PRESENT: Chairman Dan Garren, Members — Roy Hobbs, Dee Johnson, Jake Lindsay, John
Lott, Bette Lovinus, Melanie Shirling, and Clerk Julie Hammond.
ABSENT: None.
VISITORS: Sean O'Brien and Max Lindsay.
Chairman Gauen welcomed everyone and Member Lott led with the Pledge of Allegiance.
Minutes Approved: Member Hobbs moved to approve the Planning & Zoning (P&Z) Minutes
of February 11, 2015 as written. Member Lovinus seconded the motion. All were in favor,
motion carried.
Fransen Re -plat — 5482 Rockwood Ave: Mr. O'Brien of Rocky Mountain Engineering and
Surveying (RMES) presented a re -plat of the Fransen property located at 5482 Rockwood Ave.
The Fransens currently live in the home at 5482 Rockwood Ave. The proposed re -plat divided
the lot into two '/z acre (approximately) lots with the intent to place a new home on the additional
lot facing 55th East.
The Planning & Zoning (P&Z) Commission confirmed the re -plat was consistent with the
current zoning and that the zoning would remain the same (Single Family Residential- R-1).
One concern was the driveway access onto to 55th East.
The City Engineer had reviewed the Fransen Re -plat and encouraged the City to approve the
subdivision subject to the Bonneville County Surveyor's review, Exhibit `B."
Member Lott moved to recommend to Council approval of the Fransen Re -plat, Exhibit "A", at
5482 Rockwood Ave. Member Lindsay seconded the motion. All were in favor, motion carried.
Meeting Attendance: P&Z reviewed meeting attendance. The purpose was to make sure a
quorum was present to conduct business of the City. Clerk Hammond would text members the
day of P&Z meetings and anyone unable to attend would let her know.
Reports
Government "101" Training: Member Hobbs, Member Shirling, and Clerk Hammond
attended the Government "101" Training. Open Meeting Laws and Procedures were reviewed.
Highlights were conversation compliance (not discussing business outside of P&Z meetings
including e-mails) and setting up separate e-mail accounts specifically for P&Z business.
Clerk Hammond was tasked with getting the meeting slides and distributing them to P&Z
Members.
P&Z Members would set up their new e-mail accounts using their first initial, last name, and
pziona@gmail.com (for example: dgarrenpziona@gmail.com).
Area of Impact Agreement: Chairman Garren would contact Bonneville County
Commissioner Dave Radford for an update on the Area of Impact Agreement.
Member Hobbs reported that the Iona Bonneville Sewer District (IBSD) would be getting new
board members.
Member Lovinus would not be in attendance at the April meeting but would be back in May.
