HomeMy Public PortalAboutResolution 2020-76, Approving The Date For Citywide Fall Cleanup October 17, 2020RESOLUTION 2020-76 A RESOLUTION APPROVING AND SETTING THE DATE FOR THE CITYWIDE FALL CLEANUP AS SATURDAY, OCTOBER 17, 2020 WHEREAS, The City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and operating under the laws of the State of Iowa, and; WHEREAS, the Waste Commission of Scott County makes grant funds available to cities interested in organizing and implementing spring and fall cleanup activities - $2,500 in grant funding is available to the City of Riverdale if the Council decides to authorize the program (ref. Exhibit "A") and; WHEREAS, City Staff can coordinate the cleanup activities with the City's waste hauling vendor (Republic Services) and the landfill operator (the Waste Commission of Scott County) assuming the date is approved by the Council, and; WHEREAS, the landfill does not accept Household Hazardous Materials (HHM), electronic waste (e-waste) or white goods (appliances), City Staff can make arrangements for white goods pick-up on the proposed cleanup date and facilitate a community e-waste collection event if there's enough resident interest, and; WHEREAS, the Waste Commission has also provided educational information to the City to share with residents via its website, e-newsletter and social media to help ensure a successful event. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, Section 1. That the City Council of Riverdale instructs City Staff to make appropriate arrangements for a citywide cleanup day on Saturday, October 17 and to communicate critical information (pick-up times, acceptable materials, etc.) to residents through all established communications channels available, and; Section 2. Furthermore, the City Council instructs City Staff to apply for reimbursement of related expenses via available grant funding from the Waste Commission of Scott County, and; (con) Resolution 2020-74: A Resolution Approving and Setting the Date for the Citywide Fall Cleanup as Saturday, October 17, 2020 Section 3. That City Staff also make arrangements for the pick-up of white goods (appliances) independent of the hauling contractor on a "by appointment" method similar to the process used this spring. Enclosed please find some helpful information for organizing your 2020 fall cleanup, which is provided to you through the Grant Program. Each quarter, we set aside a portion of the fees retained locally for waste reduction and recycling programs to fund this program. Each member community is eligible for up to $2,500 annually. Your community has chosen to use grant funds to cover the costs of spring and/or fall cleanup days. Grant funds also enable your residents to dispose of many materials at Commission facilities year-round without fees or appointments, as well. Residents bring e-waste (electronic waste) to our Electronics Recovery Center and paints, pesticides, and chemicals to our Household Hazardous Material Facility. Most communities use some or all of their grant funds to cover the costs of spring and/or fall community cleanups, but our grants can do more for your community. We also provide funds for projects in the areas of recycling, environmental education, household hazardous materials, organic waste, water quality, and greenhouse gas reduction. Waste Commission of Scott County 563-381-1300 • www.wastecom.com Helpful Information for Planning Your Cleanup Setting the date Contact the Commission to arrange your cleanup date(s) two weeks in advance. Contact Chris Haut, Landfill Scale Operator, at (563) 381-1300 or chris.haut@wastecom.com. Acceptable and unacceptable materials We will accept material from your city -organized cleanup for residents once in the spring and once in the fall. Business waste will not be accepted. You may not collect household hazardous material (HHM) during your cleanup. Residents no longer need appointments to drop off HHM at the Household Hazardous Material Facility, 5640 Carey Ave., Davenport. Winter hours (October -April) are 7:30 a.m. to 4 p.m. Monday through Friday. Summer hours (May -September) are 7:30a.m. to 5 p.m. Monday, and 7:30 a.m. to 4 p.m. Tuesday through Friday. The facility is open 8 a.m. to noon the first Saturday of each month year-round. If you wish to collect e-waste during your cleanup event, you must make prior arrangements for proper packaging and delivery of the material. To do so, contact Brian Briggs, Electronics Recycling Supervisor, at (563) 823-0119 or brian.briggs@wastecom.com. However, please note that residents may drop off e-waste without an appointment year-round at the Electronics Recovery Center, 5650 Carey Avenue, Davenport. Hours are the same as those for the Household Hazardous Material Facility above. Delivery of cleanup materials • Deliver materials to the Scott Area Landfill, 11555 110th Ave., Davenport, during normal business hours: 7 a.m.- 4 p.m. Monday -Friday; 8 a.m.-noon Saturday. • When delivering materials, you must present a completed Community Cleanup Certificate (enclosure) to the scale operator. The Certificate should be completed and signed beforehand by a community official to eliminate confusion on behalf of the hauler or the scale operator. The Certificate should indicate the hauler, load contents and the type of truck being used for delivery (i.e. roll -off, city truck, etc.). • Ensure that the materials meet the criteria outlined here for acceptance and separation. If loads do not meet these standards, they will be rejected. • Separate tires, appliances, and scrap metals from trash items, and deliver each type of material to the appropriate area at the Landfill. • Load and unload any appliances or electronics in a manner that maintains the integrity of each unit. This is important to prohibit the release of hazardous materials (e.g. Freon, mercury, PCBs). PROTECT OUR EARTH, HEALTH, SAFETY. These batteries are a leading cause of fires at recycling centers and • landfills around the country. e AA, AAA, C, D AND 9 VOLT BATTERIES These household batteries are often labeled as rechargeable. FOUND IN: Flashlights and solar products like yard lights. LITHIUM BATTERIES Lithium batteries can spark and cause a fire even if they cannot power a drill, hearing aid or flashlight. FOUND IN: Camping lanterns, flashlights and other household items. Lithium batteries may not be removable from the product. SMALL SEALED LEAD ACID BATTERIES These batteries are often small and can be recharged via a household outlet. These batteries contain hazardous chemicals that may harm family, pets and contaminate land and waterways. FOUND IN: Battery -powered scooters, remote control cars and many children's toys. IF NOT DISPOSED OF PROPERLY, THESE BATTERIES CAN SPAR;. AND CAUSE FIRES OR EXPLOSIONS. They also may contain hazardous cheat` that can be harmful to your family and pets and can also contaminate land and waterways.
