Mary Schantz seconded the motion. Motion passed. Approval of Minutes Doug Record moved the minutes from the November 14, 2017 Regular Meeting be accepted. Mary Schantz seconded. Motion passed. Old Business a. Adoption of Amended 2018 Calendar – The previously adopted calendar showed May 8, 2018, as a meeting date which is a City Holiday. The calendar was amended to move the meeting date to Tuesday, May 1, 2018. Jane Moore moved to approve the amended calendar. Steve Hoffman seconded. Motion passed. b. Election of 2018 Officers – Jayme passed out ballots for the Chair and Co-Chair position. The secretary position will be filled by city staff. For consideration of the Chair position was Steven Hoffman and Mary Schantz. For consideration of the Co-Chair position was Steve Hoffman and Nathan Percy. After counting the votes, Mary Schantz was elected as Chair and Steve Hoffman was elected as Co-Chair. New Business a. Cultural Arts Commission Public Art – With Heidi Lucas not in attendance at the moment, Jane Moore moved to relocate this discussion to the end of the meeting. Donna Deetz seconded. Motion passed. b. Demolition Ordinance – Within the packet contained a summary of demolition ordinance, copy of signed demolition ordinance, and rules of procedure document. City Council had passed the demolition ordinance that includes a tier reviewed system: 1) Demolition Review for properties 50-99 years old and 2) Demolition Clearance for properties 100 years or older and/or properties located within a local historic district. Jayme explained that all the demolition applications on the January agenda were submitted prior to the passage of the new ordinance. With the new ordinance will require formalization of the commission meetings as their will be public hearings, etc. Art Hernandez questioned the parliamentary procedures as counsel Staff does not currently attend the meetings. Jayme will report next month on counsel staff or electing a parliamentary officer. Jane Moore moved to table the rules of procedure until the February meeting to give commission members time to review the document. Art Hernandez seconded. Motion passed. Demolition Applications a. 1209/1211 Missouri Blvd – Both properties were presented as one application for the demolition of existing commercial buildings. Art Hernandez moved to vote on each property separately. With no one seconding the motion, the motion died. Jayme went over the staff report explaining the property is located next to a designated landmark, Washington Park Shelter House. Ethan Rus with Burns & McDonald was in attendance to answer any questions regarding the proposed demolition. In reviewing Section 8-44 C, Criteria for Nomination, the structure does not appear to hold any significance in terms of heritage, culturally or architecturally. Jane Moore moved that there will be “no historic properties affected” by the demolition and the permit be recommended for approval by this commission. Steve Hoffman seconded. Motion passed with Art Hernandez voting no. b. 1124 Madeline Pl – River City Habitat for Humanity submitted application for the demolition of a single family residence. Habitat will re-construct a single family residence to be sold to an income eligible family. In the same block, a Section 106 Review was completed for 1120 Madeline Pl in October 2017, for the same type of project. In reviewing Section 8-44 C, Criteria for Nomination, the structure does not appear to hold any significance in terms of heritage, culturally or architecturally. Doug Record moved that there will be “no historic properties affected” by the demolition and the permit be recommended for approval by this commission. Bill Case seconded. Motion passed with Mary Schantz abstaining. c. 317 E Ashley St - River City Habitat for Humanity submitted application for the demolition of a single family residence. Habitat will re-construct a single family residence to be sold to an income eligible family. Jayme explained that the property is registered as an abandoned/vacant property. In reviewing Section 8-44 C, Criteria for Nomination, the structure does not appear to hold any significance in terms of heritage, culturally or architecturally. Jane Moore moved that there will be “no historic properties affected” by the demolition and the permit be recommended for approval by this commission. Bill Case seconded. Motion passed with Mary Schantz abstaining. Section 106 Reviews a. 934 Moreau Dr – Homeowner applied for Community Development Block Grant Homeowner Support program. The property is located within the Moreau Dr Historic District. The homeowner is requesting replacement of the HVAC system. Jane Moore moved that there will be “no adverse effect” by the project is approved by this commission. Doug Record seconded the motion. Motion passed. b. 929 Fairmount Blvd – Homeowner applied for Community Development Block Grant Homeowner Support program. The property is located within the Moreau Dr Historic District. The homeowner is requesting repairs of the front porch as it is pulling away from the house, construction of steps at rear of property and replacement of windows. Jayme Abbott explained that it is anticipated that there will not be enough funds to cover the window replacement. Steve Hoffman moved that there will be “no adverse effect” by the project is approved by this commission. Jane Moore seconded the motion. Motion passed. Dates to Remember a.
