O R D I N A N C E NO. 10072
AN ORDINANCE, making appropriations for current expenses of the District,
the Wastewater Revenue Fund, the Stormwater Revenue Fund, the General Fund, the
Emergency Fund, the Improvement Fund and the Mississippi River Subdistrict for the fiscal
year beginning July 1, 1997 and ending June 30, 1998, not including sums hereby set apart
for and transferred to special funds, amounting in the aggregate to One Hundred Million Forty
Thousand Nine Hundred Ten Dollars ($100,040,910.00), which sum is hereby appropriated
from the general and special funds named to fund meter installation loans and to pay interest
falling due on bonds issued and the principal of bonds maturing in such year, the costs of
support, operation, and maintenance of the District and its various Subdistricts, and
emergencies.
BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE
METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The remaining fund balance of the Wastewater Revenue Fund
after all revenues are billed and transfers are made, which is estimated to be Eighty-six Million
Two Hundred Sixty-nine Thousand One Hundred Dollars ($86,269,100.00) is hereby
appropriated and transferred from the Wastewater Revenue Fund to the General Fund of the
District for the support, operation and maintenance of the several departments, Board, Civil
Service Commission, and other lawful activities of the District for the fiscal year beginning July
1, 1997, and ending June 30, 1998.
Section Two . The remaining fund balance of the Stormwater Revenue Fund
after all revenues are billed and transfers are made, which is estimated to be One Million Two
Hundred Twenty-five Thousand Two Hundred Dollars ($1,225,200.00) is hereby appropriated
and transferred from the Stormwater Revenue Fund to the General Fund of the District for the
support, operation and maintenance of the several departments, Board, Civil Service
Commission, and other lawful activities of the District for the fiscal year beginning July 1,
1997, and ending June 30, 1998.
Section Three . There is hereby appropriated and set apart out of the General
Fund of the District the sum of Ninety-four Million Four Hundred Seventy-three Thousand Five
Hundred Sixty Dollars ($94,473,560.00) for the support, operation and maintenance of
several departments, Board, Civil Service Commission, and other lawful activities of the District
for the fiscal year beginning July 1, 1997, and ending June 30, 1998 as hereinafter detailed:

DISTRICT OPERATING BUDGET TOTAL $94,473,560.00
Section Four. For the purpose of meeting the costs of repairing, rehabilitating
and replacing the District's Wastewater System, there is hereby appropriated and transferred
from the Wastewater Revenue Fund to the Sanitary Replacement Fund the sum of Thirty
Million Five Hundred Twenty-nine Thousand Dollars ($30,529,000.00).
Section Five. For the purpose of appropriating and making funds available for
any emergency that may occur throughout the District, there is hereby appropriated and
transferred from the Wastewater Revenue Fund to the Emergency Fund the sum of Seven
Hundred Fifty Thousand Dollars ($750,000.00).
Section Six. For the purpose of providing for emergency work or repairs
requiring prompt attention there is hereby appropriated and set apart out of the Emergency
Fund the sum of Two Hundred Fifty Thousand Dollars ($250,000.00) for use by the
Executive Director in contracting for emergency work or repairs in accordance with the
requirements of Section Three of Ordinance No. 164, as adopted November 4, 1957, as
amended May 26, 1958 by Ordinance No. 199 and as amended June 3, 1961 by Ordinance
No. 569.
Section Seven. For the purpose of meeting the costs of infrastructure
maintenance repairs throughout the District, there is hereby appropriated and transferred from
the General Fund to the Improvement Fund the sum of Three Million Dollars
($3,000,000.00).
Section Eight. The sum of One Hundred Fifty Thousand Dollars ($150,000.00)
is hereby appropriated from the Improvement Fund for the District's interest-free loan program
for the installation of water meters for unmetered residential property for the fiscal year
beginning July 1, 1997 and ending June 30, 1998.
FROM MISSISSIPPI RIVER SUBDISTRICT PRINCIPAL AND INTEREST FUND
Section Nine. For the purpose of providing for the support of the debts of the
Mississippi River Subdistrict of The Metropolitan St. Louis Sewer District for the fiscal year
beginning July 1, 1997 and ending June 30, 1998, there is hereby appropriated and set apart
out of the Mississippi River Principal and Interest Fund the sum of Two Million One Hundred
Sixty-seven Thousand Three Hundred Fifty Dollars ($2,167,350.00) for interest due August
15, 1997 and February 15, 1998, principal due February 15, 1998, and expenses incidental
thereto on Ten Million Six Hundred Forty-five Thousand Dollars ($10,645,000.00) par value
outstanding bonds issued under and pursuant to Ordinance No. 8401, adopted June 19, 1991.

Section Ten. This ordinance, being an appropriation ordinance, shall take effect
