Placer County has also been designated for Deleted: portion of the Truckee River Watershed NPDES Permit coverage; both agencies are working together to define consistent and compatible water Deleted: quality programs. Lahontan is requiring comprehensive water quality monitoring within the designated The Town of Truckee permit area, as described in their July 3, 2007 letter to the Town of Truckee. The Town has prepared a Deleted: March 9 Stormwater Management Program (SWMP) which was submitted to the Lahontan Regional Board on Deleted: Placer County December 14, 2007. The subject comprehensive water quality monitoring plan is due to Lahontan by Deleted: County July 1, 2008 in final form. II.Project Description To provide a comprehensive water quality monitoring plan, budget and implementation schedule for that portion of the Truckee River watershed area within the Town of Deleted: Placer County Truckee. III. Items of Work The TOWN contracts with the CONSULTANT to provide all required services Deleted: COUNTY necessary to prepare a final Water Quality Monitoring Plan, budget and implementation schedule for the Truckee River Watershed in Town limits. Deleted: Placer County Deleted: . Services shall include the following tasks: Task 1. Development of Monitoring Plan Schedule The Consultant will prepare the proposed schedule, meeting dates and detailed work plan for developing the Truckee River Water Quality Monitoring Plan (WQMP). The schedule will incorporate appropriate review time of draft documents, collection, compilation and response to comments, and revisions to the draft and submittal of the final report by the deliverable date set by Lahontan. Review schedules shall include appropriate review times (minimum of two weeks) to ensure quality stakeholders’ participation in review. The schedule development will include preparation, travel and attendance of one project kick-off meeting with the core group followed by one meeting with the core group and representatives from Lahontan (the extended core group) to refine expectations, milestones and other important details of the Monitoring Plan. The Consultant shall develop a final schedule showing the anticipated timing of events in order to develop a comprehensive WQMP. The Plan itself will contain a separate schedule documenting the plan’s anticipated implementation process. Deliverable: The Consultant shall provide a document (1 hard copy and electronic version in Microsoft Word format) showing the scheduling of activities and meetings in order to develop a WQMP. The draft schedule will be delivered within 2 weeks of the Notice to Proceed. Deleted: ¶ ¶ Task 2. Meeting, Workshops and Stakeholder Coordination “WQ Monitoring Plan for Truckee River Watershed”" Exhibit “A” – Page 1 of 5 The stakeholder involvement in this project will be an process that encourages stakeholder review and comment at Deleted: open key milestones. Stakeholders will be provided with materials, information, and strategies produced by the core group to review and provide comments. The integration of comments will be collectively determined by the core group. The Consultant will organize and conduct two larger stakeholder meetings/forums or workshops that will Deleted: one include relevant public agencies, Town staff, landowners, and other interested stakeholders to present the core Deleted: two groups approach, findings and products. One will be conducted following the release of the 90% plan, the Deleted: s scheduling of the second will be determined at a later date. Deleted: County : Deliverable The Consultant shall provide a document (1 hard copy and electronic version in Microsoft Word format) which shows a list (in Microsoft Excel format) of anticipated meetings, schedule, participants, and important topics of discussion Task 3. Research and Development of Scope Requirements. There is currently a number of independent surface water quality monitoring project’s at various stages within the Truckee River Basin (area as defined by the site map included in the RFP). Many of the local entities have regulatory requirements to meet TMDLs, Stormwater Management Plans (SWMP), NPDES permits, or other reporting needs. The Consultant will provide both the technical integration skills and stakeholder coordination necessary to develop a cost-effective, representative and reliable water quality monitoring plan to meet all of the collective agency, natural resource and regulatory objectives. The Consultant will assist with the development of clear goals and objectives for the Truckee River Monitoring Plan within the Town of Truckee jurisdiction. The Deleted: Placer County goals and objectives will be framed within the key regulatory and stakeholder aspects researched and identified. The scope will satisfy the regulatory requirements of NPDES permits and SWMP objectives. The Consultant will then Deleted: , develop a conceptual approach to the technical aspects of the plan that will best achieve all of the key client, Deleted: , the Martis Valley Community regulatory and stakeholder goals. The efforts above will be consolidated and synthesized into a Draft Scope Plan and the Squaw Valley TMDL Requirements document. The document will formulate the structure of the monitoring plan and provide critical high level text to later be incorporated directly into the final Monitoring Plan. The draft scope requirements may be presented at one of the 2 stakeholder meetings, as to be determined in Task 1. Deleted: 3 Deleted: 1 Deliverable: The Consultant shall develop a Draft Scope Requirements document for the Town of Truckee (1 hard copy and electronic version in Microsoft Word Format) and distribute draft copies to stakeholders (either Deleted: Placer County electronically or hard copies) as determined in Task 1. Comments from stakeholders shall be documented by the Consultant and reviewed with the Town. A final scope document will be developed by the Consultant with input Deleted: Placer County from County and Town staff. The final scope shall be distributed by the Consultant to stakeholders after Town of Deleted: Placer County Truckee approval. It shall be delivered in the same manner as the draft scope. The scope shall be presented in easy to understand vocabulary and organized in distinct labeled sections for each of its topics and requirements. Task 4. Documentation of Preferred Monitoring Methods, Procedures and Protocols The Consultant will build upon the Monitoring Plan Goals and Objectives compiled in Task 3 through the collection, review and interpretation of ongoing and previous water quality projects and programs in the Truckee River Basin. The technical approach document will be generated for direct insertion into the WQMP and will include all necessary details to implement and maintain the water quality observations and condition tracking of the Truckee River Basin. The Technical Approach document, once completed, will contain all data collection, data “WQ Monitoring Plan for Truckee River Watershed”" Exhibit “A” – Page 2 of 5 Formatted: Not Highlight management and data reporting details necessary to implement the Monitoring Plan and meet the goals and objective of the overall effort. The key subtasks of Tasks 4 are: A. Review and synthesize past and existing water quality monitoring efforts. The Consultant will compile, interpret and summarize appropriate existing and future stormwater monitoring requirements spatially throughout the Town Deleted: all of Truckee jurisdictions. The Consultant team will likely use GIS to simply communicate the collective spatial Deleted: County of Placer relationships and monitoring needs to the stakeholders and to assist with the WQMP strategy. B. Consultant will review the existing efforts from an integration framework to identify value, compatibility, cost, etc. of existing water quality monitoring efforts and realistic incorporation into overall conceptual technical approach. All efforts will be made to build upon any existing and ongoing valuable water quality monitoring efforts. C. Use of existing information and professional technical understanding, the Consultant will select and document appropriate pollutants of concern, protocols, techniques, methods, sampling intervals and data collection locations. The recommended approach to future data management will be developed. In addition a clear QA/QC program will be devised and included in the plan. The WQMP will include recommendations on the level of expertise required to implement the sampling program. Some field tasks, for example, can be accomplished by technicians, but close supervision by trained professionals will be required. Formats and frequency for reporting will be specified. Reports must include discussion and recommendations that place the results in a larger context, not just a summary table and comparison of averages with defined water quality standards. D. Review and evaluate the recommended technical approach and revise as necessary until the Consultant can clearly demonstrate direct link between regulatory requirements, stakeholder priorities and technical approach. E. Draft Technical Approach. F. Final Technical Approach. Deliverables: All of the above will be integrated into the Draft Technical Approach to be delivered to the core, extended core and/or stakeholders as determined by Task 1. Final technical approach will incorporate comments and feedback as necessary. The final technical approach will serve as a direct input into key chapters of the Monitoring Plan document (Task 5). A section of the final technical approach can be extracted from the Monitoring Plan and portions will serve as the detailed Sampling Plan for future field personnel, providing a simple outline of all station data collection, data management, instrument maintenance, troubleshooting and other relevant details to ensure proper procedures are taken. Task 5. Monitoring Plan and Implementation Schedule. All of the above components will be integrated into the Truckee River Monitoring Plan for the jurisdictions under Deleted: Placer County the Town. The following subtasks will be completed in addition to Tasks 1-4 to meet the final requirements of the Deleted: detailed comprehensive monitoring plan. Deleted: . Deleted: A current regulatory A. Identification of significant source areas. The Consultant will rely on existing SWMP, TMDL, source assessments and other documentation to identify priority source areas. Likely the priority areas will include areas of intense human development and disturbance and future areas of high development and can be easily identified and generally delineated on a GIS map. Additional information may be solicited by the client, regulators and/or stakeholders to identify key sources. Consultant may review existing maps and/or aerial photographs to describe and identify any additional source areas. C. Environmental and permitting requirements. Installing stream sampling and measuring equipment may require permits as well as a CEQA negative declaration. Landowner permission will be required for access. Agencies involved could include the California Department of Fish & Game, the Army Corps of Engineers, the U.S. Forest Service, and the Regional Water Quality Control Board. The Consultant will compile a list of contacts for sites that may require permits and approvals and identify action items for the Town. Deleted: County D. Implementation schedule and budget estimate. The Consultant will devise an implementation schedule for the monitoring plan to meet the permitting, reporting and milestone requirements and will take account of the time needed for agreements, permits, easement acquisition, etc. The Consultant will provide cost estimates for initial implementation costs, including equipment, installation and consulting costs to implement the monitoring. Annual costs to implement, maintain and manage the data and produce reports will be estimated. Maintenance costs and potential replacement of damaged or stolen equipment will be factored into the budgets for implementation. E. Fiscal Analysis. The Consultant will develop estimates of long-term program costs expected over a 15 year period. These will include costs for permitting, environmental documents, capital costs, labor, easements, and equipment maintenance and replacement. The budget will consider inflation and will develop a calculation to provide costs in today’s dollars and incremental inflation for the 15 year period of the project. The Consultant will circulate drafts at the 50% (core and extended core) and 90% level, and revise based on submitted comments, meetings etc. There will likely be a public/stakeholder meeting after the 90% submittal to discuss the draft plan, comments submitted and proposed Deleted: 50 revisions as outlined in Task 1.
