AUGUST 31, 1967
1. Mayor Beckley called the Special Meeting of the City Council to
order at 7:30 P. M., following which he led the Pledge of
2. Allegiance to the Flag.
3. ROLL CALL:
PRESENT: Councilmen- Briggs, Harker, Tyre]), Beckley
ABSENT: Councilman - Merritt
ALSO PRESENT: City Manager Koski, City Attorney Martin, Public
Works Director Pizzorno
Mayor Beckley advised the Council that Councilman Merritt had
another meeting at this time but would try to be here later.
4, NUISANCE PETITION:
Mayor Beckley presented the nuisance petition received re the
Family Billiard Center on Las Tunas Dr. for the Council to de-
termine if there is a problem and if so what should be done to
alleviate it. He advised the City Manager had a report from
the Sheriff's Dept. and also from owner of the Billiard Center.
The City Manager stated he had contacted Mr. Joe Grillo, owner,
and discussed the petition and the fact there had been some com-
plaints against his operation. He indicated his desire to co-
operate to alleviate the problem, and indicated also that he
had considered closing at 12 midnight rather than 2 A. M. He
personally is spending more evening hours at the Center observ-
ing the people and advising them that the recreation spot is for
their benefit and if things persist he would be out of business
and they would be out of a recreation hall. He has installed a
light �n the back of the building illuminating the alley.
The City Manager advised he had been there in the evening and
talked to Mr. Grillo's brother who manages the place. There is
foot traffic down the alley to Mike's Pastrami stand as well
as traffic from the theatre parking lot also using the alley.
There was no evidence of misconduct at that time. Also the
Sheriff's car was parked watching traffic on Las Tunas Dr. and
had found no problem that evening.
Councilman Briggs stated he had been opposed to the establishment
before,, but these people have now invested a large sum of money
and he felt the staff should continue to work with them and re-
port back to the Council, and he felt the matter would no doubt
take care of itself.
Councilman Harker recalled there had been some complaints in the
area prior to the establishment of the Billiard Center and the
Council should determine if this Center had contributed to a
nuisance already there or this was a new nuisance. Also the
Sheriff's report does not show that it is creating a disturbance.
He stated there was nothing in the report from the City Manager
to indicate the Billiard Center was causing trouble, and as to
the allegation re peeping toms they can appear any time, and
he felt some of the allegations did not pertain to the Billiard
room.
Councilman Tyrell stated he did not remember any strong objection
to this establishment, and as far as peeping toms were concerned
they could not get close enough to any window. Where young people
gather there will be some noise. These people seem to be more
concerned about motorcycles racing down the alley and there are
strong indications they came from the other end of the alley.

The children in town wanted an activity in town, and these people
have provided it. The Sheriff's deputy has spent a great deal of
time there and has a good relationship with the children and working
through him we can likewise prevent a problem. He objected to a
statement in the petition which says the Sheriff's Dept. appear to
be powerless in controlling these activities and there is nothing
to show that anything needs to be controlled. The problem is . not
inside the premises but apparently outside in the alley and in
the dedicated street and outside the control of the owner of the
Center. The children like this place, it is a good healthy acti-
vity, they have a good time and it adds to the community and he
hoped they did not spoil it. He noted he had not observed anything
obnoxious down there and he objected to the wording of this peti-
tion. Racing cars and motorcycles could be from the pizza parlor,
the show, or down the street; and not necessarily from the Billiard
parlor. He felt the conglomeration of trash behind the pizza par-
lor and gathering in back of it was a greater problem. He felt it
should be handled administratively, which has already been done.
Mayor Beckley agreed and felt the staff should continue to work
closely with the management of the Center. He asked the City
Attorney re answering the petition.
Councilman Tyrell moved to hold further action over until the
first Council study session in November for further complaints
and reports from the Sheriff and the City Manager, Councilman
Briggs seconded and the motion carried unanimously. It was agreed
to acknowledge receipt of the petition and to advise them we are
studying the situation.
5. LETTER CONCERNING STUDENT BODY PUBLICATIONS, SAN FRANCISCO STATE
COLLEGE:
Mayor Beckley advised information had been received from a gentleman
who had a student in school at San Francisco State College and who
was opposed to the publication under the youth movement with a copy
enclosed to support his opposition. He stated he strongly objected
to tax supported schools supporting this type of publication which
states how to get in touch with radio Hanoi and Havana. Also the
meeting of student body presidents at Santa Barbara voted to take
over all of the colleges. He explained the letters he had written
for Councilmen signatures was to instigate an investigation regard-
ing such publications on tax supported campuses. Following a
lengthy discussion it was agreed to send the letters as proposed
but to acquire copies of the publication to send with them.
6. LETTER: CITY OF EL MONTE - RE LOCATION OF SOUTHERN PACIFIC RAIL-
ROAD RIGHT OF WAY:
Mayor Beckley stated he had attended a meeting in El Monte and
recommended the Council support El Monte in their opposition of
plans for additional track which would bisect their City. The
Public Utilities Commission is going to force the So. Pacific
Railroad to make grade separations in that City and by the plan
for additional track they hope to avoid making these separations.
Following a lengthy discussion Councilman Briggs moved to support
El Monte and to adopt such a Resolution, Councilman Tyrell secon-
ded, and the motion carried unanimously.
COMPLETION OF PARKING LOTS, PEDESTRIAN MALLS, & DEDICATION:
The Public Works Director presented a report on the above installa -`
tion whicK is complete with the exception of a few minor require-
ments, and which will be completed within a few days. Also regard-
ing the placement of sidewalks and adjacent private property, the
paveout was not included in the contracts, and he had received
three bids, the lowest of which was 16 per sq. ft. for a total of
$354.24 from Carr Bros. The work will start on Monday and be com-
pleted Tuesday morning. Discussion followed regarding the flow of
traffic entering from each north -south street and then turning
north on the north -south alley to exit from the parking lots.

The City Manager advised plans for the luncheon at the
Dedication; Ceremonies were being formulated whereby the
luncheon would be catered and served in the Community Room
of the American Sav n£asLban: Assn--; at oc5stlofn$4'; -5- .each.
The Trams have been reserved for three days, invitations
and luncheon cards ordered and are to be mailed out next
week. Also Supervisor Bonelli will be in attendance. Mr.
Millham has arranged for the Pacific Telephone speaker system,
and plans are being finalized for the arrangement of displays
and decorations. Councilman Briggs was :1:nv+ted ' to give the
invocation.
Discussion followed to determine the list of invitees to the
luncheon and ceremonies. It was agreed that all City Commis-
sioners, the City Attorney, City Treasurer, and Department
Heads should be invited. Also the Mayor and City Manager of
Arcadia, El Monte, Rosemead and San Gabriel, the Chamber of
Commerce President and Manager, the School Board and School
Superintendent, all service club presidents, the President
of the Ministerial Assn., the Board of the Chamber of Commerce,
Engineers Krelle & Lewis, in addition to the Council and City
Manager.
8. PETITION: VIET NAM WAR.
Following discussion of the heading of the petition re the
Viet. Nan War it was agreed to add "or withdraw" at the end
of the previously approved heading. The staff will prepare
the petitions for circulation.
APPROVAL OF CHANGE ORDERS RE TENNIS COURTS AT LIVE OAK PARK.
The Public Works Director advised the Council that during
construction of the tennis courts a water line was uncovered
where it should not have been, which required shifting the
line easterly 10 ft. against the electrical panel board which
was existing. This board should be modified at a later date
and due to the required change of the water line it was felt
this should be done at this time as a safety factor to enclose
the panel and at the same time to increase to 600 amp service.
Krelle & Lewis, Engineers, estimate the cost to be $2397.
This would include shortening 4 light poles required because
of relocation of the tennis courts as well as total enclosure
of the power panel. Councilman Tyrell moved to authorize
these change orders, Councilman Harker seconded, and the
motion was unanimously carried.
The Public Works Director presented another change order re
the tennis courts sprinkler system modification due to this
installation. Vince Agostino bid $1,025. for this work and
he recommended the Council authorize this work at this cost
and award the work to Mr. Agostino. Councilman Tyrell moved
to approve, Councilman Briggs seconded, and the motion was
carried unanimously.
10. CLARIFICATION OF APPEAL: ZONE VARIANCE CASE #67 -230
The City Manager presented a letter from John Shaw, Attorney
representing Mr. Robt. & Elsie Kukurin in the above Variance
Case #67 -230 whereby he requested clarification of the zoning
ordinance pertaining to a car wash. Following discussion the
matter was referred back to the Planning Commission for clari-
fication at their September 12, 1967, meeting with a recommenda-
tion back to the Council before their next meeting on Sept. 19,
1967. Councilman Tyrell moved to refer this matter to the
Planning Commission to be heard on Sept. 12, and on Sept. 5 the
Council set for Council Hearing at their meeting of Sept. 19
at 7:30 P. M. either for a confirmation of their decision or
for a hearing on the appeal, Councilman Briggs seconded, and

the motion carried by the following roll call vote:

11. ADJOURNMENT: Councilman Tyrell moved to adjourn to the next
regular meeting of the City Council on September 5, 1967, at
7:30 P. M., in the Council Chambers of the City Hall, 5938
Kauffman Ave., Temple City.
