 67 -232 for an addi-
tional 90 days. Councilman Tyrell moved to adopt Ordinance No.
67 -244, Councilman Merritt seconded, and the motion carried un-
animously.
The City Manager advised Mr. Shook had removed his dogs, retaining
only 3 adult animals and one puppy, so now does not have to meet
kennel requirements.
City Manager Koski also advised Mr. Shaw had filed plans with
the building department and with a few minor changes he will
be issued a building permit.
Councilman Tyrell asked about the plaque and was advised the
recommendation was in the circulate file and had been recommended
for a study session.
Also the Council set the policy that nothing is presented to the
City Council that has not been first cleared with the City Manager.
Mayor Beckley asked about the entrance signs and the Public Works
Director advised there will be a report on that at the next Coun-
cil meeting.
Councilman Tyrell advised the officer in school program will be
implemented to start in Sept. Also that he had comments from
four cities concerning this and our leadership in the program.
Mayor Beckley stated it was a continuation of the program
Councilman Tyrell started last year with the Younger group and
sessions with the District Attorney at U. C. L.' A. The Mayor
advised the students are anxious to establish liason between
the City government and the student body, and a program is being
worked out for the coming year. Councilman Tyrell advised the
District Attorney Youth Council is now structured at various
levels. Also they are holding a big dance in August at the
Palladium and he will be representing the City and the County.
Councilman. ty_r.e.l l asked the ...City Manager .. i f he had ..received the
Civil Defense plan for Security discussed by the Traffic Commis-
sion. The City Manager advised they had a study session and

a security plan, and formed a committee to coordinate this
with the total Civil Defense structure. This was only consid-
ered at a study session and never at a public session and is
to be further refined by the Committee with idea of implement-
ing it into the over -all plan. Councilman Tyrell felt this
should be carried out without delay as there could be a
large disaster and we are not prepared for it.
Councilman Merritt advised he had suggested Mrs. Cerneli
present her request about the tree removal to the Council
as in talking to her she intimated she would not be heard.
Also publication notices will be furnished the City Attorney
for future meetings.

Councilman Merritt moved to adjourn, Councilman Tyrell second-
ed, and the motion carried unanimously. Council adjourned at
10:15 P. M. Next regular meeting of the City Council on
August 1, 1967 at 7:30 P. M. in the Council Chambers of the
City Hall, 5938 Kauffman Ave., Temple City.
