CITY OF TEMPLE CITY
TEMPLE CITY CALIFORNIA
AUGUST 1, 1967.
INITIATION:
1. Mayor Beckley called the regular meeting of the City Council
2. to order at 7:30 P. M. Invocation was given by Rev. Wm. W.
Gresham of the Church of Christ of Temple City, following which
3. Mayor Beckley led the Pledge of Allegiance to the Flag.
4, ROLL CALL:
PRESENT: Councilmen- Briggs, Harker, Merritt, Tyrell, Beckley
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pi zzorno'
5. APPROVAL OF MINUTES: Regular Meeting of July 18, 1967.
Councilman Briggs moved to approve the minutes of the regular
meeting of July 18, 1967 as written, Councilman Harker second-
ed, and the motion was unanimously carried.
PRESENTATION OF FOREIGN EDUCATORS IN THE VOLUNTEERS TO AMERICA PRO-
GRAM WHO ARE TRAINING AT U. S. C. BY MR. ED AGUIRRE OF THE TEMPLE
CITY UNIFIED SCHOOL DISTRICT.
Mr. Aguirre advised the group of young teachers from all over
the world are training in this Volunteers To America Program,
that they have volunteered for one to two years of their life
to work in America to bring a greater understanding between
the people of their countries and America. He introduced the
foreign educators who are training in Temple City during this
period who were from Argentina, Colombia, Venezuela, Costa
Rica, Honduras, and Ghana.
Mayor Beckley commented on the value of the Program both to
the people of our country and to the people of the countries
represented. He welcomed them to our Council meeting on behalf
of the Councilmen.
PRESENTATION OF CERTIFICATE OF APPRECIATION FROM MARCH OF DIMES TO
THE CITY COUNCIL BY SPENCER R. FULLERTON, ASST. MGR., OF THE SECUR-
ITY NATIONAL BANK OF TEMPLE CITY.
Mr. Fullerton stated he had been requested to present this
Certificate of Appreciation to the City Council for continued
support to the March of Dimes in Temple City. Mayor Beckley
expressed the appreciation of the Council and accepted the
Certificate in their behalf.

The Public Works Director presented an affidavit of posting
and recommended the proposed assessments be approved. He ex-
plained the revised amounts which were due to permanent in-
stallation of concrete driveway approaches and as such the
property owner is not assessed for them.

Mayor Beckley declared the public hearing opened, and asked
if anyone wished to speak for or against these proposed
assessments. No one came forward to speak.
Councilman Harker moved to close the public hearing, Council-
man Merritt seconded, and the motion carried unanimously.
Councilman Merritt moved to approve the assessments and to
direct the property be so assessed, Councilman Harker seconded,
and the motion carried unanimously.
6. ORDINANCE N0. 67 -241: 1st read. Change of zone from C -M to
C -2, north side of Las Tunas between Oak and Cloverly.
City Attorney Martin presented Ordinance No 67 -241 for first
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY RECLASSIFYING
CERTAIN PROPERTY FROM ZONE C -M TO ZONE C -2. Councilman Tyrell
moved to waive further reading of Ordinance No. 67 -241, Coun-
cilman Briggs seconded, and the motion was unanimously carried.
No further action was taken as this was the first reading of
the Ordinance.
7. ORDINANCE NO. 67 -240: 2nd read. Re Shopping Carts.
City Attorney Martin presented Ordinance No. 67 -240 for second
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING SECTION
4276 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO SHOPPING
CARTS.
Councilman Harker moved to waive further reading, Councilman
Merritt seconded, and the motion carried unanimously.
Councilman Merritt moved to adopt Ordinance No. 67 -240, Coun-
cilman Harker seconded, and the motion carried by the following
roll call vote:
AYES: Councilmen- Briggs, Harker, Merritt, Beckley
NOES: Councilman - Tyrell
ABSENT: Councilmen -None
8. ORDINANCE N0. 67 -242: 2nd read. Re Minor Land Subdivisions as
to procedures.
City Attorney Martin presented Ordinance No. 67 -242 for second
reading AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY ADDING CHAPTER 3 TO ARTICLE IX OF THE TEMPLE CITY MUNICI-
PAL CODE RELATING TO MINOR LAND SUBDIVISIONS.
Councilman Briggs moved to waive further reading of Ordinance
No. 67 -242 and to adopt, Councilman Merritt seconded, and the
motion carried unanimously.
9. ORDINANCE NO. 67 -243: 2nd read. Re Fireworks Permits.
City Attorney Martin presented Ordinance No. 67 -243 for
second reading AN ORDINANCE OF THE CITY OF TEMPLE CITY AMEND-
ING SUBSECTION (b) OF SECTION 3115 OF THE TEMPLE CITY MUNICIPAL
CODE RELATING TO FIREWORKS PERMITS.
Councilman Harker moved to waive further reading and to adopt
Ordinance No. 67 -243, Councilman Briggs seconded, and the
motion carried unanimously.
10. SET PUBLIC HEARING: Re Amendments to Zoning Code.relative to
location of accessory structures on rear third of an interior
lot.
City Manager Koski recommended a public hearing be set for
August 15, 1967, at 7 :30 P. M. Councilman Tyrell so moved,
Councilman Merritt seconded, and the motion carried unanimously.

11. LEASE - PURCHASE PLAN FOR ACQUISITION OF AERIAL TOWER FOR TREE
MAINTENANCE PROPOSAL:
The Public Works Director presented the above proposal and
recommended the Council approve a lease- purchase agreement
with Transportation Engineers, Inc., for a three year lease.
The equipment can be purchased outright for about $18,000.
Following discussion Councilman Tyrell moved to approve the
recommended lease - purchase agreement with Transportation Engi-
neers, Inc., subject to approval of the City Attorney, and to
authorize the Mayor and City Clerk to sign on behalf of the
City, Councilman Briggs seconded, and the motion was unanimous-
ly carried.
12. SET PUBLIC HEARING: for extension of Interim Ordinance No.
67 -232: Re rear one -third of R -1 lots.
The City Manager recommended a public hearing be set for Aug.
15, 1967, at 7:30 P. M. Councilman Tyrell so moved, Council-
man Briggs seconded, and the motion carried unanimously.
13. RESOLUTION NO. 67 -765: Warrants & Demands
City Manager Koski presented Resolution No. 67 -765 A RESOLU-
TION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING
CLAIMS AND DEMANDS IN THE SUM OF $31,470. DEMAND NOS. 9877
THROUGH 9954.
Councilman Tyrell moved to adopt Resolution No. 67 -765,
Councilman Harker seconded, and the motion carried unanimously.
14. ORDINANCE NO. 67 -245: 1st read. Re Subdivision fees.
City Attorney Martin presented Ordinance No. 67 -245 for first
reading AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING SEC-
TION 308 OF ORDINANCE NO. 63 -107 RELATING TO SUBDIVISION FEES.
Councilman Tyrell moved to waive further reading of Ordinance
No. 67 -245, Councilman Merritt seconded, and the motion was
unanimously carried. No further action was taken as this was
the first reading of the Ordinance.
15. RESOLUTION NO. 67 -766: appointing Stenographer -Clerk for Re-
creation Dept.
City Manager Koski presented Resolution No. 67 -766 A RESOLUTION
OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. Councilman
Merritt moved to adopt Resolution No. 67 -766, Councilman Harker
seconded, and the motion was unanimously carried.
16. COMMUNICATIONS:
a. Charitable Solicitation Request: from Ste Luke's Parish
Council of Catholic Women to conduct sale of advertising
for cost of printing of membership book.
Councilman Tyrell moved to grant, Councilman Merritt seconded,
and the motion was carried unanimously.
b. Charitable Solicitation Request: Ivy Ave. Seventh Day Ad-
ventist Church, 1003 S. Ivy, Monrovia, for solicitation of
funds for building project.
Councilman Merritt moved to grant, Councilman Briggs seconded,
and the motion carried unanimously.
c. Charitable Solicitation Request: from Youth Fellowship of
the First Methodist Church of Temple City to conduct a car
wash in the church parking lot on Aug. 5, 10 A.M. to 4:30 P.M..
Councilman Merritt moved to grant, Councilman Briggs seconded, and
the motion carried unanimously.

d. The City Manager presented an appeal from a Planning
Commission decision from Russell Miller and requested
it be set for public hearing.
Councilman Tyrell moved to set the public hearing for Sept.
5, 1967, at 7:30 P. M., Councilman Harker seconded, and the
motion carried unanimously.
17. TIMEā¢FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Mr. Seth A. Carson, 4913 N. Agnes, spoke regarding the public
hearing set for the appeal Of Russell Miller, and asked on
what basis the Council considered :: giving him a hearing.
Councilman Tyrell advised under the democratic process this
is due process of law. Mr. Carson stated he was the complain-
ant, and that the Planning Commission held a hearing and the
variance was denied. He also stated part of the research was
incomplete.
Mayor Beckley stated the City Councilmen are duly elected and
must be the final decision and this is a necessary process
based upon the laws of the City. He invited him to attend
the hearing and to speak at that time. Councilman Tyreli
suggested to Mr. Carson that it would be advisable to have
the research completed at that time. The City Manager advised
Mr. Carson to contact him or the Planning Director who would
be happy to research out any items
18. MATTERS FROM CITY OFFICIALS:
1. City Manager Koski presented a request from Mrs. Alex
Duncan suggesting a plaque honoring servicement killed
in combat be considered by the Council. He recommended
the Council authorize the staff to prepare an appropriate
plaque and wording and report back to the Council. Councilman
Tyrell so moved, Councilman Briggs seconded, and the motion was
carried unanimously.
2. The City Manager presented preliminary plans for the mall
dedication and second annual city picnic with the celebra-
tion to be Thursday, Friday and Saturday, starting Sept.
21, On Saturday, Sept. 23, the E1 Toro Marine Band
will parade down Las Tunas Dr. to Temple City Park for a
concert and the City picnic. The estimated cost to the
City will be around $1,000.
Following discussion Councilman Tyrell moved to provide the
funds for it and approve the plans, Councilman Harker seconded,
and the motion carried unanimously.
3. City Manager Koski presented the proposed project of the
Lions Club to provide waste baskets (12 in number, 8 for
the malls and 4 for the intersection of Las Tunas Dr. and
Temple City Blvd. Discussion followed regarding having
covered receptacles and something possibly less inflamable.
Mayor Beckley suggested the matter be tabled for further dis-
cussion with the Lions Club and the Council agreed.
4. The City Manager stated the term of John Garver as Traffic
Commissioner expired on Aug. 1, 1967, and recommended an
appointment be made.
Councilman Merritt moved to reappoint John Garver to the Traffic
Commission for a two year term expiring July 31, 1969, Council-
man Tyrell seconded, and the motion carried unanimously._
5. The City Manager also advised the Councilmen that they and
their families were invited to a pot luck picnic on Aug. 5
at Live Oak Park for the Volunteers of America and to
please notify Mary Lou Swain if attending.
The Council was also reminded that the final game of soft
ball would be Thursday night at 7:30 at Clemson school
when the City plays the Lions Club.

7. The Public Works Director reported on the proposed air condi-
tioning at Live Oak Park and advised he did not have the final
figures of costs but recommended the City purchase two large
fans to help the situation there until the air conditioning
can be installed. Following discussion Councilman Harker moved
to authorize the City Manager to procure two fans for the build-
ing at Live Oak Park, Councilman Briggs seconded, and the motion
was unanimously carried.
The City Manager presented the proposed revision of the Chamber
of Commerce By -Laws which had been reviewed by the City Attorney
and would be placed in the Circulate File for Council information.
9. Councilman Tyrell asked about the Resolution establishing the
Traffic Commission and was advised it was for review and possible
revision to be considered at a study session.
10. Councilman Tyrell advised he had a tape from a friend in Viet
Nam he would like to have the Council hear after adjournment.
It reflects the attitude of our government in using native
forces.
11. Councilman Merritt requested the Traffic Commission and Traffic
Engineer to check on a pick -up truck which parks continually
on the west side of Encinita just north of Las Tunas Dr. It
is a blind corner and dangerous. He also stated he was happy
to have the Foreign teachers as guests here and hoped they would
visit the Council again. Mayor Beckley stated they are to
leave Temple City Sunday. Mr. Aguirre advised this group were
being trained for assignment west of the Mississippi where
the majority will be teaching in the social studies field.
12. Mayor Beckley asked for a Councilman to volunteer to attend
the Traffic Commission meeting Aug, 2 as a representative of
the Council. As no one could attend the Mayor will attend
this meeting. Councilman Harker volunteered to attend the
Planning Commission meeting of Aug. 8, Councilman Briggs will
attend the Parks & Recreation Commission on the 16th of Aug.
Councilman Merritt will alternate on the Planning Commission
or Parks Commi s's ion.
19. ADJOURNMENT: Councilman Tyrell requested an excused absence
for the meeting of August 15 as he would be out of town. The
City. Manager advised he would be on vacation and requested
permission to have one of the staff substitute for him.
Due to these absences it was decided there would be no meeting
held on August 15. Councilman Briggs moved to re -set the public
hearings under Items 10 and 12 for Sept. 5, 1967, at 7:30 P. M.,
Councilman Harker seconded, and the motion carried unanimously.
Councilman Harker moved to adjourn to the regular meeting of
Sept. 5, 1967,cancel:l.ing the Aug. 15th meeting,, Councilman
Briggs seconded and the motion unanimously carried. Council
adjourned at 8:45 P. M., with the next regular meeting on Sept.,
5, 1967, at 7:30 P. M. in the Council Chambers of the City Hall,
5938 Kauffman Ave., Temple City.
