November 6th, 2004 — Parks and Recreation Department — 6:00 PM
L ROLL CALL AND CALL TO ORDER
Kevin Briem, John Rygh, Scotty Davenport and Ron Rooth were present, Pat Hill, Dave
Faurot and Mike Lenzi were absent.
II. INTRODUCTION OF GUEST
WAAF and John Shott were present to listen and give input about Riverfront Park
Carol Coyle was present to inform the Committee about the Land and Water Grant and
opportunity for a CCC worker statue being placed in the Parks.
III. OLD BUSINESS
PARKS
a.) Brownsfield Site Assessment Plan
Informed the Committee that we have heard about Phase II Brownsfield Site Assessment.
DEQ has informed us that Riverfront will not need any cleanup. We are waiting for the
final letter from DEQ about Phase II.
b.) Riverfront Park.
1) Land and Water Grant.
Carol Coyle (grant writer for the city) has informed the Committee that there is a
Land and Water Grant opportunity next year for Riverfront Park. This would be a Phase
I project to help kick start Riverfront Park. This grant will be available next January.
2) Next Steps?
I have asked the Committee to help with the next steps for Riverfront Park. We
quickly laid out a plan. Ron Rooth says the important part is a Master Plan. The
plan is as follows.
1. Wait and hear from DEQ that Phase II is completed.
2. Inform the public with a front page article about the clean up at Riverfront
Park.
3. Start the Master Plan.
Include what we want at the site first.
Have a discussion meeting about what we want at Riverfront Park
In January have a presentation ready for the public and let the public
inform us with what they want.
Get the public to attend by articles in the paper
Email and post office
c.)
By June have enough information ready to give to City Council for
budgeting purposes. Carol Coyle has give suggestion that we may contact Dennis
Coyle to help with getting public involvement to attend the meeting.
3) Work with Jon Rygh on an easement with the Forest Service for the 5 acres
that are attached to Riverfront Park.
Community Enhancement Grant
Carol Coyle informed the committee that we have received a $5000 Community
Enhancement Grant for improvements at Rotary Park. The committee would like
me to contact Rotary Club to help them follow through on their commitment of
cleaning up Rotary Park. I will work with Monica (Parks Supervisor) to get this
in motion.
IV. NEW BUSINESS
PARKS
a.) Brown Park Fish Pen Docks.
Informed the committee of our next steps for the Fish Pens Docks.
We will keep the current location of the docks and amend the City Code.
b.) Snowmobile
Informed the Committee that the Snowmobile needs a new engine. I am waiting
to here back from Harry's Dry dock for prices.
c.)
Rotary Lawn mover
Informed the committee that we are almost down with the estimates for the
Rotary Lawn Mover and will have it for snow removal this winter.
RECREATION
a.)
After School Program
The Program is almost over and has been very successful. However, we are have
lost some participation due to Heartland Gymnastics After School Program.
b.) Astronomy
Astronomy has begun. We have 10 participants ranging in ages from 17 to 60.
We are happy with the outcome and hope to run at least two programs a year and
expand into geology backpacking trips and more.
c.)
Swimming Lessons.
We have 15 kids this year and are a little down from this summer probably due to
it being winter. We will run another class this March or April.
d.) Youth Movie Night
Youth Movie Night has been a success with 20 participants each class. We have
struggled with spilling of drinks and not returning the projector in time. We will
fix all of these problems and look forward to continuing this program and expand
into teenage nights.

December 14th at 6 p.m. at the McCall Parks and Recreation Department.
